OTHERS PRESENT: Public Works Director Todd Blomstrom Cemetery/Public Works Coordinator Jean Bryant � Chair Kohls called the meeting to order at 2:01 p.m. � APPROVAL OF AGENDA MOTION: of Kemp, seconded by Anderson, approving the agenda for today's meeting as written. Motion passed unanimously. AUDIENCE —10 MINUTES TOTAL TIME LIMIT FOR ITEMS NOT ON THIS AGENDA There was no one present to speak. APPROVAL OF MINUTES — October 20, 2009 MOTION: of Wagner, seconded by Anderson, approving the minutes of the October 20, 2009, meeting, as written. Motion passed unanimously. I NEW/CONTINUED BUSINESS Cemetery Advisory Committee Term Expirations — March 1, 2010 Chair Kohls noted that Committee Member Moore has indicated she would like to continue on the committee and will send a letter to Council. Ms. Bryant will contact Committee Member Harvey regarding his intentions. Election of 2010 Officers Committee Member Brueshoff arrived at 2:08. MOTION: of Kemp, seconded by Wagner, opening the nomination for officers. Motion passed unanimously. Chair Kohls asked for nominations for Chair. Committee Member Kemp nominated Alan Kohls. Committee Member Wagner nominated David Kemp. Hearing no others, Chair Kohls asked for nominations for Secretary. Committee Member Wagner nominated Nancy Anderson. Committee Member Kemp nominated David Brueshoff. There were no further nominations. MOTION: of Kemp, seconded by Wagner, closing the nomination for the election of officers. Motion passed unanimously. The Cemetery Advisory Committee held a secret vote on the appointment of Chair. Committee Member Kemp received 2 votes, Committee Member Kohls received 3 votes. MOTION: of Wagner, seconded by Anderson, to appoint Alan Kohls as � Chair of the Lebanon Cemetery Advisory Committee for 2010. Motion � passed unanimously. The Cemetery Advisory Committee held a secret vote on the appointment of Secretary. Committee Member Anderson received 3 votes, Committee Member Braeshoff received 2 votes. MOTION: of Wagner, seconded by BrueshofF, to appoint Nancy Anderson as Secretary of the Lebanon Cemetery Advisory Committee for 2010. Motion passed unanimously. Mr. Blomstrom expressed thanks on behalf of the City Council for the time and effort given by all committee members. Update Committee Member Addresses and Phone Numbers Committee members reviewed the information and indicated there were no changes. Update Informed Consent and Release Form Committee members had no changes to their forms. Activity Report Ms. Bryant reviewed the Lebanon Cemetery Activity Report for fourth quarter and 2009. There were 14 lot sales in the fourth quarter: 11 to residents and 3 to non-residents; 6 sales were preneed and 8 were at need. There was one double niche sale and no boulder sale. There were 12 burials, of which 6 were traditional and 6 were cremations. There were no transfers or returns of lots to the Cemetery. For 2009 there were SO lot, niche, and boulder sales; 37 to residents and 13 to non-residents; 26 sales were preneed and 24 at need. There were 32 burials, 21 were traditional and 11 were cremations. There were 11 transfers of ownership and no returns to the Cemetery. Looking at the Quarter Activity Comparison, the fourth quarter's 14 sales were slightly below last year's 19 sales but above the 6 and 8 of 2006 and 2007. Fourth quarter burials of 12 was in the range of the previous two years. The Lot Sales Since 1990 shows the 2009 sales total of 50 is down from 2008's 59. The burial total of 32 for 2009 is also down from 2008 when there were 40 burials. Maintenance and Grounds Ms. Bryant read the report of the cemetery supervisor: Cemetery maintenance consisted of trimming bushes, pulling dead flowers, trimming and wrapping trees, and removal of unapproved memorials. Other maintenance included multiple sweepings of the parking lot and streets, and plowing and salting of the roads as needed to keep them open. The three flags were also replaced. Approval of Cemetery Regulations Mr. Blomstrom reported that the City Council approved the regulations as the Advisory Committee recommended. Item V.B.1) changed from "Wreaths must be mounted on above ground stakes or easels" to "Wreaths are allowed from November through February." The scheduled clean-up dates were changed from "March to December", to "March to November." Cemetery Master Plan The Committee and staff discussed items to be considered in the update of the cemetery master plan. They decided upon the following. Assume expansion to Embry Path � General site, roadway layout, site grading Where is main entrance, functions of existing entrances Ratio of cremation to traditional � What does main feature area contain Cremation options — additional columbaria, informal cremation garden Maintenance/Staging area Accept 2009 Cemetery Report Committee members had no changes to make on the annual cemetery report as presented by staff. MOTION: by Kemp, seconded by Brueshoff, to accept the 2009 Cemetery Report and submit it to the City Council. Motion passed unanimously. 2010 Goals The Committee agreed upon these goals for 2010: Update the master plan. Crack seal and seal coat the road. ' � Landscape the parking area and cemetery perimeter. " Monitor and maintain trees and plantings. Align or level monuments and markers. OTHER BUSINESS Winter 2010 City News Article The Committee reviewed the article on the newly landscaped columbaria area. Members expressed the desire to have articles on the cemetery included in the quarterly City News. ADJOURN MOTION: of Wagner, seconded by Kemp, to adjourn the meeting. Motion passed unanimously.
