HomeMy WebLinkAbout09/06/2005 CITY OF APPLE VALLEY Dakota County, Minnesota September 6, 2005 Minutes of the special meeting of the City Council of Apple Valley, Dakota County, Minnesota, held September 6, 2005, at 3:00 o’clock p.m., at Apple Valley Municipal Center. PRESENT: Mayor Hamann-Roland; Councilmembers Bergman, Erickson, Goodwin, and Grendahl. ABSENT: None. City staff members present were: City Administrator Lawell, City Clerk Gackstetter, City Attorney Dougherty, Department Administrative Manager Anderson, Police Captain Anglin, Finance Director Ballenger, Assistant Finance Director Broughten, Assistant Administrator Grawe, Public Works Director Heuer, Parks and Recreation Director Johnson, Police Chief Johnson, Community Development Director Kelley, Police Captain Rechtzigal, Human Resources Manager Strauss, and Fire Chief Wassmund. Mayor Hamann-Roland called the meeting to order at 3:00 p.m. Everyone took part in the Pledge of Allegiance to the flag. APPROVAL OF AGENDA MOTION: of Erickson, seconded by Bergman, adding consideration of Intergovernmental Agreements with Minnesota Homeland Security and Emergency Management, and approving the agenda for today’s meeting as amended. Ayes - 4 - Nays - 0. HURRICANE KATRINA ASSISTANCE Mr. Lawell described the recent request the Department of Public Safety, Minnesota Homeland Security and Emergency Management (HSEM) received from the Federal Emergency Management Agency (FEMA) for strike teams and incident management teams to assist communities stricken by Hurricane Katrina. Although it is not certain exactly when and where these teams will be sent, staff is requesting authorization to permit individuals to be deployed as soon as details are finalized. The Police Department is requesting authorization to send Officer Todd Soderholm, and a vehicle. The Fire Department is requesting authorization to send Fire Chief Keith Wassmund, and a vehicle. Deployment will last up to 14 days. Due to the urgency of such requests, staff would also like authorization to enter into additional Intergovernmental Agreements with HSEM for similar requests. It is hoped that by entering into the Intergovernmental Agreement with HSEM, FEMA will reimburse municipalities for their expenses. The City Attorney has reviewed the agreements. Councilmember Grendahl arrived at 3:06p.m. CITY OF APPLE VALLEY Dakota County, Minnesota September 6, 2005 Page 2 MOTION: of Goodwin, seconded by Erickson, approving the Intergovernmental Agreements with the Department of Public Safety, Minnesota Homeland Security and Emergency Management for deployment of Officer Todd Soderholm and Fire Chief Keith Wassmund to assist with emergency management requests resulting from Hurricane Katrina, and authorizing the Mayor to sign the same. Ayes - 5 - Nays - 0. MOTION: of Erickson, seconded by Bergman, authorizing the Mayor and City Clerk to execute future Intergovernmental Agreements with the Department of Public Safety, Minnesota Homeland Security and Emergency Management for assistance in connection with Hurricane Katrina relief efforts, as approved by the City Administrator and City Attorney. Ayes - 5 - Nays - 0. PROPOSED 2006 CITY BUDGET AND TAX LEVY Mr. Lawell said at the budget presentation on August 25, 2005, the Council requested further discussion on department requested positions and tax impact data for higher value homes. He reviewed the six new positions requested for 2006 and their associated costs. The Council discussed the potential need for a Water Quality Technician and Police Officer whose focus would be on multi-housing. Council further discussed whether consultant services, shared services with another city, or the division of tasks among current employees was possible. Mayor Hamann-Roland left the meeting at 3:30 p.m. Councilmember Grendahl presented 2003 Truth in Taxation information she gathered from the State Auditor’s web site. Mayor Hamann-Roland returned at 3:31 p.m. Council and staff discussed possible reasons for the differences in expenses by department between the Cities of Apple Valley, Eagan, and Lakeville. Councilmember Erickson asked staff to investigate the information presented by Councilmember Grendahl to determine if the data is accurate and, if so, what the reason is for some of the larger discrepancies. MOTION: of Grendahl, seconded by Goodwin, approving adding $96,039.00, the total dollar amount for the Water Quality Technician position, to the proposed 2006 Property Tax Levy of $19,030,124.00. MOTION: of Erickson, seconded by Bergman, amending the foregoing motion by adding $57,698.00, the total dollar amount for the Police Officer position for the multi- housing program. CITY OF APPLE VALLEY Dakota County, Minnesota September 6, 2005 Page 3 Mayor Hamann-Roland called a recess at 4:17 p.m. Mayor Hamann-Roland resumed the meeting at 4:27 p.m. Vote was taken on the amendment to the motion. Ayes - 3 - Nays - 2 (Goodwin, Grendahl). Mr. Ballenger clarified the total amount for the two positions equals $153,737.00. Vote was taken on the motion as amended. Ayes - 4 - Nays - 1 (Grendahl). Mr. Lawell said the amount set today would be the maximum levy. At final adoption, the amount certified can be decreased but cannot be increased. Resolution No. 2005-155 MOTION: of Erickson, seconded by Bergman, adopting approving the proposed 2006 budgets, with total revenue of $41,093,152.00 and expenditures of $41,043,405.00, and approving the proposed tax levy collectible in 2006 of $19,183,861.00 consisting of $17,958,597.00 for general purposes and $1,225,264.00 for debt purposes. Ayes - 4 - Nays - 1 (Grendahl). MOTION: of Erickson, seconded by Goodwin, setting a public hearing on the proposed 2006 budgets and tax levy, at 7:00 p.m. on December 12, 2005. Ayes - 5 - Nays - 0. MOTION: of Grendahl, seconded by Bergman, to adjourn. Ayes - 5 - Nays - 0. The meeting was adjourned at 4:45 o’clock p.m.
