Minutes of the March 3, 2011 Apple Valley Parks and Recreation Advisory Committee.
PRESENT: Parks and Recreation Advisory Committee Acting Chair Lee Strom;

Patrick Sullivan; Parks and Recreation Director Randy Johnson; Valleywood Manager Jim Zinck;

Committee Acting Chair Strom called the meeting to order at 7:00 p.m.
ITEM 2.
Approval of Agenda
MOTION: by Darrell Retka, seconded by Patrick Sullivan to approve the addition
of Item 6.C. Matthew Mittelsteadt’s Naval Academy Nomination.

ITEM 4.
Approval of the Minutes for January 2011.
MOTION: by Patrick Sullivan, seconded by Darrell Retka to approve the January
6, 2011 meeting minutes as presented.

ITEM 5.A.
Agenda Items – Appointment of Committee Officers
As required by City policy, the Committee held election of officers. Ballots were distributed
and votes tallied. By majority vote, Russ DeFauw was elected as Chair and Lee Strom was
elected as Secretary.

ITEM 5.B.
Agenda Items –Galaxie Park Pond Project
City Engineer Manson led review and discussion of the Galaxie Park Pond Project’s proposed
modifications to help alleviate flooding issues in the area. He provided review of the process,
talked about some of the different options looked at and analyzed in terms of the design, and
talked of some of the more significant details associated with the plan.
August 13, 2010 Apple Valley experienced a very significant rainfall event of approximately 4.5”
of rain in 3.5 hours.
Staff has met with residents in the area of Galaxie Park that were affected, they’ve met with City
Council, and presented information to the Parks and Recreation Advisory Committee, to review
and solidify ideas to mitigate some of the problems. November 23, 2010, City Council
authorized staff to prepare plans and specifications for the project.
Galaxie Pond’s normal water level is 946. Its technical name is P36. The storm water model
projects, within this type of pond based on a one percent probability storm event, would lead to a
high water level bounce of 953.2. The August 13, 2010 storm resulted in a high water level
bounce of approximately 953.4. Four properties were impacted, west and north of the pond. In

addition, there was fairly significant flooding of the intersection of Galway Court and Upper 139
Street.
Staff has explored a number of ideas to help mitigate the flooding problem. They’ve confirmed
the elevations of the property affected and reviewed regulatory issues with other agencies.
Options reviewed include:
lowering the normal water level of the pond to increase storage,
modify the outlet to avoid or reduce the potential of the outlet being plugged during
rainfall events,
increasing capacity of the pond,
increasing storage capacity up stream, and
increasing conveyance downstream through the existing system.
The drainage area that feeds the pond is a significant area that covers a good portion of the city.
Criteria needed for increased capacity upstream included:
must be located immediately upstream of the pond,
open area to construct a new pong for the additional storage,
storm sewer in the area,
site must be at the right elevation.
No property met those requirements.

Galaxie Pond flows out to Galaxie Avenue, heads east down 147 Street, and discharges into
commonly called Fischer Pond immediately north of Fischer Market Place. Almost immediately,
once the discharge was increased from Galaxie Pond, staff saw problems in terms of pushing the

flooding problem downstream. There is a little capacity available, but not enough to solve the
problem.
Feasibility improvements options came down to four points:
expand the storage in the northeast corner of the pond,
expand the storage south of the pond in the area of Galaxie Park,
modify the outlet, and
lowering the normal water level.
Grading plans for the property south of the pond include lowering the area of the ballfield and ice
rink approximately five feet. During a larger storm event, it would provide an area for the water
to spill over, increase the pond storage, thus lowering the high water level.
Any grading in the area will require removal of the park amenities; parking lot, basketball court,
ball diamond, and ice rink, as well as trees on the south side of the pond and west side of the
parking lot. It is intended that the amenities and trees will be re-established.
Staff is also proposing remodeling of the outlet. They’ll remove the existing outlet and relocated

it south of 139 Street. Another minor improvement will be a new manhole, on the line running
under the Galaxie Avenue northbound lanes, to relieve some of the pressure.
The next anticipated steps for the project include; feedback from the Committee, plans and
specifications submittal to City Council for approval, receipt of bids in April, and construction
scheduled May through August 2011. It is anticipated that the ice rink will be available for use
the winter of 2012. The playfield will be reseeded, allowed to establish growth, and available in
2013.
Discussion was held regarding the ADA requirements of steps/ramps for access to the building.
Committee member Sullivan asked why the building wasn’t lowered and Mr. Manson responded
that it was cost prohibitive to remove the building and then rebuild.
Committee member Schulz requested a bicycle storage rack be placed at the park.
ITEM 5.C.
Agenda Items –Valleywood Clubhouse Project Update
A task force committee has been established to review the Valleywood clubhouse project.
Members include Parks and Recreation Advisory Committee members Russ DeFauw, Lee Strom,
and Patrick Sullivan; City Council members Tom Goodwin and John Bergman; City
Administrator Tom Lawell; Parks and Recreation Director Randy Johnson; Finance Director Ron
Hedberg; and Golf Course Manager Jim Zinck.
A consensus was made at the February meeting to move forward with the project. Information
will be presented at the March 24 City Council work session. Parks and Recreation Advisory
Committee members were invited to attend. The intent is to go to City Council for their approval
to move forward by hiring an architect to prepare actual plans and cost estimates.

Other – Spring Brochure
Director Johnson presented a copy of the 2011 Spring Parks and Recreation Brochure/City
Newsletter. Copies have been mailed to approximately 17,000 homes and businesses in Apple
Valley.

Next Parks and Recreation Advisory Committee meeting is scheduled for Thursday, May 5, 2011.
ITEM 6.C.
Other – Matthew Mittelsteadt Naval Academy Nomination
Director Johnson announced that Parks and Recreation Advisory Committee Youth
Representative Matthew Mittelsteadt has been nominated by Senator John Kline for admission to
the U.S. Naval Academy. Congratulations Committee Member Mittelsteadt.

Adjourn
There being no further business, the Parks and Recreation Advisory Committee meeting was
adjourned.
