HomeMy WebLinkAbout03/12/1998ECONOMIC DEVELOPMENT AUTHORITY City of Apple Valley Dakota County, Minnesota March 12, 1998 Minutes of the special meeting of the Economic Development Authority of Apple Valley, Dakota County, Minnesota, held March 12th, 1998, at 7:00 o’clock p.m., at Apple Valley City Hall. PRESENT: President Severson; Commissioners Edgeton, Erickson, Goodwin, Grendahl, and Humphrey. ABSENT: Commissioner Sterling. Staff members present were: Executive Director Gretz, Secretary Mueller, City Attorney Sheldon, City Engineer Gordon, Assistant to the City Administrator Grawe, Community Development Director Kelley, and Public Works Director Miranowski. President Severson called the meeting to order at 7:00 p.m. APPROVAL OF AGENDA MOTION: of Erickson, seconded by Grendah l, approving the agenda for tonight’s meeting as amended. Ayes - 6 - Nays - 0. MINUTES MOTION: of Grendahl, seconded by Erickson, approving the minutes of the special meeting of February 12th, 1998, as written. Ayes - 5 - Nays - 0 (Edgeton Abstained). SCHOOL DISTRICT 196 STADIUM FINANCING The Board received a letter from the Environmental Quality Board (EQB), dated February 24, 1998, notifying it that a petition requesting environmental review of the stadium project at Apple Valley High School was received. The EQB has determined that the EDA is the governmental unit to decide the need for an Environmental Assessment Worksheet (EAW). Mr. Gretz said, due to this petition, the School District has determined that it will split the bond issue and handle each stadium separately. It will continue to proceed with the stadium at Eastview High School. Mr. Kelley reviewed the EAW process and said this project falls into the discretionary category. After Staff review of the available information, there is insufficient evidence to determine environmental impacts unless an EAW is prepared. Once an EAW is prepared and accepted, notice of its availability is published by the EQB. Agencies have 30 days to respond and the Board could have Staff hold a public meeting for input during this time and report back to it. Mr. Gretz recommended the Board employ an independent consultant to also review the EAW and report to the Board. Commissioner Grendahl asked who would pay for the consultant? Mr. Gretz said, since this is the School District’s project, it should be asked to cover the costs. ECONOMIC DEVELOPMENT AUTHORITY City of Apple Valley Dakota County, Minnesota March 12, 1998 Page 2 Resolution No. EDA-98-3 MOTION: of Goodwin, seconded by Erickson, adopting determining that, based upon available information, there is potential for environmental effects arising from the proposed stadium project at Apple Valley High School and directing that an Environmental Assessment Worksheet be prepared on the project in compliance with Environmental Quality Board rules. Ayes - 6 - Nays - 0. MOTION: of Erickson, seconded by Goodwin, authorizing Staff to retain an independent consultant to review and advise the Board on the Environmental Assessment Worksheet for the Apple Valley High School stadium project and requesting School District 196 to pay the costs. The Board discussed responsibility for costs and it was noted that applicants are required to prepare an EAW at their expense. Vote was taken on the motion. Ayes - 6 - Nays - 0. A.V.H.S. NEIGHBORHOOD MEETING Mr. Gretz noted the Council and Economic Development Authority have received an invitation to attend a neighborhood meeting at 14327 Guthrie Avenue to discuss the proposed stadium at Apple Valley High School. It will be on Saturday, March 14, 1998, from 2:00 to 3:00 p.m. If a quorum of the Board is present, it is considered an informal meeting and open to the public and the press. MOTION: of Grendahl, seconded by Erickson, to adjourn. Ayes - 6 - Nays - 0. The meeting was adjourned at 7:15 o’clock p.m.
