Minutes of the January 18, 2005 Apple Valley Parks and Recreation Advisory Committee.
PRESENT: Chair Russ DeFauw; Committee Members Lee Strom, Erica Robinson, Jim

ITEM 4.A
. Disc Golf Proposal
After the November Parks and Recreation Advisory Committee meeting discussion, staff
revisited the Alimagnet Park disc golf course design to determine alternative layouts.
Finding none, they also considered alternative park sites.
It was determined that the only other potential site would be Diamond Path Park. Staff
worked with volunteer disc golf course designer Bill Ashton to outline a potential course
within that park. Alimagnet and Diamond Path parks’ surrounding neighbors were notified
of the possible construction of a disc golf course within the parks and informed of a public
discussion at the January 18, 2005 Parks and Recreation Advisory Committee meeting. The

park neighbors were also encouraged to send comments regarding the project to the Parks
and Recreation Director prior to the meeting. Seven phone calls and six e-mail messages
were received. Copies of these were included in the agenda packet for review.
Staff proposed a 12-hole course layout for Alimagnet Park and/or a 9-hole layout for
Diamond Path. It is staff’s opinion that a disc golf course would have low impact on the
parks, with an estimated two to five people per day using the course.
A three-minute video presentation from the Professional Disc Golf Association was viewed.

Diamond Path Park neighbor Carmine Olson questioned the layout in the park next to her
backyard. She is concerned about discs flying into her yard and the number of people using
the park. She suggested finding another location.
Diamond Path Park neighbor Tom Albers lives on the north side of the park. He questions
the placement of the course holes in relationship to the neighbors’ backyard lot lines. He
noted that the neighborhood kids use the back side of the park for playing ball and suggested
keeping the disc golf course in the front part of the park.
Randy Johnson explained the need for several acres to layout a disc golf course adequately.
Other city parks don’t have the space necessary. He noted that the distance between the
course holes and private lot lines will be several yards.
Alimagnet Park neighbor Richard Johnson mentioned his concern with parking and traffic
into the park. He wanted continuance of the current park gate policy, wherein the gate
remains locked. Park users can checkout a gate key from the Parks and Recreation
Department on an as needed basis.
Alimagnet Park neighbor Corinne Johnson stated that a disc golf course could have the right
impact on the park. She sees it as a legitimate park use. She also encouraged the
continuance of the current park gate policy.
Randy. Johnson stated that other communities have found disc golf brought good use to the
park and cut down on negative activities. There is no plan to change the gate policy.
Bill Ashton noted that the local disc golf club has approximately 100 annual members. They
run a circuit of tournaments on approximately 90 courses within the state of Minnesota. Of
the two suggested park sites, he recommends Alimagnet Park.
Mr. DeFauw stated that the disc golf equipment is portable and should be a low cost/low
impact to the park system. He suggested trying a course set up for one year, then placing it
on the January 2006 Parks and Recreation Advisory Committee agenda for review and
further consideration. Staff recommendation is that Alimagnet Park is the better of the two
sites. Corinne and Richard Johnson concurred.

of a 12-hole disc golf course in Alimagnet Park as outlined on a
trial basis of one year. Recommending placement of this item for
further review on the January 2006 Parks and Recreation Advisory
Committee meeting agenda.

ITEM 4.B.
Legacy Park North Design
Karyn Laufenberg and Sheri Buss from the architectural firm of Bonestroo, Rosene &
Anderlik presented three preliminary design concepts for this three acre development site.
The southern section of this park area located just south of Enjoy! restaurant has been
completed, coming in on time and on budget.
Concept design #1 – Central Park includes a central entry feature, formal artwork with
benches, central focal point of the gazebo, with raised planters, formal garden area, play pad
and splash pad areas. Off those areas is the open lawn area. Of the three designs, this is the
most formal.
Concept design #2 – The Orchard has the feel of an orchard with the central entrance area,
string of art features along the street, formal garden area, play and splash pad areas close
together. It also includes small knolls to provide topography design. This design is less
formal than the Central Park design.
Concept design #3 – The Fields has a smaller entry feature offset to the west side in front,
little knolls planted with fesque grass or other low mowing grass. The park is designed to
resemble an older field design with native prairie grass. This design is the least structured of
the three presented.
Also considered were the Fresco Terrace Concepts suggesting how the new park area would
connect with the existing park property to the south. Ms. Laufenberg distributed copies of
the “Small Urban Parks:Design Guidelines” for Committee review.
Mr. Johnson reminded the Committee of the $900,000 budget for this area. Costs of the park
designs as presented were discussed. Ms. Buss stated that the designs were presented for
concept purposes only and the basic style could be replicated for different budget amounts.
Mr. Johnson stated that the final park costs would be determined by what can be done in-
house and what would be contracted. Once a concept design is chosen, staff will work with
the architect to fit the budget, then come back to the Parks and Recreation Advisory
Committee at the next meeting with a final design.

Park dedication fees will not be drawn on this development until it’s built, possibly over a
two or three year time span. Question was raised as to if the park development should be
limited to park dedication as it’s collected or if existing park dedication funds should be
tapped. Starting with a minimum design at park opening and then layering additional items
over time vs. a completed design to begin with were discussed. Mr. DeFauw suggested
determining a budget amount before choosing a design.
Mr. Sarver stated that this construction development will be an urban design with (street)
pavers right up to the buildings. He is encouraged by the style direction the park area is
going.
A majority of the Committee members preferred The Orchard or Central Park concept
designs. Mr. Johnson will come back to the next meeting with a budget to discuss.
ITEM 4.C.
Committee Appointments Expire March 1, 2005.
Committee members were encouraged to renew their appointment applications for the 2005-
2007 term.
ITEM 5.
Other – Mid-Winter Fest February 12-13, 2005.
The 2005 Mid-Winter Fest activities flyer was included in the agenda packet. This year’s
events will incorporate food shelf donations and tsunami relief fundraiser activities. The
Schimek’s of Enjoy! restaurant have offered to match up to $100,000 in donation funds from
the community for the tsunami disaster relief effort.

adjourned.
