The selected firm will be responsible for guiding residents, the Parks and Recreation Advisory Committee, City Council and staff through a planning design process including the creation of facility concepts and amenities, operational budget development, market/operational assessment and cost estimates as outlined in this proposal. Introduction The City of Apple Valley has a 2020 Census population of 56,374 and is a community that encompasses 18 square miles. Apple Valley has 51 city parks that cover nearly 900 acres. The City has two outdoor pools, two separate sheets of indoor ice, a standalone senior center, a community center and an 18-hole municipal championship golf course. The City last made significant investments in the park and recreation system in 2007 and is preparing for a potential Parks Bond Referendum in the future. A budget estimate for the planning effort has been established at $20,000. The pool is typically open 70 days per season with an average attendance of 55,000 visitors annually. VOTE: Yes — 6 No - 0 EM 6.F.Agenda Items - Division Updates and Arena Manager Christianson reported the arena is winding down the season. The annual ice show presented by the Icettes, along with the Learn to Skate program, will be held March 3-5 at the Sports Arena. Ice -out and conversion to tennis courts will begin Saturday night, March 5. In addition to tennis and high school gym classes, scheduled are two craft fairs and two consignment sales. Hayes Arena will host its first year of year-round ice. The Arena will host AAA hockey teams, the figure skating club, and adult leagues. Learn to Skate lessons will begin in April. High school summer training programs begin in June. Golf Course Manager Zinck presented an overview of the 2021 season. The course is expending off-season events with a successful Ladies Night Out February 17th and booking of musician Adam Daniel from 5pm-7pm May 13th. A new Valleywood Golf Course logo has been created and will be incorporated into the golf course entrance monument sign as well as a new sign along Pilot Knob Road. -3of4- CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE March 3, 2022 The course reported 38,959 rounds played in 2021 and an increased interest in golf league participation. The Business/Long Range Plan adopted by City Council in 2021 provides elimination of outstanding debt, a change from an enterprise fund to a governmental fund, and approval of irrigation and on -course improvements. The irrigation project is scheduled to begin in the fall of 2023. Parks Superintendent Endres provided an overview of Park Maintenance activities. The Parks Foreman vacancy will be filled by an internal candidate March 1 Ot". Outdoor skating rinks are closing for the season. Interior painting of the Johnny Cake Activity Center has been completed. Summary: The Eastview Soccer Club (EVSC) has submitted a proposal to donate two (2) automatic external defibrillators (AED's). The proposal from EVSC involves placing a unit in Johnny Cake Ridge Park West and Quarry Point Park making them available to the public 24/7/365. Background: Information provided by the Dakota Communications Center (DCC) indicates that there have been four (4) heart related emergencies in Apple Valley parks over a 12 month period (JCRPW, Quarry, Hayes Arena, Kelley). The AED's would be in "smart cabinets" that would be monitored via a cellular sim card. If opened, the cabinet would take photos of those opening the cabinet, place a phone call to multiple pre-programmed phone numbers, and send a signal when there are issues with the unit. Staff has called other parks and recreation agencies to see how the new technology is working and to see what their experience has been, all report positive feedback, no vandalism issues, and luckily they haven't needed to be used yet. Under the EVSC proposal, the City would be responsible to maintain and replace the unit(s). The EVSC is partnering with the Play for Patrick Foundation on this project. An adult softball and volleyball free agent event was held Sunday, March 13 at the Apple Valley Community Center in an attempt to bring together individual players to form teams. After some connecting and coordination by team members, one new softball team was created while another is piecing together the last few team members. Additionally, two new volleyball teams were created for the spring season. SENIOR CENTER The Senior Center will be hosting the annual Volunteer Appreciation Brunch April 19. Our grounds maintenance staff is busy cleaning up the golf course from the winter tree work and getting all the mowers tuned up and reels sharpened. Merchandise for the golf shop is arriving daily and we are finalizing our orders for our spring food and beverage options and supplies. The infrastructure for the new entrance sign has been installed and the brick work should begin any day now. We expect the sign to be fully installed over the next few weeks. Once the entrance sign is completed our contractor will start installing the new sign along Pilot Knob Road. With the rental business quickly picking up, the first two weeks of April will see Valleywood hosting a retirement party for our outgoing Police Chief, the City Council's annual goal setting session as well as a wedding, a celebration of life and two public meetings for our Men's and Senior Leagues. We are expecting another very busy year with most all of our leagues filled, group lessons booming and many new golfers chomping at the bit to get going again. We are fortunate to have the majority of our seasonal staff returning as well as quite a few qualified applicants to add to the staff for the coming season. The new boards are 3 x 12 x 8 treated Douglas Fir that is structurally rated for bridges. The original boards were over 25 years old and starting to deteriorate. The metal structure is in good shape and with the new deck boards, should last another 25 years. Valleywood Preparing to open While the cold weather has delayed the projected opening of Valleywood we are busy working on cleaning up the golf course from the winter tree work and getting the golf shop merchandise priced and ready. Construction of the new sign at the front entrance is underway with brick work starting next week. We hope to have the golf course opened in the next week or so. If you are interested in playing in a golf league now is the time to get registered. We currently have a few spots open in our Wednesday afternoon 9 hole Men's League as well as openings in our Tuesday Morning 18 hole Ladies league. The Thursday afternoon 9 hole Ladies league is full. If you have interest in either of these available leagues please contact the golf shop at 952-953-2324. Summer Youth Activities With freezing rain and snow in the forecast, it's hard to imagine that warmer weather is on its way. The Parks & Recreation Department has a wide variety of activities for youth set to take place from May through August. An initial Sign Up For Summer kick-off event will take place on Saturday, May 21 in Hayes Park. This event will showcase all of Apple Valley Parks & Recreation activities, events, parks, and facilities.
