Adjourn Next Regularly Scheduled Meeting Date: January 17, 2023 CITY OF APPLE VALLEY LEBANON CEMETERY ADVISORY COMMITTEE July 19, 2022 Minutes of the regular meeting of the Lebanon Cemetery Advisory Committee of Apple Valley, Dakota County, Minnesota, held July 19, 2022, at 2:00 p.m. at Apple Valley Municipal Center. PRESENT: Nancy Anderson, Tim Anderson, Tanya Grawe, Dave Kurtz, Alan Kohls. ABSENT: Dave Brueshoff, Dave Kemp City staff members present were: Public Works Director Matt Saam, Streets Superintendent Jeff Lathrop and Cemetery/Public Works Coordinator Wendy Davis 1. CALL TO ORDER The meeting was called to order at 2:00 p.m. by Chair Kohls. 2. APPROVAL OF AGENDA MOTION: of N. Anderson, seconded by D. Kurtz approving the agenda for today’s meeting as written. 3. AUDIENCE – 10 MINUTES TOTAL TIME LIMIT FOR ITEMS NOT ON THIS AGENDA There was no one present to speak. 4. APPROVAL OF MINUTES – April 19, 2022 MOTION: of T. Anderson, seconded by D. Kurtz approving the minutes of the April 19, 2022, meeting. 5. NEW/CONTINUED BUSINESS A. Price Change Proposal – Columbarium – Single Niche Level A / Level 6 (Corner) Ms. Davis discussed a proposed pricing change for the Columbaria with the committee. On the existing four columbaria, 112 niches have single urn capacity. Of these 112 niches, 12 remain available. All 12 remaining are on Level A/6 Corner which is the highest price point for single niches. These niches are located at the top corners of the columbaria. Ms. Davis mentioned that the Level A/6 Corner niches have not been as popular as other niches and based on this, staff recommends lowering the current pricing of Level A/6 Corner niches ($4240 for non-residents, $2120 residents) to Level B/6 pricing. Pricing for Level B/6 niches is $3040 for non-residents, $1520 for residents. MOTION: of T. Anderson, seconded by D. Kurtz, approving the Price Change Proposal. B. Cemetery Improvements New Columbarium Area – Mr. Lathrop discussed the new Columbarium that is planned to be installed near the south side of the memorial shelter. Approval of the agreement with the vendor will be on the July 28 Council agenda. Once the agreement is approved, staff will begin working with the architect on footings. The Columbaria is planned to be installed this winter or early spring of 2023. C. 2nd Quarter Activity Report MOTION: of D. Kurtz seconded by N. Anderson, accepting the Activity Report for Second Quarter. D. Maintenance and Grounds Update Mr. Lathrop stated that dry conditions are causing issues with graveside restorations, but staff is watering as much as possible and will return to gravesides in the fall to seed and restore. A full cleanup took place prior to the 4th of July holiday. Staff has received a few complaints from families regarding cleanup of non-regulation items including solar lights, glass and candy. These items create a hazard at the cemetery and items can also can be blown away due to the high winds. Staff plans to open an additional section of the boulder area with spots for 10-11 boulders. More trees will also be planted in this area. A question was asked by the Committee Chair regarding occupied graves that do not have markers and monuments. The timeframe between burial and marker/ monument placement seems longer than it has been in past years. Staff acknowledged that many families are experiencing a delay in getting granite needed for markers and monuments. Some families are waiting over a year for their marker or monument due to granite delays. Staff will complete an inventory of lots where a burial has occurred that do not have a marker or monument and will provide the committee with a status update. 6. COMMUNICATIONS / UPDATES 7. OTHER BUSINESS A. Controlled burn on berm – Called off for season by contractor. Recommendation was to wait until September or October due to current weather conditions. B. Dedication Ceremony with Donor’s Family and City Council to take place on Thursday, August 18 at 5pm. 8. ADJOURN MOTION: of N. Anderson, seconded by T. Anderson to adjourn the meeting.
