HomeMy WebLinkAbout05/16/2000 ITEM #3. CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE May 16, 2000 Minutes of the Apple Valley Parks and Recreation Advisory Committee held May 16, 2000. PRESENT: Committee Chair Greg Kopischke; Committee Members Royal Bakke, John DiRico, Russ DeFauw, and Priscilla ; Parks and Recreation Director Randy Johnson; and Zee Arena Manager Gary Pietig. ABSENT: Charlie Maus and Tina Rankin. ITEM #1. Committee Chair Greg Kopischke called the meeting to order at 6:35 p.m. ITEM #2. Approval of Agenda. MOTION: by John DiRico, seconded by Russ DeFauw to approve the agenda as presented. VOTE: Yes - 5, No - 0 ITEM #3. Approval of March 2000 Minutes. MOTION: by Russ DeFauw, seconded by John DiRico to approve the minutes as presented. VOTE: Yes - 5, No – 0 1 ITEM #4.A. New Business – Request from ISD #196 to use additional City ice time at Sports Arena for school events. As outlined in the memo from Randy Johnson, the City of Apple Valley and Independent School District #196 share the usage and cost of the Apple Valley Sports Arena. According the agreement, the School District has control of the school day hours for their practices and games, and is also entitled to host twenty events during the City control hours, after 6:00 p.m. and on weekends. The number of School District events hosted during City time has increased over the years to 39 events in 1999-2000. The School District pays the going rate for use of these hours. The 2000-2001 School request for time during City controlled hours has increased to 48 events. Gary Pietig and Randy Johnson have met with the youth hockey representatives from Apple Valley Hockey Association and Eastview Hockey Association, and the Athletic Directors from Apple Valley High School and Eastview High School. The youth hockey representatives believe they could adjust their ice schedules to accommodate the lost practice hours; however, the Parks and Recreation Department staff is also concerned with the loss of Open Skate hours. Next year’s request results in an approximately 40% loss of hours for the public’s use. Mr. Pietig distributed copies of the School’s proposed calendar schedule for informational purposes. Apple Valley High School Athletic Director Scott Larson has indicated that the school wants to be a good partner, and will try to move two of the new requests for Saturday hours off the schedule. Mr. Pietig stated that the average per session of Open Skating at the Sports Arena is between 50 and 75 attendees. Open Skating is scheduled Wednesday evenings, Saturday and Sunday afternoons. Hayes Park Arena has Open Skating on Monday evenings only. It seems that each Open Skating day has their own personality, families, teens, etc. Staff predicts that the ice time usage is only going to get tougher. Expansion of the School District’s hockey program was precipitated by the ISD #196’s loss of good players to other districts that allow more practice and game time on the ice. Staff is looking for a recommendation from the Parks and Recreation Advisory Committee on how to proceed with the 2 request for additional ice time from the School District. Russ DeFauw recommended giving the School District all four of the additionally requested dates. Open Skating has Wednesday, Saturday, and Sunday, plus all the outdoor ice. He asked where would we be if the City of Apple Valley had to provide all the venues that the School District provides. The City needs the School District and the goodwill the time allowance would provide. The caveat is to make sure the School District realizes this and the City of Apple Valley may ask for a favor someday. The bulk of the new requests are in January. John DiRico suggested setting the schedule as every other Saturday School District time and opposite Saturdays as Open Skating. MOTION: by Russ DeFauw, seconded by John DiRico to recommend granting the three additional dates to the School District, but suggest that they try to split the days up between January and February. Also recommend that Randy Johnson, Parks and Recreation Director, and Gary Pietig, Arena Manager, work with the High School Athletic Director to move one of the January Saturday requests to February. DISCUSSION: Gary Pietig stated that he is concerned that the requests for time will continue to escalate. Believes that the Sports Arena can accommodate the additional hours for 2000-2001, but would like to see a cap on the maximum hours. Randy Johnson believes staff can make it work, but also concurs with Gary Pietig regarding the maximum hours cap. Greg Kopischke suggested an amendment to the motion giving a maximum-hours cap and imposing a timeframe of one year to the agreement. He would like to test the new schedule for public reaction. He also suggested the motion wording state “up to three additional dates.” Mr. DeFauw asked, “How many strong complaints do you have to get before you pull the rug out?” Mr. Kopischke stated, “If we see this as a strong reaction, it gives us an out.” 3 Mr. Johnson interjected, “We do have the option to review (the agreement) each year.” Mr. Kopischke suggested dropping the amendment to the motion. Mr. DiRico noted that the School District has requested the first Saturday in two of the schedule months and the third Saturday in two of the schedule months. As a guideline, the first and third Saturday looks good. It gives the School District two dates each month. Mr. DeFauw suggested the Committee recommend the three dates requested and allow Gary Pietig and Randy Johnson to do their thing without tying their hands. The Athletic Directors will have some issues they’ll need to deal with also. Can’t believe that between the two organizations they can’t work it out with good faith. VOTE: Yes - 5, No - 0 4 ITEM #5.A. Old Business – Traditions Neighborhood Park. Greg Kopischke, speaking as the project representative, reported that the developer is working with the City of Apple Valley representative, Tom Lovelace, on conceptual refinement of the plans for the development. They have reached some agreement with the City as to the storm water retention, etc. The Parks and Recreation Advisory Committee will likely see more detailed information regarding this development at next month’s meeting. ITEM #6.A. Other. – Request for a special meeting on June 20, 2000 to review playground equipment proposals. Mr. Johnson suggested a 6:30 p.m. picnic lunch at Redwood Park to review the playground equipment proposals for Regatta Park and one older site not yet named. Manufacturers will be invited to bring diagrams and examples of their products. ITEM #6.B. Other. – Valleywood hosting Links Championship. Valleywood Golf Course will host the Links Championship golf tournament May 20 and 21, 2000. This very prestigious event will bring golfers from around the State to Valleywood. Compliments to Rick Dodge, Valleywood Manager, and his staff. ITEM #7. Adjourn. There being no further business, the Parks and Recreation Advisory Committee meeting was adjourned.
