Minutes of the Board of Review meeting for the City of Apple Valley, Dakota
County, Minnesota, held May 2nd, 1991, at 7:00 o'clock p.m. at Apple Valley
Community Center, 14603 Hayes Road.
PRESENT: Mayor Holton; Councilmembers Goodwin, Humphrey (attended at 7:30
p.m.) and Sterling.
ABSENT: Councilmember Erickson.
City staff members present were: City Administrator Melena, City Clerk
Mueller, Finance Director Ballenger and Assistant Finance Director Eklund.
Mayor Holton called the meeting to order at 7:00 p.m. He stated the purpose
of the meeting is to review property valuations in the City for 1991. He
noted that, though the meeting is for the purpose of reviewing valuations,
information on the current property taxes has been prepared.
Mr. Ballenger reviewed a comparison of the City's 1989 and 1990 tax levies and
budgets. He also reviewed a handout comparing the city, county and school
district tax rates and property taxes on various valued sample homes for the
past five years.
Marvin Pulju, Dakota County Assessor, was present as was Bill Peterson,
Residential Computer Valuation Manager of the Assessor's Office, who said
staff appraisers from their office would be meeting with the residents
individually to review their property records and he asked everyone to sign
the attendance roster.
Mr. Peterson said there were minimal changes in values overall this year. The
median increase was one tenth of one percent. The computer assisted valuation
method was used to calculate residential values. This system recalculates all
values every year instead of using percentage increases. It recognizes and
allows adjustments of more characteristics of the property than was possible
before. It was not used for condominiums this year.
The meeting was recessed at 7:30 p.m. and all persons in attendance were given
an opportunity to review the Assessor's property records. (Councilmember
Humphrey attended at this time.) The meeting was reconvened at 8:25 p.m.
Mr. Peterson reported that 39 property owners signed the attendance roster and
met with their staff. Appointments have been scheduled for call back reviews
with about 20 of these. They will also be conducting reviews with those who
have submitted written requests to their office and to the City Council. The
City received five letters requesting reviews on property at: 5211 West 149th
Street; 14352 Ebony Lane; 14641 Embassy Avenue; 7640 West 146th Street; and
the Big Apple Mall at 147th and Pennock.

Tha City's total market value for 1990 was $1,153,953,100, with net tax
capacity of $22,616,575, and is estimated at $1,232,381,900, with net tax
capacity of $24,783,461, for 1991; a 6.8 percent increase in market value.
The final total will not be available until later this summer.
