Mr. Gretz reviewed legislative issues discussed at the Municipal Leg- MLC LEGISLA-
islative Commission's (MLC) April 26th, 1995, meeting. One bill TIVE ISSUES
affecting cities, taxing municipal bond interest, now appears will not
be passed. Proposed tax increment financing restrictions have been further
amended to lessen the impact, Legislation instituting a two-year property tax
freeze will probably pass, but the Governor has indicated he will veto it.
The livable communities act is creating much interest and an amendment is now
proposing a pooled approach to provide affordable housing. There are two
compromise bills with very similar provisions. He distributed a chart showing
the impact on MLC cities and estimated revenue generated for affordable housing.
He also distributed a chart showing property taxes as a percent of gross income
in MLC cities.
Mayor Branning commented on transit legislation proposed by opt-out cities to
assure availability of financing for transit services. The bill died and the
Metropolitan Council's interpretation of the law now stands; that is, they have
no mandate to turn over funds to opt-out communities.
Councilmember Erickson asked how up-to-date information is on the legislative
electronic bulletin board? Mr. Gretz said he would find out.

of Erickson, seconded by Goodwin, approving the revised
