Call to Order The meeting was called to order at 7:00 p.m. by Arthur Zimmerman. Members Present: Linda Dolan, Nick Francis, Charles Grawe, Dave McKenzie, Matt Saam, Arthur Zimmerman Members Absent: Joe Shaw Consultants/Alternates Present: Brandon Anderson Others Present: None 2. Approval of Agenda MOTION: Ms. Dolan moved, second by Mr. McKenzie, to approve the agenda as presented. Motion passed 6-0. 3. Audience Items There were no audience items. 4. Approval of September 8, 2021 Minutes MOTION: Mr. Saam moved, second by Mr. McKenzie, to approve the Minutes of September 8, 2021. Mr. Zimmerman abstained. Motion passed 5- 0. 5A. Crosswalk Request at 152nd and Gallivant Mr. Anderson said the request was raised by Apple Valley Ford Lincoln as many of their employees cross 152nd from the public parking lot on the south to the Ford work site on the north. The City has already committed to painting curbs to prohibit on-street parking near the crossing area and to striping the lanes on 152nd in the spring. The City also conducted a traffic study and found a relatively high average daily traffic count of 1,800 vehicles and a daytime total of 292 pedestrian crossings. The area meets the Manual on Uniform Traffic Control Devices criteria for additional crossing markings. However, there are some additional improvements such as driveway alignment, additional street lighting at the crossing, and pedestrian pathways that should be considered. Additional input from Apple Valley Ford Lincoln is necessary as these issues will have a direct impact on their private property and traffic flows on their site. 5B. Crosswalk Request at 147Ih Street and Haven Drive Mr. Anderson received a request from a residents for a mid-block crosswalk across 147Ih. The City conducted a traffic study and found an average daily traffic count of 3,450 vehicles, but with only around 15 pedestrian crossings at the peak hour. The Engineering Division believes that the safest road design for a crossing would be a three lane design, rather than the current four lane design. This issue will require additional study to look at the full conversion to three lanes. 5C. Crosswalk Request at Euclid and 142nd Street(Scott Highlands Middle School) Mr. Anderson said a series of improvements have been made to this area over the years. Currently, there is a crosswalk with a school crossing guard. Dakota County recently conducted a study of crosswalks near schools along County Roads and enhanced the crossing at 142nd and Pilot Knob. The crossing at Euclid is used by more students and has a lighting deficiency. The Engineering Division will study this in more detail. 5D. Review Request for Additional Driver Feedback Signs on Garden View Drive Near Valley Middle School Mr. Anderson said he received a request for additional temporary driver feedback signs near the pedestrian crossing near Valley Middle School. The police speed trailer can be deployed at this location when school starts as a good way to get drivers' attention. Additional permanent signs would not be appropriate given the very close proximity of existing permanent driver feedback signs already on Garden View. 5E. Review of Driver Feedback Sign Data Mr. Anderson provided a brief review of the collected data. Garden View Drive data shows the 851h percentile speed at 35 miles per hour. This indicates that speeding is becoming a growing problem on this roadway. The data from Findlay Avenue showed the 851h percentile speed to be below 30 miles per hour. This indicates that perceived rather than actual speed is the issue at this location. 5F. Review Proposed Pathway Ordinance Amendments Mr. Grawe briefly outlined the draft proposed ordinance to regulate the use of motorized vehicles on the bike pathways. He also outlined the staff input for further changes to the draft and solicited comments from the Committee members over the next month before the draft goes back to the attorney for revisions. 5G. Set 2022 Meeting Schedule MOTION: Ms. Dolan moved, second by Mr. Zimmerman, to set the 2022 meeting schedule for 7:00 pm on January 12, March 9, May 11, July 13, September 14, and November 9. Motion passed 6-0. 6A.Other Traffic Concerns Communicated to the City of Apple Valley Police Concerns Mr. Francis said the City received complaints of speeding on Pilot Knob. The Special Enforcement Team will be used for this issue. There will also be an additional truck inspection safety saturation event on 160th Street. Public Works Concerns Mr. Anderson said the City received a request for crosswalk enhancements near FIT Academy. The MVTA is looking at changes to its Palomino stop to enhance rider safety as they cross the street to the parking lot. 6B.Educational Issues Ms. Dolan provided a brief educational issues update. 7. Adjourn MOTION: Mr. Saam moved, second by Mr. Zimmerman, to adjourn. Motion passed 6-0. Meeting was adjourned at 8:38 p.m.
