Minutes of the September 16, 2008 Apple Valley Parks and Recreation Advisory Committee.
PRESENT: Parks and Recreation Advisory Committee Chair Russ DeFauw, Committee Members Cindy
Hart, Tina Rankin, Charlie Maus, Lee Strom, Chris Steadman; Parks and Recreation Director
Randy Johnson; Public Works Director Todd Blomstrom; Park Maintenance Superintendent
Tom Adamini; and Natural Resources Manager Jeff Kehrer;
ABSENT: Patrick Sullivan
ITEM #1.
Committee Chair DeFauw called the meeting to order at 6:30 p.m.
ITEM #2.
Approval of Agenda
MOTION: by Lee Strom, seconded by Chris Steadman to approve the agenda with the
addition of Item 5.A. – Letter of Resignation from Charlie Maus.
VOTE: Yes – 6, No – 0
ITEM #3.
Approval of the May and July 2008 Meeting Minutes
MOTION: by Lee Strom, seconded by Tina Rankin to approve the May and July 2008
meeting minutes as presented.
VOTE: Yes – 6, No – 0
ITEM 4.A
. Agenda Items – Whitney Pond Storm Water Treatment
Public Works Director Blomstrom and Natural Resources Manager Kehrer presented the preliminary
layout of the proposed pond in Keller Park. Staff are also working with the City of Burnsville on this
project. They solicited comments and recommendation from the Committee that they will take to the
Planning Commission, then on to the City Council.
The pond will be 3.4 acres in size. Approximately one-third of it will be in Keller Park and the other two-
thirds will be in Burnsville.
Water runoff from the surrounding 644 acres has been discharged into Keller Lake without substantial pre-
treatment. Approximately 320 acres of the drainage comes from Apple Valley through the main trunk
storm sewer located along Whitney Drive. The proposed pond will potentially remove 85% of solids and
have an overall efficiency of 45%. It will be a two-cell pond and will require dredging approximately
every fifteen years.

Initial construction estimates are between $680,000 and $850,000. Funding would be through the Clean
Water Legacy Act Grant from the Board of Water and Soil Resources and the City’s utility fund. The
final project design would include a trail system around the pond, establishment of native plants, and
installation of additional trees.
Committee Member Rankin stated that the pond will be a beautiful addition to the park. It doesn’t disturb
the developed park area and adding to the park makes it more interesting. Committee Member Steadman
noted that the trail would be wonderful and it doesn’t interfere with the park items. Parks and Recreation
Staff supports the plan as presented.
MOTION: by Tina Rankin, seconded by Lee Strom giving full endorsement and
recommending City Council approval of the proposed storm water
improvements within Keller Park.

ITEM 4.B.
Agenda Items – Park Bond Project Update
Projects are well underway and making good progress:
The incredible cost of fuel increased the Athletic Complex costs. The fields should be ready for
play in 2010.
Redwood pool renovations will be addressed at the end of next season. The improvements may be
diamond bright refinish of the pool.
Staff was able to piggyback the overlay of pathways with the City’s street overlay projects to save
dollars.
24 Austrian pines will be planted and top dressing will be addressed in Apple Valley East Park
this fall. Kelley Park restroom project cost savings was accomplished by having Park
Maintenance crews do a large part of the preliminary work. Staff anticipates a similar restroom
model at Redwood Park next year.
Approximately 700 trees have been planted within the park system.

Agenda Items – Valleywood Update
Chair DeFauw reminded the Committee of Valleywood’s effort to demonstrate a year of “in-the-black”
operation, providing a five-year business plan, and then approaching City Council for a new clubhouse.
Valleywood Manager Jim Zinck and his staff have been working to make sure they have a successful
operation and people enjoy their outings at Valleywood. Overview: When golf was at its peak,
Valleywood would do 40,000 to 42,000 rounds per year. The number of rounds sank to low 20,000 and
have slowly built up to mid 20,000 to maybe 30,000.
ITEM 5.
Other – Letter of Resignation from Charlie Maus
Charlie Maus submitted his letter of resignation effective immediately. He stated that he’s enjoyed
working with the Committee and has had the privilege of seeing the city develop from 7,000 to over
50,000 people. The city is in good hands, the park system is the envy of other States, and it’s time to do
more traveling. He wished the Committee all the best.

Chair DeFauw, speaking on the behalf of the Committee, noted that Charlie Maus has served as a strong
voice and served the citizens of Apple Valley well. The Committee thanked him for his years of service
and accepted with regret his resignation.

There being no further business, the Parks and Recreation Advisory Committee meeting was adjourned.
