1. Call to Order
The meeting was called to order at 7:00 p.m. by Arthur Zimmerman.
Members Present: Nick Francis, Charles Grawe, Dave McKenzie, Matt Saam,
Joe Shaw, Arthur Zimmerman
Members Absent: Linda Dolan

2. Approval of Agenda
MOTION: Mr. Francis moved, second by Mr. McKenzie, to approve the
agenda as presented. Motion passed 6-0.
3. Audience Items
There were no audience items.
4. Approval of November 10, 2021 Minutes
MOTION: Mr. Saam moved, second by Mr. McKenzie, to approve the
Minutes of November 10, 2021. Mr. Shaw abstained. Motion passed 5-0.
5A. Crosswalk Request near Garrett& Glazier Avenue
Mr. Anderson said the request was raised by Minnesota Women's Health
Care. Ms. Washington and Ms. Ruprecht represented the business, which is
located on the south side of Garrett Avenue. Due to limited parking on site,
the business has contracted with Bogart's on the north side of Garrett for
additional parking. This requires workers and clients to cross the street to
reach their cars. Many drivers going north and making the right-turn onto
Garrett are not yielding for pedestrians. Long lines of cars waiting to pick-up
students from Fit Academy are creating sight line problems.
Glazier Avenue does not have any stop signs. The south leg of Garrett
Avenue has a stop sign at the T-intersection with Glazier Avenue and the
north leg of Garrett. The sidewalk on the north side of Glazier stops at the
intersection and does not continue along the north leg of Garrett. Mr.
Anderson said the Engineering Division would need to conduct a traffic study
to determine if volumes meet warrants for a three-way stop at the intersection.
The Committee agreed to continue with the engineering traffic study.
6A.Other Traffic Concerns Communicated to the City of Apple Valley
Police Concerns
There were no new concerns communicated to Police.
Public Works Concerns
Mr. Anderson said there has been a request for a four-way stop at the rear
parking lot to Valley Middle School at Baldwin Drive. There is a traffic
volume issue driven by changes the school made to the parent pick-up
location and issues with parents not making full use of stacking in the parking
lot.

There were no new educational issues.

MOTION: Mr. Grawe moved, second by Mr. Saam, to adjourn. Motion
passed 6-0. Meeting was adjourned at 7:27 p.m.

SUBJECT: 2021 ACCOMPLISHMENTS
The Traffic Safety Advisory Committee (TSAC) held six meetings in 2021. The members of the
Committee in 2021 included: Greg Dahlstrom (rotated out mid-year), Linda Dolan, Nick Francis
(rotated in mid-year), Charles Grawe, Dave McKenzie (appointed mid-year), Fred Puente (resigned
mid-year), Matt Saam, Joe Shaw, and Arthur Zimmerman. Arthur Zimmerman served as Chair and
Joe Shaw served as Secretary.
Major accomplishments and/or undertakings by TSAC during its twenty-first year include:
• Concerns over Speed on Guild Avenue: The City received a request for 20 mph speed
advisory signs on a sloping section of Guild Avenue with several curves. The curve radius
meets warrants for an advisory sign with speed advisory rider sign. Driver feedback signs
were installed to collect additional data.
• Request for Stop Sign at Germane Avenue and 130' Street: This is an unusual
intersection involving a through road and cul-de-sac. Public Works identified several visual
obstructions that reduce sight lines at the intersection. The intersection meets warrants for a
stop sign on the approach from 1301h. The Committee recommended that the Council install
a stop sign on the 1301h Street approach to the intersection.
• Concerns over Parking on Foliage Avenue Near 157' Street: The City received concerns
about a semi-tractor and trailer parked on Foliage near the intersection of 1571h. The semi
obscured sight lines for vehicles at the intersection. The Committee recommended that the
Council approve parking restrictions on Foliage Avenue for 150 feet north and south of the
intersection with 1571h Street.
• Regulations for Motorized Vehicles on Pathways: The City heard a presentation by St.
Olaf College students who worked on a draft ordinance as part of a class project. The
ordinance was drafted to address the regulation of the growing number of electric personal
vehicles that are being used by residents around the City on a daily basis during the warmer
seasons. The ordinance concepts were provided to the City Attorney to draft ordinance for
Apple Valley. Comments were received and sent back for further modification which
continued into 2022.
• Concerns over Site Lines at Upper 136' Street and Georgia Drive: The City received
concerns about sight line safety issues caused by trees in right-of-way near the intersection.
The intersection is a two-way stop with Georgia Drive yielding to Upper 136Ih Street. The
intersection does not meet warrants for a four-way stop. The Committee recommended that
the Public Works Department work with the property owners to trim the trees in right-of-way
and possibly on private property to improve the sight lines.
• Request for Stop Signs at Garden View Drive and Baldwin Drive: The City implemented
a large street reconstruction project on Garden View Drive. As part of the planning for this
project, the City worked with the School District to design school and roadway
improvements near Southview Elementary and Valley Middle schools. These improvements
were intended to solve issues with pedestrian safety and with traffic management for student
pick-up. One of the improvements was a flashing pedestrian crossing sign at a crosswalk just
north of the Middle School driveway.
Through most of the 2020-2021 school year, the School was either closed or operating on a
hybrid learning system with half the students in the building on any given day. On April 20,
2021, the School returned to full-time on-site learning for four days a week. A very large
number of parents chose to drive their students to and from school, rather than using the
buses. As a result, the number of vehicles trying to access the site during pick-up time
increased far above any of the site parking design capacities. Large number of vehicles were
stacked in the right-turn lane on Garden View Drive, waiting to turn into the School property.
The presence of the parked cars in the turn lane obscured the view of the crosswalk for
vehicles in the southbound lane. There were a number of near accidents where vehicles
stopped at the last second when a student was in the crosswalk.
For the remainder of the school year, the Middle School directed parent pick-up to the north
side of the site. The Committee recommended revising signage at the crosswalk, including
removal and relocation of other street signage that blocked the view of the RRFB's and
enhanced signage under the RRFB's alerting drivers of the obligation to stop for pedestrians
in the crosswalk. The Committee also recommended adding flashing LED rings around the
pedestrian signs.
• Mid-Block Crosswalk Request at 147' Street and Haven Drive: The City received a
request for a mid-block crossing of 147Ih Street near the intersection with Haven Drive. The
Committee recommended additional engineering study.
• Mid-Block Crosswalk Request at 152°d Street between Galaxie Ave and Garrett Ave:
The City received a request for a mid-block crossing of 152nd Street near the Ford dealership
and the public parking lot. The Committee recommended parking restrictions near the
crosswalk and lane striping, with further engineering studies to determine if a crosswalk is
feasible. Further input from Apple Ford is necessary to proceed.
• Additional No Parking Signage on Diamond Way: The City received a request for
additional signage on this loop road where parking prohibitions already existing. The
existing signage is minimal and easily missed.
• Dead End Sign Request at 138fh Street Court: The City received a request for dead end
signage at the beginning of this longer cul-de-sac. The Committee recommended installation
of the signage to be consistent with other cul-de-sac signage.
• Crosswalk Lighting Upgrade Request at 142°d Street and Euclid: The City reviewed this
crossing near a major county road and found a lighting deficiency. The Committee
recommended additional engineering study.
• Request for Additional Driver Feedback Signs at Garden View Drive and Baldwin
Drive: The City received a request for additional driver feedback signs on Garden View
Drive near Baldwin Drive. Given the very close proximity to existing permanent driver
feedback signs, the Committee found additional signs would not be appropriate.
• Driver Feedback Sign Review: The Committee continued to receive many requests for the
rotational driver feedback signs.
• Reviewed Traffic Concerns Communicated to City: At each meeting, TSAC reviewed
traffic concerns/issues brought to the Police and Public Works Departments during the
month.
• The City received a request to lower the speed limit on Gantry Lane.
• The City received a request for additional speed limit signs on Johnny Cake Ridge
Road between 147Ih Street and 142nd Street.
• The City received a concern about vehicle speeds on Whitney Drive and Hyacinth
Path where this is a nearby crosswalk to a park.
• The City received a concern about vehicle speeds on Findlay Avenue near Fawn
Ridge Court.
• The City received a concern about speeding on Pilot Knob Road.
• The City received a request to enhance the pedestrian crossing at 147Ih Street and
Garrett Avenue.
• Educational Outreach Efforts: In its twenty-first year, TSAC continued to focus on its
educational outreach efforts. Some educational outreach efforts included the following:
• The Committee requested staff create a GIS database of previous issues addressed by
the Committee to help improve issue analysis.
• Members continued to have involvement with the Toward Zero Death's Conference
to learn about new and emerging strategies to increase traffic safety and share the
conference information with the rest of the Committee.
The Traffic Safety Advisory Committee welcomes direction from the City Council as well as any
recommendations, questions, or concerns.
