Minutes of the March 3, 2022, Apple Valley Parks and Recreation Advisory Committee.
PRESENT: Parks and Recreation Advisory Committee Chair Brent Schulz; Committee
Members, Dave Freed, Noel Hammill, Lisa Hiebert, Matthew Hinrichs, and Mark Schori;
Parks and Recreation Director Eric Carlson, Parks Superintendent Mike Endres;
Administrative Coordinator Dorene Perkins; Arena Manager Brian Christianson; and Golf
Course Manager Jim Zinck.
ABSENT: None
ITEM 1. Call to Order
Chair Schulz called the meeting to order at 7:00 p.m. Everyone took part in the Pledge of
Allegiance.
ITEM 2. Election of Officers
MOTION: by Freed, seconded by Schori, approving the election of Parks &
Recreation Committee officers by vote tally as Chair Brent Schulz
and Secretary Lisa Hiebert.
VOTE: Yes — 6, No — 0
ITEM 3. Approval of Agenda
Request by staff to remove Item 6.A. — Eastview Soccerr Club AED Donation from the
agenda. The item will be brought forward at a future meeting.
MOTION: by Freed, seconded by Schori, tabling Item 6.A. — Eastview Soccer
Club AED Donation, and approving the revised agenda.
VOTE: Yes — 6, No — 0

ITEM 5. Approval of the February Minutes.
MOTION: by Hammill, seconded by Hiebert, to approve the February 8,
2022, as presented.
VOTE: Yes — 6, No — 0
ITEM 6.A. Agenda Items — Eastview Soccer Club AED Donation
Item tabled.

M 6.B. Agenda Items — Repurposing of Hayes Park Pickleball Court Area
Director Carlson, responding to Committee request at the February meeting, reviewed the
cost estimate for placement of vinyl surface (sport court) on the court area. Estimated at
$5.50 per square foot - two courts at approx. $36,000, four courts at approx. $69,000, and all
six courts at approx. $104,000.
Resurfacing the courts, installing wind screen, along with court/net modifications for
badminton is estimated at approx. $48,000. An informal poll conducted at the indoor courts
of the Apple Valley Community Center indicates players are not interested in outdoor courts
unless they were guaranteed no wind interference.
Staff recommended no financial investment in conversion to badminton courts, but to leave
the courts empty, with a lock on the gate. The outcome of a Referendum could provide the
next steps.
MOTION: by Freed, seconded by Hammill, accepting staff recommendation
to close/lock the Hayes Park pickleball court area until completion
of the Facility Master Plan.

ITEM 6.C. Agenda Items — EV Car Charging Stations
Installation of Electric Vehicle (EV) car charging stations in various park locations yet to be
determined was presented for Committee feedback. The Committee was supportive of the
concept and view the proposal as "progressive" for the City. As details develop, staff was
asked to bring back to the Committee specific park locations for review and
recommendation.

ITEM 6.1). Agenda Items — Committee's Annual Report
Director Carlson presented the Parks and Recreation Advisory Committee's annual report as
a year-end review of work done in 2021.
MOTION: by Freed, seconded by Schori, approving the 2021 Parks and
Recreation Advisory Committee Report as presented and
submitting the report to City Council.
VOTE: Yes — 6, No — 0
ITEM 6.E. Agenda Items — 2022 Committee Goals
Director Carlson presented the two 2022 Committee goals created through discussions at
previous meetings. One goal references planning for the future of the parks system along
with public engagement, and the second is the creation of a Parks and Recreation sign master
plan.
MOTION: by Hinrichs, seconded by Hiebert, approving the 2022 Parks and
Recreation Advisory Committee Goals as presented.

ITEM 6.F. Agenda Items — Division Updates
Arena Manager Christianson reported the arena is winding down the season. The annual ice
show presented by the Icettes, along with the Learn to Skate program, will be held March 3-5
at the Sports Arena. Ice -out and conversion to tennis courts will begin Saturday night, March
5. In addition to tennis and high school gym classes, scheduled are two craft fairs and two
consignment sales.
Hayes Arena will host its first year of year-round ice. The Arena will host AAA hockey
teams, the figure skating club, and adult leagues. Learn to Skate lessons will begin in April.
High school summer training programs begin in June.
Golf Course Manager Zinck presented an overview of the 2021 season. The course is
expending off-season events with a successful Ladies Night Out February 17th and booking
of musician Adam Daniel from 5pm-7pm May 13th. A new Valleywood Golf Course logo
has been created and will be incorporated into the golf course entrance monument sign as
well as a new sign along Pilot Knob Road.

The course reported 38,959 rounds played in 2021 and an increased interest in golf league
participation. The Business/Long Range Plan adopted by City Council in 2021 provides
elimination of outstanding debt, a change from an enterprise fund to a governmental fund,
and approval of irrigation and on -course improvements. The irrigation project is scheduled
to begin in the fall of 2023.
Parks Superintendent Endres provided an overview of Park Maintenance activities. The
Parks Foreman vacancy will be filled by an internal candidate March 1 Oth. Outdoor skating
rinks are closing for the season. Interior painting of the Johnny Cake Activity Center has
been completed. Future projects include installation of a dock at Farquar Park, picnic table
installation at the Johnny Cake Ridge Park pickleball courts, and Cedar Isles walkway bridge
decking replacement.
ITEM 7. Agenda Items — Committee and Staff Communications
Director Carlson thanked the staff for their efforts and leadership within the Parks and
Recreation system.
The City is currently recruiting for the Department's Recreation Manager position.
Applications are being accepted until March 10th

There being no further business, the Parks and Recreation Advisory Committee meeting was
adjourned.

p.m.
