HomeMy WebLinkAbout04/27/1995CITY OF APPLE VALLEY Dakota County, Minnesota April 27, 1995 Minutes of the regular meeting of the City Council of Apple Valley, Dakota County, Minnesota, held April 27th, 1995, at 8:00 o'clock p.m., at Apple Valley City Hall. PRESENT: Mayor Branning; Councilmembers Erickson, Goodwin, Humphrey, and Sterling° ABSENT: None. City staff members present were: City Administrator Gretz, City Clerk Mueller, City Attorney Sheldon, City Engineer Gordon, Associate Planner Bodmer, Parks & Recreation Director Johnson, Community Development Director Kelley, Public Works Director Miranowski, Arena Manager Pietig, and Police Chief Willow. Mayor Branning called the meeting to order at 8:00 p.m. The Gouncilmembers and everyone in attendance took part in the pledge of allegiance to the flag. MOTION: of Erickson, seconded by Sterling, approving the agenda for tonight's meeting as amended. Ayes - 5 - Nays - 0. APPROVE AGENDA AUDIENCE DISC. Mayor Branning asked if anyone was present to address the Council at this time on any item not on this meeting's agenda. No one was present to speak. Mayor Branning read a proclamation for "Volunteer Recognition Week", VOLUNTEER April 23 to 29, 1995. He introduced Diedre Kaye, who was presented RECOGNITION with a certificate of appreciation for her volunteer assistance with cable TV programming including Apple Valley Today. He introduced Tina Rankin, who was presented with a marble apple for ten years of volunteer service on the Parks & Recreation Committee. me awards were presented at a reception held prior to the meeting. Mayor Branning read a proclamation for "Poppy Days", May 19 and 20, POPPY DAYS 1995. He introduced Kathy Sweeney and Bernice Spindler, Co-Chairs of Poppy Days; Shirley See, President of the American Legion Auxiliary; and Linda Blasko, Veterans Service Center Chair. Ms. Sweeney said the memorial poppies are given away for donations, not sold; and all money raised is given to veterans and their families. Ayes - 5 - Nays - 0. END OF CONSENT AGENDA Mr. Johnson reviewed the status of the Hayes Park Arena Project and HAYES PARK distributed updated cost estimates with two bid packages now accepted. ARENA REVIEW He showed the site plan and building elevation drawings. %~ne Arena will have a seating capacity of about 200. It is intended to have ice from October to March with dry floor activities from March to October. It is not being designed to have summer ice. He reviewed the third and final bid package for approval. CITY OF APPLE VALLEY Dakota County, Minnesota April 27, 1995 Page 4 MOTION: of Sterling, seconded by Goodwin, adopting Resolution No. 1995-90 awarding contracts for Hayes Park Arena Bid Package No. 2: Dasher Boards to Becket Arena Products in the amount of $119,244.00; and Ice Making System to Premier Ice Rinks in the amount of $353~937.00, the respective low bidders. RES. 1995-90 AWARD ARENA BID PKG. 2 RES. 1995-91 TARE BIDS ARENA PKG. 3 MOTION: of Goodwin, seconded by Humphrey, adopting Resolution No. 1995-91 approving plans and specifications for Hayes Park Arena Bid Package No. 3; Building, Architectural, Struc- tural, Mechanical and Electrical Work; and authorizing advertising for bids to be received at 2:00 p.m. on May 16, 1995. Ayes - 5 ~ Nays o O, Mr. Gretz reviewed legislative issues discussed at the Municipal Leg- MLC LEGISLA- islative Commission's (MLC) April 26th, 1995, meeting. One bill TIVE ISSUES affecting cities, taxing municipal bond interest, now appears will not be passed. Proposed tax increment financing restrictions have been further amended to lessen the impact, Legislation instituting a two-year property tax freeze will probably pass, but the Governor has indicated he will veto it. The livable communities act is creating much interest and an amendment is now proposing a pooled approach to provide affordable housing. There are two compromise bills with very similar provisions. He distributed a chart showing the impact on MLC cities and estimated revenue generated for affordable housing. He also distributed a chart showing property taxes as a percent of gross income in MLC cities. Mayor Branning commented on transit legislation proposed by opt-out cities to assure availability of financing for transit services. The bill died and the Metropolitan Council's interpretation of the law now stands; that is, they have no mandate to turn over funds to opt-out communities. Councilmember Erickson asked how up-to-date information is on the legislative electronic bulletin board? Mr. Gretz said he would find out. MOTION: of Erickson, seconded by Goodwin, approving the revised meeting schedule as listed in the City Clerk's memo dated April 24, 1995; including: setting a closed meeting at 6:00 p.m., on May 11, 1995; canceling the May 18th informal meeting and rescheduling it for June 29, 1995; and holding only one regular meeting in the months of July and August on July 13th and August 17th.
