PRESENT: Parks and Recreation Advisory Committee Chair Lee Strom; Committee Secretary Darrell Retka; Committee Members, Noel Hammill, Nick Suchy, Brenton Schulz, and Patrick Sullivan; Parks and Recreation Director Barry Bernstein; Parks Superintendent Tom Adamini; Recreation Superintendent Scott Breuer; Department Assistant Dorene Perkins Monn; Traditions Development Project Manager Jacob Fick; two members of the public. ABSENT: Cindy Hart ITEM 1. Committee Chair Lee Strom called the meeting to order at 7:00 p.m. ITEM 2. Approval of Agenda MOTION: by Darrell Retka, seconded by Patrick Sullivan to approve the agenda as presented. VOTE: Yes – 6, No – 0 ITEM 3. Audience – 10 Minutes Total Time Limit – For Items Not on the Agenda No one requested time to speak. ITEM 4. Approval of the Minutes for January 2013 Minutes. MOTION: by Patrick Sullivan, seconded by Brent Schulz, to approve the January 17, 2013, meeting minutes as presented. VOTE: Yes – 6, No – 0 ITEM 5.A. Agenda Items – Cobblestone Lake Park Update – Southern Park Construction - Discussion Traditions Development Project Manager Jacob Fick presented a land transfer option between the proposed southern park area and the lots to the west, net gain for the developer of approximately .2 acres. Traditions Development feels confident they will meet or exceed the minimum required park acreage - 17 acres within the Cobblestone Lake Parkway, 34 acres overall. - 1 of 3 - CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE March 7, 2013 Mr. Fick also presented a proposed park conceptual design plan for Committee review and comment. Discussion covered traffic control, location and size of the basketball pad, landscaping, and general uses of the park. MOTION: by Darrell Retka, seconded by Nick Suchy, recommending Planning Commission acceptance and City Council approval of the Cobblestone Lake park property proposed land swap as presented by Traditions Development. DISCUSSION Resident of the Cobblesone Lake Park area, Annette Bocchi of 15865 Eastbend Way, expresses her appreciation for keeping the park amenities away from the townhomes in the development and concern about landscaping between the park and homes. VOTE: Yes – 6, No – 0 ITEM 5.B. Agenda Items – Kelley Park Expansion Update Director Bernstein reviewed the continuation of plans for the Kelley Park expansion. City Council has approved a purchase agreement with IMH Special Asset NT 175-AVN, LLC for the purchase of Lot 1, Block 4, Lot 1, Block 5, and Lots 1 and 2, Block 6, The Legacy of Apple Valley North, in the amount of $787,451 subject to final revisions by the City Administrator and City Attorney. ITEM 5.C. Agenda Items – Park Dedication Fund Balance Director Bernstein reviewed the information presented in the agenda packet regarding the Park Dedication fund expenditures, current balance, and projected future balance. ITEM 5.D. Agenda Items – Redwood – verbal update Recreation Superintendent Scott Breuer presented summary information for number of swimming lesson participants, private rentals, and staffing investments of the Redwood pool operations covering the last three years. He reported most of the major mechanicals of the pool are in good shape. An energy audit identified areas for efficiency improvement. Committee discussion covered the potential for adult pool time and exploration of alternative use when it becomes necessary for major repairs. ITEM 5.E. Agenda Items – Hayes Arena Summer Ice – verbal update - 2 of 3 - CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE March 7, 2013 Director Bernstein reported an energy audit conducted by the City identified the desirability of a dehumidification unit for Hayes Park Arena. The unit would be a prerequisite to having summer ice. Staff has communicated with the Apple Valley Hockey Association and Eastview Hockey Association the process timeline will not permit summer ice yet this year. ITEM 6.A. Other – Election of Committee Officers for 2013-2014 By majority vote of the Parks and Recreation Advisory Committee, Lee Strom was elected Chair and Patrick Sullivan was elected Secretary. ITEM 6.B. Other – Next Meeting Date – May 2, 2013 Next Parks and Recreation Advisory Committee meeting is scheduled for Thursday, May 2, 2013. ITEM 7. Adjourn There being no further business, the Parks and Recreation Advisory Committee meeting was adjourned.
