Minutes of the special meeting of the City Council of Apple Valley, Dakota County,
Minnesota, held February 21st, 1991, at 3:00 o'clock p.m. at Apple Valley City Hall.
PRESENT: Mayor Holton; Councilmembers Goodwin, Humphrey and Sterling.
ABSENT: None.
City staff members present were: City Administrator Melena, City Clerk Mueller,
City Attorney Sheldon, City Engineer Gordon, Administrative Intern Asselanis,
Finance Director Ballenger, Planning Intern Benson, Personnel Director Boland,
Public Works Director Gretz, Parks & Recreation Director Johnson, City Planner
Kelley, Building Official Miranowski, Police Chief Rivers, Assistant to
Administrator Weldon and Community Development Director Welsch.
Mayor Holton called the meeting to order at 3:10 p.m.
Steven Mattson, of Juran & Moody, was present to review proposed bond sales. He
had expected that there might be five issues which could be refinanced to take
advantage of favorable interest rates, but it appears there are only two now. He
distributed schedules for refunding $3,970,000 G.O. Park Bonds of 1986. The
refinancing, which would be a public sale, would result in a net present value
reduction of $144,729.87.
MOTION: of Goodwin, seconded by Humphrey, adopting Resolution No.
1991-38 providing for the public sale, on March 20, 1991, of
$3,355,000 G.O. Crossover Refunding Bonds of 1991, Series B.
Ayes - 4 - Nays - 0.

Mr. Mattson then distributed schedules for refunding $2,165,000 G.O. Improvement
Bonds of 1985, Series B. He noted this would require the City to contribute
$144,811.50, but would still reduce interest costs by $115,441.25.
MOTION: of Humphrey, seconded by Goodwin, adopting Resolution No.
1991-39 providing for the public sale, on March 20, 1991, of
$515,000 G.O. Refunding Bonds of 1991, Series C. Ayes - 4 -
Nays - 0.

MOTION: of Goodwin, seconded by Sterling, setting a special meeting
at 11:00 a.m. on March 20, 1991, to consider the sale of City
bonds. Ayes - 4 - Nays - 0.
MOTION: of Humphrey, seconded by Goodwin, setting informal meetings
to conduct interviews of applicants for the City Council
position on February 26, from 5:00 to 7:00 p.m.; on February
28, from 5:30 to 7:30 p.m.; and on March 5, from 6:00 to 9:00
p.m. and setting a special meeting at 8:00 p.m. on March 7,
1991, to consider appointment for the position. Ayes - 4 -
Nays - 0.
MOTION: of Goodwin, seconded by Humphrey, to adjourn. Ayes - 4 - Nays - 0.
The meeting was adjourned at 3:24 o'clock p.m. and the Council continued with its
informal work session.
