HomeMy WebLinkAbout11/01/2011 Special CITY OF APPLE VALLEY Dakota County, Minnesota November 1, 2011 Minutes of the special meeting of the City Council of Apple Valley, Dakota County, Minnesota, held November 1, 2011 at 2:30 a'clock p.m., at Apple Valley Municipal Center. PRESENT: Mayor Hamann-Roland; Councilmembers Bergman, Goodwin, Grendahl, and Hooppaw. ABSENT: None. City staff inembers present were: City Administrator Lawell, City Clerk Gackstetter, City Attorney Dougherty, Assistant City Engineer Bennett, Public Works Director Blomstrom, Associate City Planner Bodmer, Associate City Planner Dykes, Finance Director Hedberg, Parks and Recreation Director Johnson, City Planner Lovelace, Department Assistant Perkins Monn, Community Development Director Nordquist, and Golf Manager Zinck. Mayor Hamann-Roland called the meeting to order at 2:30 p.m. APPROVAL OF AGENDA MOTION: of Grendahl, seconded by Bergman, approving the agenda for today's meeting, as presented. Ayes - 5- Nays - 0. VALLEYWOOD CLUBHOUSE BID PACKAGE Mr. Johnson said staff is requesting approval of the second bid package for the Valleywood Clubhouse. He noted an executive summary of the plans and specifications were included in the agenda packet ana a full copy of the specifications is on file with the City Clerk. MOTION: of Goodwin, seconded by Hooppaw, adopting Resolution No. 2011-174 approving plans and specifications for Valleywood Clubhouse — Bid Package #2, and authorizing advertising for receipt of bids, at 10:00 a.m., on December 1, 201 l. Ayes - 4 - Nays - 1 (Grendahl). PAVEMENT MANAGEMENT PROGRAM AND SPECIAL ASSESSMENT POLICY Mr. Blomstrom reviewed the presentation on the Pavement Management Program, which highlighted the purpose of pavement condition ratings, the importance of pavement preservation, the City's investment in roads, anticipated reconstruction needs, preliminary cost estimates, potential funding options, and tax impacts. He stated it is less expensive to maintain a good road than to rehab a road a road that has not been maintained. He then commented on the differences of funding roads through special assessments and tax levies. The Council and staff held discussion. The Council directed the Public Works Director to present the information again at a regular meeting that will be recorded for the public to view. CITY OF APPLE VALLEY Dakota County, Minnesota November 1, 2011 Page 2 Mayor Hamann-Roland left the meeting at 3:21 p.m. Councilmember Grendahl left the meeting at 3:22 p.m. 140TH/147TH STREET STATION STOP DESIGN Mr. Nordquist reviewed the presentation on the 140th/147th Street station stop designs, which included the expectations, the layouts and designs proposed in 2009, as well as the layouts and designs proposed today. Councilmember Grendahl returned at 3:24 p.m. Mayor Hamann-Roland returned at 3:25 p.m. Councilmember Grendahl left the meeting at 3:30 p.m. Ms. Beverly Miller, of Minnesota Valley Transit Authority, said they have completed major study components, reviewed ridership numbers, received feedback from riders and businesses, and have heard from the Feds. As a result, they have refined their projections and were able to reduce the footprints of the stations. She then reviewed the presentation on Cedar Avenue Bus Rapid Transit. Mr. Mike Aaron, of SRF Consulting, further commented on the reduced footprint of the stations. Mayor Hamann-Roland said the stations appear to be designed for today and into the near future. Councilmember Bergman expressed concern for citizens wanting to cross Cedar Avenue at various points. Councilmember Hooppaw asked if it was possible to incorporate some masonry or stone into the station stop designs. Ms. Miller responded that they would look at the possibility of adding a stone element. Councilmember Goodwin expressed concern over the lack of parking next to these sites. He believes riders will park in the business parking lots. He added that there are already parking challenges for the businesses at 147th Street. Ms. Miller explained how they will try to resolve the matter if it arises. ADJOURN MOTIQN: of Gooawin, seconded by Hooppaw, tp adjourn. Ayes - 4- Nays - 0.
