LEBANON CEMETERY ADVISORY COMMITTEE
July 20, 2021
Minutes of the regular meeting of the Lebanon Cemetery Advisory Committee of Apple Valley,
Dakota County, Minnesota, held July 20, 2021, at 2:00 p.m. at Apple Valley Municipal Center.
PRESENT: Tim Anderson*, Dave Brusehoff*, Tanya Grawe*, Dave Kemp, Alan Kohls.

ABSENT: Nancy Anderson, Jay Hoekstra,
City staff members present were: Public Works Director Matt Saam, Streets Superintendent Jeff
Lathrop and Cemetery/Public Works Coordinator Wendy Davis
1. CALL TO ORDER
The meeting was called to order at 2:03 p.m. by Chair Kohls.
2. APPROVAL OF AGENDA
MOTION: of D. Kemp, seconded by T. Anderson, approving the agenda for today’s meeting as
written. Roll call vote: Ayes - 5 - Nays - 0.
3. AUDIENCE – 10 MINUTES TOTAL TIME LIMIT FOR ITEMS NOT ON THIS AGENDA
There was no one present to speak.
4. APPROVAL OF MINUTES – April 20, 2021
MOTION: of D. Kemp, seconded by T. Grawe approving the minutes of the April 20, 2021,
meeting. Roll call vote: Ayes - 5 - Nays - 0.
5. NEW/CONTINUED BUSINESS
A. Memorial Shelter Update – Mr. Saam discussed the progress made since the cemetery
committee last met. The building of the shelter is progressing with the block and columns
above ground. A delivery of steel was delayed for three weeks, causing inactivity at the
shelter construction site. The delivery of steel is expected this week which will allow
construction to resume. The shelter is still on track to be completed this winter.
B. 2nd Quarter Activity Report
MOTION: of J.Hoekstra seconded by D. Kemp, accepting the Activity Report for Second Quarter.
Roll call vote: Ayes - 5 - Nays - 0
C. Maintenance and Grounds Update – Mr. Lathrop updated the committee on the boulder area.
Currently, a total of 14 boulders have been sold, with 6 pending delivery. If sales continue to
progress, cemetery staff will open a new area in the boulder section this summer or fall. Plans
for grounds updates include landscaping near the corner monument that was installed in 2019
as well as near the entrance at Embry Path. Discussion was had by the committee on allowing
dogs at the cemetery. Committee member Dave Kemp suggested allowing dogs but posting
signs referencing city ordinance regarding leash mandate and that state to clean up after your
dog.
MOTION: of D. Kemp seconded by T. Grawe, approving signs referencing ordinance regarding
leash mandate for dogs. Roll call vote: Ayes - 5 - Nays - 0

MOTION: of D. Kemp, seconded by T. Anderson, to adjourn the meeting. Roll call vote:
Ayes – 6 - Nays - 0.
