Minutes of the March 15, 2005 Apple Valley Parks and Recreation Advisory Committee.
PRESENT: Chair Russ DeFauw; Committee Members Jim Sheldon, Loren Hegland, Charlie
Maus, Tina Rankin, and Lee Strom ;Parks and Recreation Director
(arrived at 7:00 p.m.)
Randy Johnson, Park Maintenance Superintendent Tom Adamini; Natural
Resources Coordinator Jeff Kehrer; and Hartford Group representative Patrick
Sarver .

Chair Russ DeFauw called the meeting to order at 6:40 p.m.
ITEM #2.
Approval of Agenda
MOTION: by Jim Sheldon, seconded by Charlie Maus to approve the agenda with
the addition of Item 5.A. Grant Endorsement for Natural Resources.
DISCUSSION: Request was made to discuss Item 5.A. Grant Endorsement for Natural
Resources after Item 3. Approval of the January 2005 Minutes.
VOTE: Yes – 5, No – 0
ITEM #3.
Approval of the January 2005 Meeting Minutes
MOTION: by Jim Sheldon, seconded by Charlie Maus to approve the January 2005
meeting minutes with the grammar correction on page #2 paragraph

ITEM 4.A
. Park Dedication Expenditure Request
Staff reviewed the 2005 list of proposed park dedication expenditures. Committee discussed
the desire to retain the park dedication fund for park projects. Mr. Johnson reminded them
that the fund is regulated by State law, to be used for parks only. He also noted that park
dedication funds come from construction developments within the city and revenue will

sometime in the future end. Several years ago, the Committee’s goal was to maintain a
minimum balance of $1 million and use the interest to cover the annual expenditures.
MOTION: by Loren Hegland, seconded by Charlie Maus recommending
approval of the park dedication expenditures in the amount of
$125,000 as requested.

ITEM 4.B.
Legacy Park North Design
The Legacy Park North conceptual $1.2 million design plan was presented for review. Staff
anticipated approximately $900,000 coming into the park dedication fund as the surrounding
area is built out. This may take up to three years. Examples of potential art work and the
splashpad design were reviewed. The design received Staff and Committee preliminary
approval.
City Council has suggested the City apply for a Livable Community Grant to help offset the
cost of Legacy Park North construction. A large portion of the project work could be done
in-house. Staff suggested building the basic park; dirt work, irrigation, trees, turf, etc. in
2005 and adding the additional hard surface amenities in 2006. Committee discussed the
construction timing and cost involved, potentially completing phase one and re-evaluating
the finished design of phase two.
MOTION: by Russ DeFauw, seconded by Tina Rankin recommending
approval of the Legacy Park North design with the items the Parks
and Recreation Director has designated as Phase One, which are:
arbor, walkways, special pavement, trees, shrubs, perennials, sod,
edging, irrigation, benches, trash receptacles, bike rack, lighting
and storm sewer/water, and any part of the design contingency
applicable to these items. We estimate approval of $500,000 to be
taken from the existing park dedication fund, to be replenished as
the development money comes in.
DISCUSSION: It was suggested that “coming soon” signage be placed in the
park area. Also, staff was encouraged to pursue art work
sponsorships.

ITEM 5.A.
Other – Grant Endorsement for Natural Resources
The Committee was offered an opportunity to write a letter to the Environmental and
Conservation Partnership Grant Program in support of the City of Apple Valley’s Natural
Resources Coordinator Jeff Kehrer’s grant application. The application’s project description

states: The Apple Valley Natural Resources Inventory and Management Planning will
inventory/assess existing natural areas, complete MLCCS mapping for natural/semi-natural
areas, integrate natural areas into city planning, and produce a written report that clearly
describes natural resources, prioritizes sites for protection and connectivity, and provides
recommendations for natural area management and restoration. Grants may be awarded for a
maximum of 50% of the total project costs or for a maximum of up to $20,000.

The grant application is scheduled for City Council review Thursday, March 17.
MOTION: by Tina Rankin, seconded by Russ DeFauw directing Staff to
prepare a letter of recommendation for the Environmental and
Conservation Partnership Grant Program supporting approval of
the Natural Resource Coordinator’s grant application.
DISCUSSION: This project will provide a baseline to compliment Dakota
County’s aerial photos. The grant will be used mainly by Natural
Resources. Park Maintenance will also use the inventory
information for wood stand ratings and as a tool to address
buckthorn and re-establish the understory. Mr. Kehrer stated that
with the data provided in this project, there will be other
opportunities for future grants.
