Adjourn Next Regularly Scheduled Meeting Date: April 18, 2023 CITY OF APPLE VALLEY LEBANON CEMETERY ADVISORY COMMITTEE October 18, 2022 Minutes of the regular meeting of the Lebanon Cemetery Advisory Committee of Apple Valley, Dakota County, Minnesota, held October 18, 2022, at 2:00 p.m. at Apple Valley Municipal Center. PRESENT: Nancy Anderson, Tim Anderson, Dave Brueshoff, Tanya Grawe, Dave Kurtz, Alan Kohls. ABSENT: Dave Kemp City staff members present were: Public Works Director Matt Saam, Streets Superintendent Jeff Lathrop and Cemetery/Public Works Coordinator Wendy Davis 1. CALL TO ORDER The meeting was called to order at 2:00 p.m. by Chair Kohls. 2. APPROVAL OF AGENDA MOTION: of N. Anderson, seconded by D. Brueshoff approving the agenda for today’s meeting as written. 3. AUDIENCE – 10 MINUTES TOTAL TIME LIMIT FOR ITEMS NOT ON THIS AGENDA There was no one present to speak. 4. APPROVAL OF MINUTES – July 19 2022 MOTION: of N. Anderson, seconded by D. Brueshoff approving the minutes of the July 19, 2022, meeting. 5. NEW/CONTINUED BUSINESS A. New Columbarium Area Mr. Lathrop discussed the new Columbarium that is planned to be installed near the south side of the memorial shelter. The plans have been submitted to Oertel for footing design. With colder weather coming, the install of the new columbarium will likely not be until the spring of 2023. B. Proposed signage at cemetery regarding monuments Ms. Davis proposed adding signage to various locations at the cemetery asking cemetery visitors to be respectful of monuments. While no reported issues have occurred at the cemetery, this suggestion was made by an attorney that was in attendance at a recent cemetery conference Ms. Davis attended. An individual at a cemetery in another state was seriously injured due to climbing on a monument. Discussion was had by the committee on proposed language of signs. Chair Kohls suggested discussing with the City attorney and revisiting at the January meeting. B. 3rd Quarter Activity Report MOTION: of T. Anderson seconded by D. Kurtz, accepting the Activity Report for Third Quarter. C. Maintenance and Grounds Update Mr. Lathrop updated the group on shrubbery maintenance, irrigation winterization and site restoration that has taken place this fall. A fall cleanup will take place in the next few weeks with debris removal and collection of non-regulation items. Two Spruce trees will be replaced this fall and a contractor will clean up leaves as needed this fall. Staff has received more complaints from families regarding cleanup of non-regulation items including solar lights, glass and candy. These items create a hazard at the cemetery and items can also be blown away due to the high winds. Currently, a grace period is given to families with recent burials on non-regulation items. Committee members suggested eliminating this grace period and also increasing the frequency of clean ups. Discussion was also had on creating a new simplified form to give to families that purchase lots at the time of a loss. A draft form will be provided at an upcoming meeting. Fireman’s Memorial Area – The Fire Department has committed to redoing the brick pavers around the Fireman’s Memorial Area with concrete as well as removing the concrete around the road. A question from the committee was if the brick pavers would be preserved. Pavers will be preserved in the concrete. Discussion on this was favorable and Mr. Lathrop will reach out to the Fire Department on next steps and timeline for removal of the pavers. D. 2023 Cemetery Committee Meeting Schedule MOTION: of T. Grawe seconded by D. Brueshoff, approving the 2023 Meeting Schedule. E. Review Proposed Revisions to General Price List for 2023 Ms. Davis reviewed the updates to the General Price List for 2023. A pricing survey was completed in 2020 that took into account rates at area cemeteries. This year’s proposed rate increase was 8.2% inflationary increase. MOTION: of D. Brueshoff seconded by D. Kurtz approving the General Price List for 2023. 6. OTHER BUSINESS A. Update on marker/monument status on lots where a burial has occurred Ms. Davis reported to the Committee that a survey was recently conducted of graves that currently have burials that do not have a permanent marker or monument present. Findings were that a low amount of graves do not have markers or monuments present. Families and monument companies have communicated to staff that granite has been more difficult to obtain over the last two years, so some families have experienced a delay in placing of a permanent marker or monument. Discussion was had on permanent markers and monuments at the Cemetery and it was communicated to the committee that temporary markers are placed on graves until families place a permanent marker or monument. Discussion was had on continuing this practice until families place a permanent marker or monument, but encouraging families to place a permanent grave marker within two years of a burial. 7. ADJOURN MOTION: of N. Anderson, seconded by D. Brueshoff to adjourn the meeting.
