Minutes
1. Call to Order
Chair Westbrook called the meeting to order at 7:00 p.m.
Members Present: Rollin Bible, Jerry Brown, Scott Hugstad-Vaa , John
Magnusson, Dale Rodell, David Westbrook
Members Absent:
Others Present: Charles Grawe
2. Approval of A�
MOTION: Mr. Brown moved, second by Mr. Magnusson, to approve the agenda as
presented. Motion passed 6— 0.
3. A�proval Minutes of September 10. 2012
MOTION: Mr. Bible moved, second by Mr. Brown, to approve the minutes of
September 10, 2012. Motion passed 6— 0. (Mr. Bible and Mr. Hugstad-Vaa abstained)
4. A�proval Minutes of October 22, 2012
MOTION: Mr. Brown moved, second by Mr. Magnusson, to approve the minutes of
� October 22, 2012. Motion passed 5— 0. (Mr. Hugstad-Vaa abstained)
5. 4�` Quarter Complaint Logs
Mr. Grawe reported no new complaints.
6. 4`�' Quarter Coordinator's Report
Mr. Grawe briefly provided a verbal update of the staff activity. He noted that the age,
technical obsolescence, increasing failure rate, in difficult in obtaining parts with the
equipment has caused all three cities to move up the timetable for wholesale equipment
replacement. He said this will likely occur prior to the renewal of the franchise
agreement. He also said Apple Valley had made budgeting adjustments with the
franchise fee to provide adequate funding for the replacement.

7. Franchise Renewal U�date
Mr. Grawe reviewed the timeline for various elements within the renewal process. The
needs assessment should be completed in late December and the contract for the
financial audit review is about to be let.
8. FCC Rulemakin� and Other Franchise Issues
Mr. Grawe reported no new issues.
9. E-Commerce and Business Develo�ment Issues
There were no new issues.
10. Other Issues
There were no other issues.

MOTION: Mr. Brown moved, second by Mr. Hugstad-Vaa, to adjourn the meeting.
Motion passed 6- 0. The meeting was adjourned at 7:15 p.m.
