Minutes of the August 4, 2022, Apple Valley Parks and Recreation Advisory Committee.

ITEM 1. Call to Order
Chair Schulz called the meeting to order at 7:00 p.m. Everyone took part in the Pledge of
Allegiance.
ITEM 2. Approval of Agenda
MOTION: by Hinrichs, seconded by Schori, approving the Agenda as

ITEM 3. Audience – 10 Minutes Total Time Limit – For Items Not on the Agenda
Jerry Brown of 12795 Durham Way addressed the Committee with concerns regarding dog
barking noise from the Huntington dog park area. Dog owners are not controlling the
behavior of their petsandhe would like the City to enforce the barking ordinance.
Mary Clare Wareham of 217 Edgewood Lane, Diane Grier of 217 Park Lane, and Patsy
Meserow of 393 Walnut Lane addressed the Committee with concerns about the deer
population in Alimagnet Park and their destruction of the natural plant species as well as
plantings in their yards. They would like the City to start a deer management program for the
health of Alimagnet Park.

ITEM 5.A. Agenda Items – North Creek Greenway Natural Resources Management Plan –
Draft Review
Christian Klatt, Dakota County’s Natural Resource Specialist, presented the County’s
Natural Resources Management Plan for the North Creek Greenway by providing an
overview of how the Greenway program promotes trailside native planting, invasive
species management, and cost share for grant–funded restoration projects. The plan
showcases improvement opportunities along the Greenway trail, providing opportunities
for Dakota County and the City to work in partnership to implement projects within
Cobblestone Lake, Quarry Point, Moeller and Finlay parks. The 60-day formal review
time has expired, but the Committee was invited to provide comment on the plan.
ITEM 5.B. Agenda Items –North Creek Greenway Trail (NCGT)
City Engineer Brandon Anderson requested Committee input on concept plans of the
gathering space and amenities to be incorporated near the storm water management area
serving Orchard Place adjacent to the North Creek Greenway Trail corridor. The four
preliminary concepts all include a trail amenity node and propose a range of program
elements. The main goal of the Greenway is connecting the Dakota County communities
with a place to sit/rest along the way.
The plans are in the design phase now, bid process is planned for winter 2022-2023.
Amenities may be two-part. Once the Greenway is connected the County takes over
maintenance.
ITEM 5.C. Agenda Items – Skate Park Open House – August 20, 2022
The Parks & Recreation Department will be hosting a Skate Park Open House at the Johnny
th
Cake Ridge Park skate park from 1:00 to 3:00 p.m. Saturday, August 20. The FREE event
will feature the Zombie Board Shop Outskirts Tour. Activities will include music, contests,
beverages, snacks and giveaways. Park staff will be on hand to hear feedback from the
community regarding interest in including skate park improvements as part of a future Parks
Bond Referendum.

ITEM 5.D. Agenda Items – Park Tour Recap
The City is exploring the possibility of a Parks Bond Referendum. As part of that, the four
parks of Alimagnet, Redwood, Farquar, and Kelley have been chosen for Master Plan
updates. On their July Park Tour the Parks & Recreation Advisory Committee reviewed the
concepts that have been developed based on resident feedback. The concept plans will be
placed on the City’s website in September to get more specific feedback. The goal is then to
develop one plan for each park as part of a future Parks Bond Referendum.
Timeline: Two plans for each park will go on the website in September for four to six weeks
to collect comments. The comments will then be used to create a single plan. That plan
should be back on the website in late November/early December with a host of other
information such as cost estimates and tax implications.
ITEM 5.E. Agenda Items – Division Updates
Arena Manager Christianson noted the rubber flooring project at Hayes Park Arena has been

completed. Learn-to-Skate session begins August 22, and Public Open Skate will be
Sundays from 2:15-3:45 p.m. Limited skates will be available for rent. Youth Hockey
Association registration is now open through the Associations. A job posting for drivers and
ice guard positions coming soon.
Park Maintenance Superintendent Endres recapped projects completed, staffing updates
within the division, and upcoming projects. Construction of the Farquar dock has been
completed and installation is coming soon. The dog park areas at Huntington and Delaney
parks have been well received.
Golf Course Manager Zinck presented a mid-season report on Valleywood operations. June
and July produced record monthly revenue numbers. The clubhouse is seeing a steady
increase in the number of private events as well as the number on inquiries for future events.
The course experienced the theft of a few thousand range balls early in the spring and an
incident of vandalism in June. Fall position openings at the course include Food & Beverage
Servers, Outside Service, andGolf Shop Attendants.

Director Carlson noted the resignation of Administrative Coordinator Perkins and thanked
her for her 37 years of work with the Department.

Action Requested:
Motion recommending approval of the Parks & Recreation Department’s 2023 fees as proposed and grant
Parks & Recreation Director or Designee the latitude to adjust fees for promotions.
Summary:
Attached are the recommended rates for January through December 2023 pertaining to facilities,
aquatics, fields, parks, and Valleywood Golf Course managed by the Apple Valley Parks & Recreation
Department. (Recommended fees for the Hayes and Sports Arenas are also attached, but they are for
the 2023-2024 ice season.) Staff is proposing a few schedule modifications and slight changes to fees
highlighted in red. Rates are based on expenditure costs as well as comparison of area competitors. All
fees include applicable taxes unless otherwise noted. Division managers can address any specific
questions regarding their suggested fee changes as needed.
Background:
Rates are evaluated annually, and recommended adjustments are provided for Committee review. Staff
strives to provide facilities that meet the recreational needs of the community at an acceptable cost.

Season passes are not eligible to be used during private tournaments and events.
Junior passes will require attendance at an etiquette and care for the course program and includes a 10-
bucket punch card for the driving range. Limited to 40 passes.
Payment of all fees must be paid in full before reservation is confirmed. The City accepts Mastercard,
Visa, Discover, American Express, cash, and cashier checks. Personal checks not accepted.

Summary
By City Resolution, the Parks and Recreation Advisory Committee shall meet and hold meeting on
the first Thursday in January, March, May, September, and November each year. Special meetings
may be called by the Chair as needed. Staff is recommending setting a monthly meeting January
through December. A motion to approve the dates will establish the 2023 Parks & Recreation
Advisory Committee meeting calendar.
Background
City Resolution 2010-39 dictates the Parks and Recreation Advisory Committee meetings are held
the first Thursday of January, March, May, September, and November. Meetings are held in the
Council Chambers of the Apple Valley Municipal Center and broadcast on cable TV beginning at
7:00 p.m. Informal meetings begin at 6:00 p.m. and are held in the Regent conference room of the
Municipal Center on the same dates.
Because City Council has directed the Department to pursue a possible parks bond referendum, staff
proposes adding regularly scheduled monthly meeting January through December 2023 to cover
timely business issues.
Incorporating the suggested additions for 2023, the Parks and Recreation Advisory Committee
meeting schedule would be as follows:

AQUATICS PROGRAM UPDATES:
The Pools have been winterized for the season.
Rec staff have been connecting with other agency aquatics program staff in the metro to
reviewseasonal staffing modelsin an effort to refine ourapproach to operations for 2023
given the anticipated continuedstaffing shortages and increases to market rate wages for
lifeguards.
COMMUNITY CENTER UPDATES:
Now that we’re in theschool year, demand for indoor recreation space increases as the
weather changes. Public hours for the Community Center change for the school year to:
Monday-Friday: 8 a.m.–9 p.m., Saturday: 8 a.m.–6 p.m., and Sunday: Noon–6 p.m.
The Community Center will be closed on Veteran’s Day.
ATHLETICS UPDATES:
Youth organizations Eastview Athletic Association(EVAA)and Valley Athletic
Association(VAA) will be wrapped upwiththeir fall seasons in October.City staff
permitted and maintained 39 soccer fields, 16 football fields, and seven ball diamonds
throughout the season to meet EVAA and VAA’s fall field needs.
The fall adult bean bags league will be underway with 10 new teams participating when
compared to last year.Bean bag league continues to grow in popularity.
There are 47 registrants signed up for a revamped adult pickleball lesson program—a
growing program area.
While Open Volleyball is offered year-round at the Apple Valley Community Center,
participation steps up significantly as the seasons change and the weather becomes
colder. Open Volleyball runs on Saturday, Sunday, and Monday evenings, with up to
140+ players participating on the busier nights.
PROGRAMMING UPDATES:
Winter programs have been finalized—look forthe City Newsletter(slated to bein homes
around Nov. 15)to see our offerings,which include several new tripoptionsfor families
and even a dog meet up event.
Spring/Summer 2023 Activity & Program planning is underway.
EVENT UPDATES:

The 2 annual Trunk or Treat event was held at the Apple Valley Family Aquatic Center
parking lot. This event is coordinated by the Apple Valley Police Department in
partnership with Parks and Recreation.
Mid-Winter Fest planning is underway. Save the date for Saturday, February 4, 2023,from
3–7 p.m. at Johnny Cake Ridge Park West.
STAFFING UPDATES:
Recreation Supervisor Senior Center & Programming position vacancy:
o We have completed interviews and hope to make an offer to our top candidate this
week. Our hope is to have someone in place by the end of November or sooner if
possible. A special thank you to Sharon Lemke, long time part-time Facility
Coordinator of the Apple Valley Senior Center, for her willingness to be appointed
to cover the duties of the Recreation Supervisor during the vacancy, and to the
Apple Valley Seniors organization for providing volunteers to help support front
desk operations at the Senior Center during this time!
Seasonal/Part-Time Staff:
o We are still recruiting for multiple open positions, including several key positions
at the Community Center. Staffing levels are critically low and recruitment efforts
continue.
