Minutes of the special meeting of the City Council of Apple Valley, Dakota
County, Minnesota, held April 2nd, 1992, at 8:00 o'clock p.m. at Apple Valley
City Hall.
PRESENT: Mayor Holton; Councilmembers Erickson, Goodwin, and Sterling.
ABSENT: Counctlmember Humphrey (attended at 8:06 p.m.).
City staff members present were: City Administrator Melena, Deputy City Clerk
Finger, City Attorney Doherty, Personnel Director Boland, City Engineer Gordon,
Parks & Recreation Director Johnson, City Planner Kelley, Police Chief Rivers,
Assistant to Administrator Weldon and Community Development Director Welsch.
Mayor Holton called the meeting to order at 8:00 p.m.
MOTION: of Eriokson, seconded by Sterling, to close the meeting,
under the provisions of M.S. 471.705, Subd. la, to consider
strategy for labor negotiations with AFSCME Local No. 479.
Ayes - 5 - Nays - 0.
CLOSE MEETING
The meeting was closed at 8:05 p.m. and the Council convened in the Conference
Room along with City Attorney Doherty, City Administrator Melena, Deputy City
Clerk Finger, Personnel Director Boland, Parks & Recreation Director Johnson and
Assistant to Administrator Weldon. Councilmember Humphrey attended the closed
session at 8:06 p.m. The proceedings were tape recorded, pursuant to law. The
Council reconvened in open session at 8:14 p.m. in the Council Chambers at which
time Evelyn Hoover, of the Dakota County Tribune; Mikkel Kelly, of the
SunGurrent; City Planner Rick Kelley, Community Development Director Welsch and
members of the public were also present.
Administrator Melena recapped the Mediator's proposal for the 1992-93 AFSCME
Maintenance Labor Contract, which was accepted by the Union yesterday on March
25, 1992, and presented it to the Council. Mr. Melena noted that both the union
and the Council were not satisfied by the proposed contract and that it was a
compromise on both sides to reach an agreement.
MOTION: of Sterling seconded by Erickson, to accept the mediator's
proposal to settle the 1992-93 AFSCME Maintenance Labor
Contract and authorize its execution by the City. Ayes -
4 - Nays - 1 (Holton).

AFSCME CONTRACT
MOTION: of Erickson, seconded by Goodwin, to adjourn. Ayes - 5 - Nays - 0.
The meeting was adjourned at 8:17 o'clock p.m.
