Minutes of the special meeting of the City Council of Apple Valley, Dakota County,
Minnesota, held March 7th, 1991, at 8:00 o'clock p.m. at Apple Valley City Hall.
PRESENT: Mayor Holton; Councilmembers Goodwin, Humphrey and Sterling.
ABSENT: None.
City staff members present were: City Administrator Melena, City Clerk
Mueller, City Attorney Sheldon. Personnel Director Boland, City Planner
Kelley, Police Chief Rivers, Assistant to Administrator Weldon and Community
Development Director Welsch.
Mayor Holton called the meeting to order at 8:00 p.m. and stated the purpose
of the meeting is to appoint an individual to fill the vacant position on the
City Council created by the death of Councilmember Barbara Savanick. He
stated that a public hearing would be conducted allowing the public and
applicants to speak. He commented on the preliminary, one-on-one, interviews
the Council conducted with the 25 individuals who applied and noted that none
had withdrawn their names from consideration, but not all of them were able to
be present tonight. He reviewed the process for the appointment procedure, as
outlined in a draft resolution.
MOTION: of Sterling, seconded by Humphrey, adopting Resolution No.
1991-53 establishing the procedure to reduce the number of
candidates to be considered by the Council for appointment to
fill the current vacancy on the City Council. Ayes - 4 -
Nays - 0.

Mayor Holton declared a public hearing open at 8:04 p.m. He stated
that public comment would be taken now and after each of the appli-
cants in attendance had an opportunity to answer a final interview
question. He asked for comments from the audience. There were none.
Mayor Holton read the question each of the applicants was asked to answer:
"Now that preliminary interviews have been conducted and you have had an
opportunity to consider the position, what motivates you to continue to seek a
seat on the Apple Valley City Council?"
Those applicants present and who responded to the question were: Bruce R.
Anderson, Frank Blundetto, Greg Brown, Robin Curran, Robert Erickson, Alan
Felkner, Mary D. Flynn, Augustus Granger, Van Holston, Marsha Moroni, Diane
Nagler, Joseph Nordlund, James Norris, Eunice Petter, Daniel Spector, Lloyd
Wallin, Patrick Wiles and Todd Zerin. Greg Brown and Eunice Petter stated
they were impressed with the other applicants and asked to have their names
withdrawn from further consideration. Those applicants not in attendance
were: Edward Beck, Edward Carlier, O'Brien 3. Doyle, Leu Killion, Lsrnne
Kline, Rick Kot, and Steve Schiller.
After the applicants spoke, Mayor Holton asked if there were any comments from
the public. There were none and the hearing was declared closed at 8:25 p.m.

The City Clerk distributed a roster to the Council containing the names of
Anderson, Beck, Bluudetto, Carlier, Curran, Doyle, Erioksou, Felkner, Flynn,
Granger, Holston, Killion, Kline, Kot, Moroni, Nagler, Nordlund, Norris,
Schiller Spector, Wallin, Wiles and Zerin. The Council was instructed to
circle 15 names.
After the Council had marked the roster, Mr. Melena and Mr. Sheldon tabulated
the selections. The Clerk read the results of round 1. The 12 names
remaining were: Beck, Blundetto, Curran, Doyle, Erickson, Felkner, Flynn,
Holston, Kline, Moroni, Nordlund and Norris.
The Clerk distributed rosters for the second round. After the Council had
marked the roster, Mr. Melena and Mr. Sheldon tabulated the selections. The
Clerk read the results. The 11 names of Blundetto, Curran, Doyle, Erickson,
Felkner, Flynn, Holston, Kline, Moroni, Nordlund and Norris remained after the
second round.
The Clerk distributed rosters for the third round. After the Council had
marked the roster, Mr. Melena and Mr. Sheldon tabulated the selections. The
Clerk read the results. The 10 names of Blundetto, Curran, Doyle, Erickson,
Felkner, Flynn, Holston, Moroni, Nordlund and Norris remained after the third
round.
The Clerk distributed rosters for the fourth round. After the Council had
marked the roster, Mr. Melena and Mr. Sheldon tabulated the selections. The
Clerk read tho results. The eight names of Blundetto, Curran, Erickson,
Felkner, Flynn, Moroni, Nordlund and Norris remained after the fourth round.
The Clerk distributed rosters for the fifth round. After the Council had
marked the roster, Mr. Melena and Mr. Sheldon tabulated the selections. The
Clerk read the results. The six names of Blundetto, Erlckson, Felkner,
Moroni, Nordlund and Norris remained after the fifth round.
The Clerk distributed rosters for the sixth round. After the Council had
marked the roster, Mr. Melena and Mr. Sheldon tabulated the selections. The
Clerk read the results. The five names of Blundetto, Erickson, Felkner,
Nordlund and Norris remained after the sixth round.
The Clerk distributed rosters for the seventh round. After the Council had
marked the roster, Mr. Melena and Mr. Sheldon tabulated the selections. The
Clerk read the results. The four names of Blundetto, Erickson, Nordlund and
Norris remained after the seventh round.
The Clerk distributed rosters for the eighth round. After the Council had
marked the roster, Mr. Melena and Mr. Sheldon tabulated the selections. The
Clerk read the results. The four names of Blundetto, Erickson, Nordlund and
Norris remained after the eighth round.

The Clerk distributed rosters for the ninth round. After the Council had
marked the roster, Mr. Helena and Mr. Sheldon tabulated the selections. The
Clerk read the results. The two names of Erickson and Norris remained after
the ninth round.
The Clerk distributed rosters for the tenth round. After the Council had
marked the roster, Mr. Helena and Mr. Sheldon tabulated the selections. The
Clerk read the results. The two names of Erickson and Norris remained after
the tenth round.
The Clerk distributed rosters for the eleventh round. After the Council had
marked the roster, Mr. Melena and Mr. Sheldon tabulated the selections. The
Clerk read the results. The two names of Erickson and Norris again remained
after the eleventh round.
The Clerk distributed rosters for the twelfth round. After the Council had
marked the roster, Mr. Helena and Mr. Sheldon tabulated the selections. The
Clerk read the results. The two names of Erickson and Norris remained again
after the twelfth round.
The Clerk distributed rosters for the thirteenth round. After the Council had
marked the roster, Mr. Melena and Mr. Sheldon tabulated the selections. The
Clerk read the results. The two names of Erickson and Norris still remained
after the thirteenth round. At this point the process resulted-in a tie and
ended.
MOTION: of Sterling, seconded by Goodwin, to open nominations for
appointment to the vacant position on the City Council. Ayes
- 4 - Nays - 0.

MOTION: of Goodwin, seconded by Holton, nominating and appointing
Robert L. Erickson to the position of Councilmember Apple
Valley effective immediately. Roll call vote was taken:
Holton - Aye, Sterling - Nay, Humphrey - Aye, Goodwin - Aye.
By consensus, Sterling was allowed to vote in the affirmative
with the vote then being: Ayes - 4 - Nays - 0.
The City Clerk then administered the oath of office to Mr. Erickson who then
took his seat on the Council.
MOTION: of Erickson, seconded by Humphrey, to adjourn. Ayes - 5 - Nays - 0.
The meeting was adjourned at 9:38 o'clock p.m.
