Minutes of the March 18, 2008 Apple Valley Parks and Recreation Advisory Committee.
PRESENT: Parks and Recreation Advisory Committee Chair Russ DeFauw, Committee Members
Cindy Hart, Charlie Maus, Tina Rankin, Lee Strom, Patrick Sullivan, and Chris
Steadman; Parks and Recreation Director Randy Johnson; Park Maintenance
Superintendent Tom Adamini; Valleywood Golf Course Manager Jim Zinck; Recreation
Superintendent Scott Breuer; Senior Center Representatives Gary Anderson, Carol
Geiger, Dick Geiger, Helen Rix, and Marv Iverson; Member of the Public Bill Gossman.

Committee Chair DeFauw called the meeting to order at 6:38 p.m.
ITEM #2.
Approval of Agenda
MOTION: by Tina Rankin, seconded by Charlie Maus to approve the agenda as
presented.
VOTE: Yes – 7, No – 0
ITEM #3.
Approval of the January 2008 Meeting Minutes
MOTION: by Tina Rankin, seconded by Charlie Maus to approve the January 15,
2008 meeting minutes as presented.
VOTE: Yes – 7, No – 0
ITEM 4.A
. Park Bond Progress Report
Director Johnson gave an update of the three major bond projects in progress. Preliminary plans
were displayed for review. After receiving Committee input, staff will take the plans to the
Planning Commission in April and then to City Council for authorization to seek bids.
Construction could start in June or July.
Quarry Point Athletic Complex
- has been narrowed to two design options. Staff initially met
with representatives from both Eastview Athletic Association and Valley Athletic Association to
diagram field choices and layouts. The youth representatives then took the proposed plans back
to their association members for further review and comment. No consensus has been reached at
this time.

MOTION: by Russ DeFauw, seconded by Charlie Maus resolving that the Parks and
Recreation Advisory Committee wants the Parks and Recreation Director
and staff to set April 1, 2008 as a firm date for a joint recommendation
from Eastview Athletic Association and Valley Athletic Association on
the Quarry Point Athletic Complex design layout. If no joint
recommendation is received by this date, the Parks and Recreation
Advisory Committee directs staff to make a decision in their professional
judgment to move forward with the Quarry Point Athletic Complex
plans.
VOTE: Yes – 7, No – 0
Committee comments on Quarry Point Athletic Complex:
Like Concept B for its spectator traffic pattern.
Maybe B, soccer wouldn’t interfere so much with the baseball play.
Concept A gives the most flexibility by using the portable fencing on two of the ballfields. It
allows the crews to mow without the fences.
If you look at it from protecting the batter, then Concept A is best.
Senior Center
– Color scheme selections were reviewed. Staff continues to work with the architects on
plans. Looks like it will be on budget. The building footprint will move a little south, closer to the
current playground/pathway. Staff will take the plans to the senior planning group one more time before
they’re finalized.
Two issues will have to be looked at in the future: 1.) Expansion of parking, 2.) Councilmember
Grendahl has a concern that a large amount of senior members are non-residents.
Councilmember Bergman brought to the March 13 City Council meeting, the idea of relocating the senior
center to Valleywood Golf Course. An intriguing concept, but this differs from what was proposed
during the bond referendum publicity. The current location at Hayes Park was chosen during the
planning process through meetings with staff and the seniors.
Councilmember Bergman and Committee Member Sullivan met with the seniors on Friday, March 14.
Recommendation was received and a decision was made to construct the new senior center on the current
site as initially proposed.
MOTION: by Charlie Maus, seconded by Patrick Sullivan recommending staff
proceed with the plans, and go ahead with all three projects as proposed.
VOTE: Yes – 7, No – 0
Director Johnson will keep the seniors updated with dates for the upcoming Planning
Commission and City Council meetings.

ITEM #4.B.
Valleywood Golf Course
Chair DeFauw said Valleywood is going to have to have a business proposition to achieve City
Council approval of a new clubhouse. Only chance of a profit is to get as much as possible from
every dollar. If Valleywood can show a profit for 2008, have a solid three to five year business plan,
then it’s possible to ask City Council to authorize a new clubhouse in the capitol fund.
Director Johnson envisions that a new clubhouse would mean a pro shop with a room for
approximately 150 people. The citizens have committed to a golf course by vote. The building is
falling down and the City needs to maintain it.
Manager Zinck commented that he is comfortable with the idea of running the golf course as a
business. The food and beverage service did $90,000 in 2007, and hoping to increase that by 20% in
2008. Staff is aggressively addressing the operation, but there are limitations with the current
facilities.
Golf course operation is a very competitive business, but Valleywood’s goal is to get a few more
dollars from the current customers. A couple ways of doing this is the added liquor service last year
and this year the Men’s club is expanding. Manager Zinck anticipates being back at a Parks and
Recreation Advisory Committee meeting in the fall with good news financially.

Spring Brochure
The new look of the City Newsletter/Parks and Recreation Brochure was presented.
ITEM 5.B.
Apple Valley Magazine
Committee members were encouraged to see the latest issue of Apple Valley Magazine, a quarterly
magazine, for an article on Valleywood Golf Course Manager Jim Zinck and the golf course border
collie, Cloud.
ITEM 6.
Adjourn
Committee Member Rankin distributed informational copies of two news articles: Her Work Was
Her Play, about Barb King the owner of Landscape Structures playground equipment; and High-Tech
Sweat about Exergaming at a North St. Paul community center.
There being no further business, the Parks and Recreation Advisory Committee meeting was
adjourned.
MOTION: by Patrick Sullivan, seconded by Lee Strom to adjourn the meeting at
8:00 p.m.
