CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE November 21, 1995 Minutes of the Apple Valley Parks and Recreation Advisory Committee held November 21, 1995 at Apple Valley Community Center. PRESENT: Chairperson Greg Kopischke; Committee Members Charlie Maus, Laura Steadman,Royal Bakke, John DiRico (left at 6:40pm) and Russ DeFauw ; Park and (arrived at 6:35pm)(arrived at 6:41pm) Recreation Director Randy Johnson; Park Maintenance Superintendent Tom Adamini; and Valleywood Golf Course Manager Rick Dodge.. ABSENT: Tina Rankin. ITEM #1. Chairperson Greg Kopischke called the meeting to order at 6:33 p.m. ITEM #2. Approval of Agenda. MOTION: by Charlie Maus, seconded by Royal Bakke to approve the agenda as presented. VOTE: Yes - 4, No - 0 ITEM #3. Approval of October 1995 Minutes. MOTION: by Charlie Maus, seconded by Laura Steadman to approve the October 1995 minutes as presented. VOTE: Yes - 4, No - 0 1 ITEM #4. Award Presentation to Laura Steadman for service to the Park and Recreation Advisory Committee. Randy Johnson gave a thank you on behalf of the staff on the for the youth viewpoint perspective/insight Ms. Steadman has given. Chairman Kopischke gave a thank you on behalf of the City Council, Planning Commission, Staff, Park and Recreation Advisory Committee and the public for Ms. Steadman’s committment of time. Ms. Steadman said thank you to the Park and Recreation Advisory Committee for the learning experience. She’ll take those experiences with her in future endeavors. ITEM #5.A. New Business - Private golf cart usage at Valleywood Golf Course. Copies of Rick Dodge’s memo to Randy Johnson regarding the private cart usage at Valleywood was distributed to the Committee members. Main topics of concern discussed were the liability factor and revenue losses to the City by allowing the private carts at Valleywood. Currently there are seven carts stored and one transported daily at Valleywood during the season. Four of the owners are Apple Valley residents. These patrons are season pass holders, and have been at the course in excess of five years. They have been grandfathered in. Other requests to store private carts at Valleywood have been denied. Upwards of 80% of the Metro golf courses do not allow private carts. Cart rental is the second source of revenue for the golf course after green fees. 2 MOTION: by Russ DeFauw, seconded by Charlie Maus to recommend termination of the allowance of private golf carts to be used and/or stored at Valleywood Golf Course effective immediately for implementation for the upcoming season. ADDENDUM: Recommend authorizing Valleywood Golf Course Manager Rick Dodge to offer reduced rates for cart rental during the upcoming season as a good will jesture to the eight people affected by the policy change. VOTE: Yes - 4, No - 0 ITEM #5.B. New Business - Hayes Park Arena Grand Opening A special thank you/dedication by invitation only is slated for December 14th at 7:00 p.m. A general public grand opening with open skating and reduced food sales rates is scheduled for December 27th. Mr. Johnson reports that Staff has been very happy with the project results provided by Kraus-Anderson. Arena Manager Gary Pietig and Park Superintendent Tom Adamini have also put a lot of quality work into the project. Committee members reported receiving some unsolisited compliments on th arena. The project is approximately $50,000 under budget. That amount will be placed in escrow for a year to add additional items that arise. ITEM #6.A. Old Business - Potential naming of Wallace Park. The murder trial was completed approximately three weeks ago. Tom Adamini, representing the Park Maintenance Department, recommends the naming of the park located at Pennock Avenue and 138th Street after former employee and victim Keith Wallace. MOTION: by Charlie Maus, seconded by Russ DeFauw to name Wallace Park the park . VOTE: Yes - 5, No - 0 Staff recommends a formal ribbon cutting ceremony in the spring of 1996 with invitations extended to the Wallace Family to attend. 3 ITEM #6.B. Senior Center construction update. The contractor has a 150 day contract to complete the construction job. Currently two to three weeks behind schedule, a February opening is still anticipated. Staff will be meeting next week with Senior Citizen representatives to determine furnishing purchases for the building. Park Maintenance crews will start rennovation work on the older section of Hayes next week, tying the old and new parts of the building together by using the $15,000 allocation from park dedication approved earlier this year. ITEM #7. Other Next Meeting: Scheduled to meet at the Apple Valley Community Center at 6:30 p.m. December 19, 1995. Mr. Johnson has contacted the Apple Valley High School Principal to request recommendations for a replacement youth representative to the Park and Recreation Advisory Committee. Groundbreaking ceremony for District #196 fourth highschool is set for December 5, 1995 at 3:00 p.m. Rough grading has already begun for development of some of the athletic fields. ITEM #7. Adjourn. There being no further business, the Park and Recreation Advisory Committee meeting was adjourned.
