PRESENT: Parks and Recreation Advisory Committee Chair Russ DeFauw; Committee Members Cindy Hart, Matthew Mittelsteadt, Darrell Retka, Brenton Schulz, Lee Strom, and Patrick Sullivan; Parks and Recreation Director Randy Johnson; Valleywood Manager Jim Zinck; Park Maintenance Superintendent Tom Adamini; Department Assistant Dorene Perkins Monn. ABSENT: No one. ITEM 1. Committee Acting Chair Strom called the meeting to order at 7:00 p.m. ITEM 2. Approval of Agenda Item 5.C. – Ball Field Maintenance Committee member Retka requested the addition of and Committee 5.D. – Matthew Mittelsteadt’s Resignation. member Mittelsteadt requested the addition of MOTION: by Lee Strom, seconded by Patrick Sullivan to approve the addition of Item 5.C. – Ball Field Maintenance and Item 5.D. – Matthew Mittelsteadt’s Resignation. VOTE: Yes – 7, No – 0 ITEM 3. Audience – 10 Minutes Total Time Limit – For Items Not on the Agenda No one present to speak. ITEM 4. Approval of the Minutes for March 2011. MOTION: by Patrick Sullivan, seconded by Darrell Retka to approve the March 3, 2011 meeting minutes as presented. VOTE: Yes – 7, No – 0 ITEM 5.A. Agenda Items – Valleywood Clubhouse Task Force Update Parks and Recreation Director Johnson presented the update as follows: Valleywood Clubhouse Task Force has been formed to consider the possibility of constructing a new clubhouse for - 1 of 5 - CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE May 5, 2011 Valleywood Golf Course. Parks and Recreation Advisory Committee members DeFauw, Strom and Sullivan are part of the Task Force, as well as two Council members, and City staff. CNH Architects has been hired to provide schematic design images. The Task Force has reviewed some preliminary designs and will reconvene to review more. The Task Force will take a final design selection to City Council for further discussion and determination if the project should move forward. Chair DeFauw added the Task Force is trying to accomplish three things:  Bring the building in at or under forecasted budget,  Construct the building, positioning it for vastly increased managerial staff control and stththth observation of functions, with views of the 1 and 10 tees, 9 and 18 greens, and the driving range without having to add staff to do so.  With a design theme to maximize revenue by making it a place people want to come, stay, and help maintain a revenue base to keep Valleywood running at an operating surplus. He also noted a two story building would allow cart storage in the basement with hopes of a gradual conversion to all electric carts. Once the Task Force makes their design selection, they will distribute it to the Committee. This is anticipated in late May or June. ITEM 5.B. Agenda Items –Park Bond Update Parks and Recreation Director Johnson stated the Parks and Recreation Department and Committee have been working on bond referendum projects for the past three years and making good progress. The Overlay Project was bid with Public Works projects and came in at $152,000. The work will be starting in May. Park Maintenance is working on quotes for fog seal, crack fill, and tennis court resurfacing. The projects list includes additional items of Hayes Park playground, reforestation, completion of Cobblestone Lake Park, fencing, and outdoor hockey rinks. Staff hopes to close out the bond referendum projects list by the end of the summer. Committee member Hart inquired about the matching funds from the developer at Cobblestone Lake Park. Director Johnson noted the City has an agreement with Traditions Development that they would provide a certain amount of money and a certain amount of land as part of the park dedication requirement, and they have reach that. Anything over and above that amount is extra good will on their part. Because there has been no housing development, Traditions Development had no funds to put in, but it looks like things are moving a little now. Staff has had some meetings with Traditions Development engineer and project manager and hopefully this summer we will get moving on a few of the park projects. Director Johnson stated he’d like to see a permanent restroom, completion of more of the south side of the lake with park benches, and potentially a group - 2 of 5 - CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE May 5, 2011 gathering spot if Traditions Development can come up with matching funds. He noted Cobblestone Lake Park has been a popular park and he encouraged the Committee to walk or ride their bike around it. Committee member Rekta said he likes the way it ties into Quarry Point Park with the tunnel under Pilot Knob Road. ITEM 5.C. Agenda Items –Ball Field Maintenance Committee member Retka questioned the condition of the pitching mound on the Johnny Cake Ridge Park fields used by Eastview High School baseball. He reported problems with the mound th during an April 11 game between Eastview High School and Eagan High School. The field is a joint powers agreement between the City of Apple Valley and Eastview High School. Park Maintenance Superintendent Tom Adamini reported the City maintenance crew had constructed the pitching mound prior to the beginning of the season, but during a Baseball Booster Club weekend tournament some of the volunteers tore it out and reconstructed it with incorrect mix. Committee member Retka also asked about the pitching mounds on the smaller fields to the south of the batting cage area. Park Maintenance Superintendent Tom Adamini replied that the maintenance crews check the pitching mounds several times a year. With several different user th groups, maybe 12 year olds baseball and 9 grade softball on the same field, there is a multitude of use patterns and pitching rubber distances. The mounds need to be tarped at night, but that may not always happen with volunteer groups. The City has over 100 athletic fields, on Legion Field alone there are over 200 games per year. ITEM 5.D. Agenda Items –Matthew Mittelsteadt Resignation Committee member Matthew Mittelsteadt tendered his resignation from the Parks and Recreation Advisory Committee effective at the conclusion of the meeting. He will be attending college at St. Olaf in the fall. He has enjoyed his time on the Committee and thanked the members for the opportunity. Chair DeFauw accepted the resignation, noting the asset of a youth representative to the committee, and with the understanding that they have the individual representatives typically for a couple of years. He thanked Committee member Mittelsteadt for his participation on the Parks and Recreation Advisory Committee. Parks and Recreation Director Johnson stated the City will be opening the youth representative position on the committee and suggested anyone knowing of potential candidates contact him. He will also contact the local high school principals for recommended candidates. ITEM 6.A. Other – Summer Brochure - 3 of 5 - CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE May 5, 2011 Director Johnson presented a copy of the 2011 Summer Parks and Recreation Brochure/City Newsletter. Copies have been mailed to approximately 17,000 homes and businesses in Apple Valley. The brochure lists many different activities to help our residents stay active and make Apple Valley a great place to live. He noted Recreation Specialist Bill Bird is the point person on the brochure project and he does a very good job. Committee members were complimentary of the variety and number of offerings in the brochure. ITEM 6. (Continued) Director Johnson noted the City and Dakota Electric are hosting a ceremonial tree planting at th Kelley Park commemorating Arbor Day May 12 at 5:30 p.m. and the Committee is invited to attend. Apple Valley’s weekend athletic tournament season starts with Dakota REV (the traveling soccer program for Eastview Athletic Association) hosting back-to-back weekend soccer tournaments on May 6-8 and May 13-15, which will bring in 209 teams to the Apple Valley area. Other tournaments this weekend will be a Wood Bat tournament, hosted by Apple Valley High School, and a Girls Softball tournament, hosted by Eastview High School. Staff is working with the Apple Valley Foundation on Music in Kelley Park at Stage One. The th first concert is scheduled for June 17. A variety of musical acts will be coming to Kelley Park throughout the summer. These are free concerts open to the public. ITEM 6.B. Other – Next Meeting Date Next Parks and Recreation Advisory Committee meeting is scheduled for Thursday, September 1, 2011. The Committee requested a discussion item regarding the format and location of Parks and Recreation Advisory Committee meetings be included on the September agenda. ITEM 7. Adjourn There being no further business, the Parks and Recreation Advisory Committee meeting was adjourned.
