Minutes of the special meeting of the Economic Development Authority of Apple Valley, Dakota
County, Minnesota, held February 10th, 2000, at 7:30 o’clock a.m., at Apple Valley City Hall.
PRESENT: President Severson; Commissioners Edgeton, Erickson, Goodwin, Grendahl,
Hamann-Roland, and Sterling.
ABSENT: None.
Staff members present were: Executive Director Lawell, Secretary Mueller, Assistant to the City
Administrator Grawe, and Community Development Director Kelley.
President Severson called the meeting to order at 7:30 a.m.
APPROVAL OF AGENDA
MOTION: of Hamann-Roland, seconded by Erickson, approving the agenda for today’s
meeting as presented. Ayes - 7 - Nays - 0.
MINUTES
MOTION: of Edgeton, seconded by Goodwin, approving the minutes of the special meeting
of December 21st, 1999, as written. Ayes - 7 - Nays - 0.
APPOINTMENT OF OFFICERS
President Severson called for nominations for 2000 officers. Commissioner Edgeton nominated
the 1999 officers for reappointment. There were no further nominations.
Resolution No. EDA-00-1
MOTION: of Edgeton, seconded by Grendahl, adopting
appointing 2000 officers of the Economic Development Authority as: President -
Severson, Vice President - Sterling, Secretary - Mueller, Treasurer - Erickson, and
Assistant Treasurer - Mueller. Ayes - 7 - Nays - 0.
BUSINESS SUBSIDIES POLICY
President Severson called the public hearing to order, at 7:34 a.m., to consider a policy on
providing subsidies for business enterprises and noted receipt of the affidavit of publication of the
hearing notice. Mr. Kelley reviewed his memo, dated February 7, 2000, detailing the proposed
policy. The new Business Subsidies Act, effective August 1, 1999, defines and prescribes a
procedure for granting subsidies and requires adoption of a policy for considering such requests.
The President asked for questions or comments from the audience and the Board. There were
none and the hearing was declared closed at 7:36 a.m.

MOTION: of Hamann-Roland, seconded by Erickson, approving the Business Subsidy Policy,
required by M.S. 116J.993 through 116J.995, establishing criteria for evaluating
projects to receive a subsidy as attached to the Community Development
Director’s memo dated February 7, 2000. Ayes - 7 - Nays - 0.
APPLE VALLEY FORD LEASE AGREEMENT
Mr. Kelley reviewed an amendment to the Lease Agreement with Valley Apple Ford, Inc., for
Outlot A, Apple Valley Ford Addition, as attached to his memo dated February 7, 2000. The
Agreement requires the EDA to consent to placement of a lien or mortgage against the premises.
A new building is being constructed and consent was requested to allow an additional mortgage.
The amendment would remove the consent requirement, but make any lien or assignment subject
to the terms of the lease.
MOTION: of Erickson, seconded by Goodwin, approving the Second Amendment to Lease
Agreement with Valley Apple Ford, Inc., for Outlot A, Apple Valley Ford
Addition, allowing placement of liens or mortgages on the property, and
authorizing the President and Secretary to sign the same. Ayes - 7 - Nays - 0.
MOTION: of Hamann-Roland, seconded by Grendahl, to adjourn. Ayes - 7 - Nays - 0.
