Call to Order The meeting was called to order at 7:00 p.m. by Arthur Zimmerman. Members Present: Linda Dolan, Nick Francis, Charles Grawe, Dave McKenzie, Matt Saam, Joe Shaw, Arthur Zimmerman Members Absent: Consultants/Alternates Present: Brandon Anderson Others Present: 2. Approval of Agenda MOTION: Mr. Saam moved, second by Mr. McKenzie, to approve the agenda as presented. Motion passed 7-0. 3. Audience Items There were no audience items. 4. Approval of January 12, 2022 Minutes MOTION: Mr. Saam moved, second by Mr. McKenzie, to approve the Minutes of January 12, 2022. A typo was noted for correction. Ms. Dolan abstained. Motion passed 6-0. 5A. Speed Concerns on 140th Street between Hayes and Garden View Mr. Anderson said the request was made by a resident to lower the speed limit on 1401h Street between Hayes and Garden View Drive. The concern came from the proposed future development anticipated at the former golf course to the west. Excessive speed is a common concern throughout the city. 1401h Street is a four lane road that is part of the Department of Transportation State Aid System and is currently posted at 45 miles per hour. There are 35 mile per hour advisory speed signs on the curves in this area. The street is also signed with no parking signs. There is not evidence of a significant accident history on the stretch of roadway. Mr. Anderson noted that studies have shown that posting a lower speed limit often does not lead to actual lower vehicle speeds and that lower speed postings don't cause a reduction in crash frequency. 5B. Request for School Zone Signage at 5800 1491h Street Mr. Anderson clarified that this request actually involves the Independent School District 917 building, which is located in very close proximity to an Independent School District 196 building. The ISD 917 Lebanon Learning Center is located just south of the Uponor campus. It has 62 students and 48 staff members. There are 18 different transport vehicles, most of which are vans, which provide service to the school. The neighboring uses generate a substantial amount of on-street parking and there are no sidewalks in the neighborhood. The situation meets warrants for school zone signage. MOTION: Mr. Francis moved, second by Ms. Dolan, to recommend creation of a school zone and post appropriate signage. Motion passed 7-0. 5C. Approve 2021 Annual Accomplishments MOTION: Mr. Saam moved, second by Mr. McKenzie, to approve the accomplishments as presented. Motion passed 7-0. 5D. Elect Officers MOTION: Mr. Saam Grawe, second by Mr. Francis, to elect Mr. Zimmerman as Chair and Mr. Shaw as Secretary. Motion passed 7-0. 6A.Other Traffic Concerns Communicated to the City of Apple Valley Police Concerns Mr. Francis noted that panhandling activity has increased on medians. Mr. McKenzie noted that traffic on Galaxie is moving at a fast speed during school drop-off times. Public Works Concerns There were no additional Public Works concerns. 6B.Educational Issues Ms. Dolan noted there is a Toward Zero Deaths seminar on car safety technology. There will be a workshop in the Metro area in April. 7. Adjourn MOTION: Mr. McKenzie moved, second by Mr. Saam, to adjourn. Motion passed 7-0. Meeting was adjourned at 7:47 p.m.
