HomeMy WebLinkAbout12/21/1999ECONOMIC DEVELOPMENT AUTHORITY City of Apple Valley Dakota County, Minnesota December 21, 1999 Minutes of the special meeting of the Economic Development Authority of Apple Valley, Dakota County, Minnesota, held December 21st, 1999, at 7:15 o’clock p.m., at Apple Valley City Hall. PRESENT: President Severson; Commissioners Edgeton, Erickson, Goodwin, Grendahl, Hamann-Roland, and Sterling. ABSENT: None. Staff members present were: Executive Director Lawell, Secretary Mueller, City Attorney Dougherty, Tax Increment Counsel O’Meara, City Engineer Gordon, Police Chief Erickson, Assistant to the City Administrator Grawe, Acting Public Works Director Heuer, and Community Development Director Kelley. President Severson called the meeting to order at 7:15 p.m. APPROVAL OF AGENDA MOTION: of Erickson, seconded by Grendahl, approving the agenda for tonight’s meeting as presented. Ayes - 7 - Nays - 0. MINUTES MOTION: of Goodwin, seconded by Hamann-Roland, approving the minutes of the special meeting of November 23rd, 1999, as written. Ayes - 7 - Nays - 0. MASTER DEVELOPMENT DISTRICT AMENDMENT Mr. Lawell advised the Board that the City Council will be holding a public hearing on December 21, 1999, to consider amending the Master Development Program and tax increment financing plans. Mr. O’Meara said action on the amendment needs to be taken this year to qualify for use of pooled tax increment dollars. The purchase can be completed at a later date. The amendments relate to redevelopment activities to acquire the McNamara property located west and south of Eastview High School. They affect Tax Increment Plans for TIF District Nos. 1 and 7 by an estimated cost of $5,025,000. Mr. Lawell said five acres of the property will be used by the Central Maintenance Facility and the remaining five acres can be used by the HRA for housing. Mr. Dougherty commented on resolving environmental clean-up and relocation issues with the current occupant of the property before the purchase can be completed. The appraisal is also being updated. Resolution No. EDA-99-7 MOTION: of Erickson, seconded by Goodwin, adopting approving amendments relating to the Apple Valley Master Development District, Development Program, and Tax Increment Financing Plans by providing for ECONOMIC DEVELOPMENT AUTHORITY City of Apple Valley Dakota County, Minnesota December 21, 1999 Page 2 redevelopment and improvement activities to acquire the McNamara property located west and south of Eastview High School. Ayes - 7 - Nays - 0. MOTION: of Hamann-Roland, seconded by Sterling, to adjourn. Ayes - 7 - Nays - 0. The meeting was adjourned at 7:25 o’clock p.m.
