Minutes of the special meeting of the City Council of Apple Valley, Dakota
County, Minnesota, held December 15th, 1994, at 7:00 o'clock p.m. at Apple
Valley City Hall.
PRESENT: Mayor Branning; Councilmembers Erickson, Goodwin, Humphrey, and
Sterling.
ABSENT: None.
City staff members present were: City Administrator Gretz, City Clerk Mueller,
City Attorney Sheldon, Finance"Director Ballenger, Personnel Director Boland,
Fire Chief Calvin, Parks & Recreation Director Johnson, Community Development
Director Kelley, Public Works Director Miranowski, Arena Manager Pietig, and
Police Chief Willow.
Mayor Branning called the meeting to order at 7:00 p.m.
Mayor Branning announced that the purpose of the meeting is to hold a PUBLIC HEARING
public hearing on the City's budget and on the amount of property 1995 BUDGET
taxes proposed to be collected to pay for the costs of services the & TAX LEVY
City will provide in 1995. He. noted that notice of the hearing was
published, as required by law, and was mailed to all property owners, as part of
the truth in taxation notices, by Dakota County.
Mr. Gretz said the proposed budget and tax levy result in an estimated tax rate
increase of one percent. The tax levy preliminarily adopted in September, as
required by law, is $6,451,026. It can reduced, but cannot be increased.
Mr. BalIenger reviewed a s,,mmary of the total proposed budget consisting of
revenues of $22,323,542 and expenditures of $21,872,259. Pie charts were
presented showing the tax levy at 28.9 percent of total revenue and the General
Fund at 52.6 percent of expenditures. He reviewed a chart showing the City's tax
levies since 1985 and noted that 1995 will be the first year with an increase
since 1989.
The Mayor asked for questions of comments from the public.
Dick Peterson (did not give address) asked how increases in ~roperty values in
the City affect revenue and what extra revenue is gained? Mr. Ballenger-satd-~he-
tax rate is a mathematical calculation tied to dollars levied. He showed
examples of the effects on different valued properties. Mr. Gretz said the
County Assessor's office revalued all property in the City this past year and the
result affects each property differently.
Mr. Peterson asked what extra revenue the City has gained from new construction
in the past year? The Mayor said that does not really result in extra revenue
and new construction takes about two years before the full value is on the books.
Phyllis Krabbenhoft, 15311 Drexel Way, asked what percentage property tax will
increase? The Mayor referred to the chart showing what taxes the proposed rate
generates on different valued properties.

Orel Becker (did not give address) asked why there is a proposed tax increase on
his home. Mrs. Becket said she objects to any tax increase at all. Mr.
Ballenger reviewed a comparison of the school, county and city portions of the
tax bill. Mayor Branning suggested they meet with the County Assessor and review
the value placed on their property.
Mrs. Becker commented on the property values continuing to increase and said
senior citizens cannot afford to pay the higher taxes.
The Mayor asked for other questions or comments. There were none. He said
adoption of the tax levy and budget will be considered by the Council at its
meeting of December 20, 1994.

of Humphrey, seconded by Sterling, to adjourn and declare the
hearing closed. Ayes - 5 - Nays - 0.
