Minutes of the June 10, 2013, Apple Valley Parks and Recreation Advisory Committee.
PRESENT: Parks and Recreation Advisory Committee Chair Lee Strom; Committee Secretary
Patrick Sullivan; Committee Members Noel Hammill, Darrell Retka, and Brenton Schulz; Parks and
Recreation Director Barry Bernstein; Parks Superintendent Tom Adamini; Recreation Superintendent
Scott Breuer; Department Assistant Dorene Perkins Monn; Community Development Director Bruce
Nordquist; City Planner Tom Lovelace; Arcon Development Representative Scott Johnson; and
Richard Carter, Terry Taylor and two other members of the area Pickleball organization.
ABSENT: Cindy Hart

Committee Chair Strom called the meeting to order at 7:00 p.m.

Approval of Agenda
MOTION: by Sullivan, seconded by Retka to approve the agenda as presented.
VOTE: Yes – 5, No – 0

Chair Strom invited anyone present wishing to bring an item not on the agenda up for discussion
to please step forward. No one requested to speak.
ITEM 3.
Approval of the Minutes for May 2, 2013, Minutes.
MOTION: by Retka, seconded by Hammill, to approve the May 2, 2013, meeting
minutes as presented.
VOTE: Yes – 5, No – 0
ITEM 4.A.
Agenda Items – Quarry Ponds (Arcon Development)
City Planner Lovelace presented the Preliminary Plat and Grading Plan for the Quarry Ponds
development and the North Creek Greenway Proposed Alignment map. Previously discussed at
the May 2, 2013, meeting was the 27 acre project known as Arcon Development, discussion of a
Comprehensive Plan amendment as it related to the development, as well as the issue of the
Greenway Regional Trail proposed. The development discussion brought back to the Committee
as a 56 acre Quarry Ponds development.

Item before the Committee is the requirement as set for subdivisions by City code that requires
park dedication. Part of the park dedication, depending on the type of use, differs and differs for
the cost per acre. The current plat does not indicate park land and it is anticipated the developer
will participate in park dedication by cash in lieu of land.
City Planner Lovelace reported the North Creek Greenway Proposed Alignment map presented

depicts City and County staffs’ preferred design south of 157 Street. Discussion included the
automobile traffic count on area roads and potential over or under passes for pedestrian traffic,
potential future expansion of Regatta Park located to the northwest, and future potential northern
expansion of Quarry Point Park.
MOTION: by Sullivan, seconded by Schulz, recommending City Council accept
cash in lieu of park land dedication for the Quarry Ponds Addition as

well as the preferred North Creek Greenway Alignment south of 157
Street through Quarry Point Park as presented.

ITEM 4.B.
Agenda Items – Outdoor Pickleball Courts
Director Bernstein presented a photo of Rosemount’s dedicated pickleball courts, the definition of
pickleball, and background information on Apple Valley’s pickleball program. Existing
pickleball courts are located at Hagemeister Park, Pennock Park, and in Apple Valley Community
Center.
Criteria used by staff in consideration of possible outdoor dedicated pickleball courts include:
parking, surface, access, location, impact to neighborhood, and tennis play. Locations considered
include: Farquar Park, Scott Park, Cedar Knolls Park, Delaney Park, Hagemeister Park, and the
hockey rink located on the south side of Apple Valley Community Center.
Director Bernstein outlined the reasons the Apple Valley Community Center’s center hockey rink
is the preferred site: preferred by the local pickleball community, meets the evaluation criteria,
space allows for up to six courts, multi-generational opportunity with the open playground
program in the park, and ample parking and lights are available. Staff reported the Apple Valley
Hockey Association is agreeable to the removal of the rink from the winter ice hockey schedule,
with replacement of the usage hours at a different hockey rink location.
Discussion included consideration of a teen center location, cost of lights, cost of court
construction, and the need for potential rink sites as replacement vs not removing the rink usage
hours for the hockey association.
Richard Carter of pickleball.com and midwestpickleball.com addressed the Committee with
information about the local pickleball participation, location/design consideration, and upcoming
pickleball opportunities. Terry Taylor of the Rosemount/Dakota County Pickleball Club
endorsed the Apple Valley Community Center pickleball court recommendation and outlined his
goals to organize the Dakota County pickleball players.

MOTION: by Sullivan, seconded by Schulz, instructing staff to move forward with
the outdoor dedicated pickleball courts to be located within the center
hockey rink area at the Apple Valley Community Center.
VOTE: Yes – 4, No – 1 (Retka)

There being no further business, the Parks and Recreation Advisory Committee meeting was
adjourned.
