Minutes
1. Call to Order
The meeting was called to order at 7:00 p.m. by Arthur Zimmerman.
Members Present: Nick Francis, Charles Grawe, Dave McKenzie, Matt Saam,
Joe Shaw, Arthur Zimmerman
Members Absent: Linda Dolan
Consultants/Alternates Present: Brandon Anderson
Others Present: Elise Ruprecht, Tori Washington
2. Approval of Agenda
MOTION: Mr. Francis moved, second by Mr. McKenzie, to approve the
agenda as presented. Motion passed 6-0.
3. Audience Items
There were no audience items.
4. Approval of November 10, 2021 Minutes
MOTION: Mr. Saam moved, second by Mr. McKenzie, to approve the
Minutes of November 10, 2021. Mr. Shaw abstained. Motion passed 5-0.
5A. Crosswalk Request near Garrett& Glazier Avenue
Mr. Anderson said the request was raised by Minnesota Women's Health
Care. Ms. Washington and Ms. Ruprecht represented the business, which is
located on the south side of Garrett Avenue. Due to limited parking on site,
the business has contracted with Bogart's on the north side of Garrett for
additional parking. This requires workers and clients to cross the street to
reach their cars. Many drivers going north and making the right-turn onto
Garrett are not yielding for pedestrians. Long lines of cars waiting to pick-up
students from Fit Academy are creating sight line problems.
Glazier Avenue does not have any stop signs. The south leg of Garrett
Avenue has a stop sign at the T-intersection with Glazier Avenue and the
north leg of Garrett. The sidewalk on the north side of Glazier stops at the
intersection and does not continue along the north leg of Garrett. Mr.
Anderson said the Engineering Division would need to conduct a traffic study
to determine if volumes meet warrants for a three-way stop at the intersection.
The Committee agreed to continue with the engineering traffic study.
6A.Other Traffic Concerns Communicated to the City of Apple Valley
Police Concerns
There were no new concerns communicated to Police.
Public Works Concerns
Mr. Anderson said there has been a request for a four-way stop at the rear
parking lot to Valley Middle School at Baldwin Drive. There is a traffic
volume issue driven by changes the school made to the parent pick-up
location and issues with parents not making full use of stacking in the parking
lot.
6B.Educational Issues
There were no new educational issues.
7. Adjourn
MOTION: Mr. Grawe moved, second by Mr. Saam, to adjourn. Motion
passed 6-0. Meeting was adjourned at 7:27 p.m.
