PARKS AND RECREATION ADVISORY COMMITTEE
November 21, 2000
Minutes of the Apple Valley Parks and Recreation Advisory Committee held November 21,
2000.
PRESENT: Committee Members Russ DeFauw; John DiRico, Charlies Maus, and Tina
Rankin; Parks and Recreation Director Randy Johnson; Recreation Supervisor
Jim Zinck.
ABSENT: Greg Kopischke.
ITEM #1.
Committee Acting Chair Charlie Maus called the meeting to order at 6:35 p.m.
ITEM #2.
Approval of Agenda.
MOTION: by Russ DeFauw, seconded by John DiRico to approve the
agenda as presented.
VOTE: Yes – 4, No – 0
ITEM #3.
Approval of September 2000 Minutes.
MOTION: by Russ DeFauw, seconded by Charlie Maus to approve the
minutes as presented.
VOTE: Yes – 4, No – 0
ITEM #4.A.
New Business – Valleywood 2000 Financials
The three year comparison summary report for Valleywood Golf Course shows an all-
time revenue high in 2000. The rounds of golf were lighter as compared to 1998 due to
early season weather conditions. The number of season passes were down slightly,
bringing the average per round revenue up to $18.19. Total revenue should be on the plus
side approximately $60,000 to $100,000 over expenses.
Staff is working on the 2001 budget, expecting an approximate 3 - 4% increase on all
fees. No major increases are anticipated in employee costs.
A majority of the season passes are held by residents of Apple Valley. Jim Zinck
reported the number of passes is about the same as 1999; however, the times they’re
playing and affect on the revenue dollars has changed.

Mr. DeFauw requested specific information on the number of season passes, resident vs.
non-resident. He also requested data on the 18 hole vs 9 hole rounds.
Mr. DeFauw stated that if the City is going to run a breakeven operation, then breakeven
for the residents of Apple Valley. If the daily fee players are 80% of the rounds, this is
advancing our mission of promoting reasonable golf at a reasonably maintained course to
serve the residents of Apple Valley.
Valleywood management feels, according to survey data, that Valleywood is right where
they should be with the cost per round. Mr. Johnson stated that all in all it was a pretty
good year at Valleywood, topped off with the Junior Olympic cross-country run on
November 11, 2000.
Discussion was held regarding altering the current seven-day per week season pass to a
six-days per week pass (Sunday through Friday) in 2001.
MOTION: by Russ DeFauw, seconded by Tina Rankin, recommending
placing Valleywood Season Pass discussion on the January 2001
Parks and Recreation Advisory Committee agenda .
VOTE: Yes – 4, No – 0
Mr. Johnson reported that he has received indication from City Councilmembers
recommending staff do some preliminary discussion of a new Valleywood clubhouse.
Manager Rick Dodge and Recreation Supervisor Jim Zinck have been looking at other
courses and suggested options.
Mr. Johnson encouraged the Committee to look at long-range plans to fund parks and
recreation, possibly by placing a special assessment on the water bill. The City of Edina
currently does this.
ITEM 5.A
. Old Business – Alimagnet Gate Closing.
After some discussion by City Council, Director of Parks and Recreation Randy Johnson
was given administrative discretion regarding the gate locking at Alimagnet Park. The
gate will be locked through the end of the school year. Park Maintenance will open the
gate for pre-reserved picnic groups. The residents in attendance at the September Parks
and Recreation Advisory Committee meeting and Lance Huston have been notified of
this arrangement.
ITEM 5.A
. Old Business – Traditions/Cobblestone Development.
The developer is working with the Planning Department and the State of Minnesota on
the environmental study for this property. Mr. Johnson has requested Sherry Buss of the
City’s engineering firm of Bonestroo, Rosene and Anderlik put together a plan for this
proposed park property, something similar to what the City would normally do with this
type of park. The plan should be based on a 32 acre park, with trail connection to Apple
Valley East trail and around the lake, with parking. The City attorney has advised that

the City can dictate where the developer places the trails and what land area can be
allocated as park dedication.
Mr. DeFauw recommended requiring maintenance dollars from the developer due to the
high amount of maintenance this park could require. He also asked for a maintenance
comparison estimate of the usual costs vs. this style of park for the January Parks and
Recreation Advisory Committee meeting.
After some discussion,
MOTION: by Russ DeFauw, seconded by Tina Rankin to request Greg
Kopischke abstain from any discussion regarding the
Traditions/Cobblestone Development to the Parks and
Recreation Advisory Committee. This is due to Mr. Kopischke’s
dual role as committee member and advisor to the developer.

ITEM 6.A.
Other – Recreation Supervisor Steve Skinner.
New Parks and Recreation Department hire Steve Skinner began employment
November 13, 2000. His most recent experience has been at the St. Paul Jewish
Community Center pool operations and fitness center. Mr. Skinner will work as
the aquatic coordinator for Apple Valley.
ITEM 6.A.
Other –
The Apple Valley Family Aquatic Center has three underground pipes that are
leaking due to defective pre-manufactured elbow fittings. The leaks will be
repaired before next season. Staff will work with Olympic Pools to cover this
repair as a warranty item. They’re working through this with the City attorney’s
help.

There being no further business, the Parks and Recreation Advisory Committee meeting
was adjourned.
