PRESENT: Parks and Recreation Advisory Committee Chair Lee Strom; Committee Secretary Darrell Retka; Committee Members, Cindy Hart, Brenton Schulz, and Patrick Sullivan; Parks and Recreation Director Barry Bernstein; Valleywood Manager Jim Zinck; Recreation Superintendent Scott Breuer; Arena Manager Gary Pietig; Department Assistant Dorene Perkins Monn. ABSENT: Russ DeFauw and Nick Suchy ITEM 1. Committee Chair Lee Strom called the meeting to order at 7:00 p.m. ITEM 2. Approval of Agenda MOTION: by Darrell Retka, seconded by Patrick Sullivan to approve the agenda as presented. VOTE: Yes – 5, No – 0 ITEM 3. Audience – 10 Minutes Total Time Limit – For Items Not on the Agenda No one present. ITEM 4. Approval of the Minutes for November 2012. MOTION: by Patrick Sullivan, seconded by Darrell Retka, to approve the November 1, 2012, meeting minutes as presented. VOTE: Yes – 5, No – 0 ITEM 5.A. Agenda Items – 2013 Meeting Dates Meetings dates for the rest of 2013 will be: March 7, May 2, September 5, and November 14. ITEM 5.B. Agenda Items – Arena Summer Ice Proposal Arena Manager Gary Pietig presented information on the Apple Valley Hockey Association’s request for summer ice at the Hayes Park Arena and required capital improvements necessary to accomplish this. The Hockey Association has committed $25,000 to back this project. Staff will pursue additional potential customers for summer ice usage. Discussion regarding dehumidification, ceiling materials, and other usages, followed. - 1 of 3 - CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE January 17, 2013 ITEM 5.C.1. Agenda Items – 2013 Fee Proposals - Arenas Arena Manager Gary Pietig presented a recommendation to increase the primetime ice rental fees by $5 per hour, bringing them to $210 per hour. He recommended no change to the non- primetime fee, leaving them at $170 per hour, and continuation of the policy allowing promotional specials and time-sensitive discounts to be at the discretion of the Parks & Recreation Director and Arena Manager. Discussion regarding area competition and potential summer ice pricing followed. MOTION: by Darrell Retka, seconded by Brent Schulz, recommending City Council approve the 2013-2014 Ice Rental rates as presented. VOTE: Yes – 5, No – 0 ITEM 5.C.2. Agenda Items – 2013 Fee Proposals – Valleywood Golf Course Valleywood Manager Jim Zinck presented a golf course operational summary covering January through October of the 2012 season. He reported the year was dominated by construction of the th new clubhouse. Positive feedback has been received from the January 5, 2013 Frozen Apple Concert. Manager Zinck reported staff has built the business on getting more auxiliary revenue from customers, as well as growing the customer base. 2013 Season changes were proposed in the category of Season Passes. All other fees would remain the same as 2012. MOTION: by Brent Schulz, seconded by Darrell Retka, recommending City Council approval of the 2013 Valleywood Golf Course fees as presented, with the reduction of the Regular Season Pass to $895.00 plus tax and addition of an Executive Season Pass at a rate of $600.00 plus tax. Promotional specials and time-sensitive discounts to be at the discretion of the Parks & Recreation Director and Golf Course Manager. VOTE: Yes – 5, No – 0 ITEM 5.C.. 3 Agenda Items – 2013 Fee Proposals – Aquatic Program Recreation Superintendent Scott Breuer presented the Apple Valley Family Aquatic Center and Redwood Outdoor Pool proposed fees for 2013. No fee changes have been made since the 2010 season. Staff proposed, for the Apple Valley Family Aquatic Center, a 50 increase to the daily ¢ admission rate and a $50 increase to the exclusive use rate. Proposed for Redwood Outdoor Pool was a 25 increase to the daily admission rate and increases to the exclusive use rates of $20, ¢ $10, and $10 respectively. Competitive area fee comparisons were presented. Within the 2013 - 2 of 3 - CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE January 17, 2013 City budget is replacement of one diving board with a climbing wall. Discussion of facility usage followed. MOTION: by Cindy Hart, seconded by Patrick Sullivan, recommending City Council approval of the 2013 Aquatic fees as presented. VOTE: Yes – 5, No – 0 ITEM 6.A. Other – Next Meeting Date – March 7, 2013 Next Parks and Recreation Advisory Committee meeting is scheduled for Thursday, March 7, 2013. Upcoming Events: February 2, 2013 - Frozen Apple Concert at Valleywood Golf Course February 2 and 3, 2013 - Mid-Winter Fest ITEM 7. Adjourn There being no further business, the Parks and Recreation Advisory Committee meeting was adjourned.
