PRESENT: Parks and Recreation Advisory Committee Chair Lee Strom; Committee Secretary Darrell Retka Committee Members Noel Hammill, Cindy Hart, Brenton Schulz, and (left at 7:30 p.m.); Patrick Sullivan; Parks and Recreation Director Barry Bernstein; Parks Superintendent Tom Adamini; Valleywood Golf Course Manager Jim Zinck; Department Assistant Dorene Perkins Monn; City Planner Tom Lovelace; Traditions Development Project Manager Jacob Fick; Arcon Development Representative Scott Johnson; and five members of the public. ABSENT: None ITEM 1. Committee Chair Lee Strom called the meeting to order at 7:00 p.m. ITEM 2. Approval of Agenda MOTION: by Patrick Sullivan, seconded by Darrell Retka to approve the agenda as presented. VOTE: Yes – 6, No – 0 ITEM 3. Audience – 10 Minutes Total Time Limit – For Items Not on the Agenda School of Environmental Studies Students Spencer McNabney and Toni Wright presented a proposal as part of their senior project assignment for an upgrade to the outdoor skate park located in Johnny Cake Ridge Park near the Teen Center. ITEM 4. Approval of the Minutes for March 2013 Minutes. MOTION: by Darrell Retka, seconded by Patrick Sullivan, to approve the March 7, 2013, meeting minutes as presented. VOTE: Yes – 6, No – 0 ITEM 5.A. Agenda Items – Recognition of Retiring Committee Member Russ DeFauw The Committee recognized Mr. DeFauw for his support of the community and thanked him for his efforts and impact affecting the park system of Apple Valley. A reception was held Tuesday, April 30, 2013 at Valleywood clubhouse honoring Russ DeFauw for his twenty-five years of service to the city as a member of the Parks and Recreation Advisory Committee. - 1 of 5 - CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE May 2, 2013 ITEM 5.B. Agenda Items – Resignation of Youth Representative – Nick Suchy MOTION: by Cindy Hart, seconded by Patrick Sullivan, recognizing Nick Suchy’s resignation from the Committee and recommending City Council acceptance of same. VOTE: Yes – 6, No – 0 ITEM 5.C. Agenda Items – Arcon Land II, LLC, Future Development Adjacent to Quarry Point Park City Planner Tom Lovelace presented information on the proposed Arcon Development seventy- three lot subdivision located west of Quarry Point Park, north of County Road 46 and west of th Pilot Knob Road. The development would include the extensions of 157 Street and Johnny Cake Ridge Road. A North Creek Greenway concept plan was included in the agenda packet. There was discussion regarding the recommended location and design of the trail system as it relates locally and regionally. Parks and Recreation Advisory Committee comments included; the needed satisfactory solution to the trail location and design, gravel mining timeline to completion in the area, zoning of the former Hanson property currently owned by Menards as potential trail location. Once there is a proposed plat, the formal plan will be brought back to the Parks and Recreation Advisory Committee to show more detail in the trail system, ponding area, and open space. ITEM 5.D. Agenda Items – Cortland Development – Future Park Land City Planner Tom Lovelace presented information on the proposed 178 units single family development located in the southeast quadrant of County Road 42 and Pilot Knob Road. An approximate 5-1/2 acre park is proposed within the development. Once the park property ownership is transferred to the City, potentially in the spring of 2014, future Committee discussion will include the naming of the park. ITEM 5.E. Agenda Items – Cobblestone Lake Park Update – Southern Park Design Traditions Development Project Manager Jacob Fick presented a redesign, based on Committee input at the March meeting, of the Cobblestone Lake southern park area. The new design includes benches, y-shaped trail entrance, half basketball court, play structure, an open green space, and delineation between private and public property. Committee provided positive feedback regarding the proposed climbing structure, location and installation of the basketball court prior to nearby housing construction, bench locations, and possible consideration of outdoor public exercise equipment. Staff reminded there is a limited budget and as the western park is developed it will be an opportunity to include desired amenities to complete the Cobblestone Lake Park area. - 2 of 5 - CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE May 2, 2013 ITEM 5.F. Agenda Items – Cobblestone Lake Pier – Structural Issues Parks Superintendent Adamini informed the Committee of the necessity to block off fifty-three feet of the westerly end of the pier as a safety precaution until crews can remove that portion utilizing the winter lake ice to gain access to the structure. Mr. Lynn Hanson addressed the Committee questioning the maintenance, observance, and at what point complete removal of the pier. ITEM 5.G. Agenda Items – Modular Tennis Surfaces – Sport Court – Two Courts, Farquar and Delaney Parks Parks Superintendent Adamini informed the Committee of the proposed installation of modular tennis court surfaces at Farquar and Delaney parks, with the potential incorporation of pickleball court lines at one of the sites. Also noted was the possible transition of the Cedar Knolls outdoor tennis courts to four pickleball courts. Options presented included; conversion of the Cedar Knolls Park outdoor tennis courts to four pickleball courts, or in the new modular surface at Delaney Park include one tennis and four pickleball courts. Committee members expressed positive comments in regards to the sport and location of multiple courts at one site. MOTION: by Patrick Sullivan, seconded by Cindy Hart, recommending Staff proceed with modular tennis surfaces at Farquar and Delaney parks. VOTE: Yes – 5, No – 0 ITEM 5.H. Agenda Items – Pickleball Courts – Outdoor Locations This item was discussed in combination with Item 5.G. above. MOTION: by Cindy Hart, seconded by Noel Hammill, recommending the reconfiguration of the two tennis courts to four pickleball court at Cedar Knolls Park. VOTE: Yes – 5, No – 0 ITEM 5.I. Agenda Items – Johnny Cake Ridge Park Legion Field Bleacher Donation Director Bernstein noted long time Apple Valley resident and baseball fan Norlan Smith wishes to make a contribution to the City to improve the seating capacity with a ten-row bleacher system at Legion Field of Johnny Cake Ridge Park. Staff has been working with representatives of the - 3 of 5 - CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE May 2, 2013 76’ers baseball organization and the American Legion on installation complications, noting the intrinsic costs associated with the project. MOTION: by Patrick Sullivan, seconded by Brent Schulz, recognizing the proposed donation to assist with the cost of bleachers at Legion Field, with the project coordination and acceptance by Staff, and recommending City Council acceptance of same. VOTE: Yes – 5, No – 0 ITEM 5.J. Agenda Items – Valleywood Operations – Verbal Status Update Valleywood Golf Course Manager Jim Zinck noted the spring weather has not yet been favorable for golf, but the clubhouse has hosted a variety of off-season indoor events since opening. A new golf league and expansion of the men’s club was reported. The course is scheduled to hold an MGA (Minnesota Golf) qualifying event in a couple of weeks and the Minnesota Public Golf Association fall banquet. Staff is working with the Women’s Public Golf Association to schedule an event next spring. The new facility continues to evolve. Discussion involved financial reporting, shift to accounting by profit center, costs designated as construction or operational, and the upgraded communication between Finance Dept. software and Valleywood operations. ITEM 6.A. Other – Reminders: Summer Brochure is available online, Pools Open the first weekend in June, Summer Music Concert Series at Kelley Park starts June 7, 2013. Concert dates and scheduled performers promoted on cable Channel 16 and the City website, as well as listed in the Parks and Recreation Summer brochure. ITEM 6.B. Other – Next Meeting Date – September 5, 2013 Next regular meeting of the Parks and Recreation Advisory Committee is scheduled for Thursday, September 5, 2013. ITEM 7. Adjourn There being no further business, the Parks and Recreation Advisory Committee meeting was adjourned.
