HomeMy WebLinkAbout12/20/2002ECONOMIC DEVELOPMENT AUTHORITY City of Apple Valley Dakota County, Minnesota December 20, 2002 Minutes of the special meeting of the Economic Development Authority of Apple Valley, Dakota County, Minnesota, held December 20th, 2002, at 7:40 o’clock a.m., at Apple Valley Municipal Center. PRESENT: President Severson; Commissioners Edgeton, Erickson, Goodwin, Grendahl, Hamann-Roland, and Sterling. ABSENT: None. Staff members present were: Executive Director Lawell, Secretary Mueller, Finance Director Ballenger, City Engineer Gordon, Assistant to the City Administrator Grawe, Public Works Director Heuer, and Community Development Director Kelley. President Severson called the meeting to order at 8:25 a.m. APPROVAL OF AGENDA MOTION: of Hamann-Roland, se conded by Erickson, approving the agenda for today’s meeting as amended. Ayes - 7 - Nays - 0. MINUTES MOTION: of Sterling, seconded by Goodwin, approving the minutes of the special meeting of October 24th, 2002, as written. Ayes - 6 - Nays - 0 (Grendahl Abstained). MANLEY LAND DEVELOPMENT PURCHASE AGREEMENT Mr. Kelley reviewed the memo dated December 17, 2002, describing the Purchase Agreement submitted by Manley Land Development, Inc., for Outlot B, Valley Business Park. They propose to construct several office/warehouse buildings for subsequent sale as commercial condominium units on the 9.36-acre site located south of 147th Street and west of Energy Way. Mr. Kelley said a letter of intent dated December 18, 2002,has now been submitted by Fairway Dairy & Ingredients and Greater Midwest Fund Raising for part of the site. This user is only interested in about 90,000 square feet of the site for two buildings. No representatives for this user were present. Frank Blundetto and Tom Dunsmore, representing Manley Development, were present to comment on the proposal. Mr. Blundetto reviewed sketches of the buildings that would accommodate light industrial commercial space for small businesses. They anticipate the buildings would be divided into 36 units with the exterior maintained by an association. They would also like to purchase the remainder of the unplatted parcel, to the south, adjacent to County Road 42, ECONOMIC DEVELOPMENT AUTHORITY City of Apple Valley Dakota County, Minnesota December 20, 2002 Page 2 and incorporate it into the development. They understand the City is interested in part of that property for a well site and are willing to work with the City on it. Resolution No. EDA-02-7 MOTION: of Hamann-Roland, seconded by Erickson, adopting approving a Purchase Agreement for land sale with Manley Land Development, Inc., for Outlot B, Valley Business Park, at a price of $1.75 per square foot, to construct light industrial/office building projects to be sold as condominium units to end users, subject to conditions contained in the documents, and authorizing the President and Secretary to sign the necessary documents. Commissioner Grendahl asked whether action needed to be taken on the other offer? The Board concurred that it preferred selling the entire site to one entity rather than splitting it. Mr. Blundetto noted that the other proposal is the type of user that could purchase a unit in the complex Manley proposes. Vote was taken on the motion. Ayes - 7 - Nays - 0. MOTION: of Hamann-Roland, seconded by Goodwin, directing Staff to work with Dakota County and Manley Land Development to incorporate the remainder of parcel number 01-02600-010-76 into the Valley Business Park site and provide for a City well site as described in the Community Development Director’s memo dated December 17, 2002. Ayes - 7 - Nays - 0. MOTION: of Grendahl, seco nded by Sterling, to adjourn. Ayes - 7 - Nays - 0. The meeting was adjourned at 8:52 o’clock a.m.
