PRESENT: Chair Person Greg Kopischke; Committee Members John DiRico; Russ DeFauw, Charlie Maus, Tina Rankin, and Loren Hegland; Parks and Recreation Director Randy Johnson; Arena Manager Gary Pietig; and Valleywood Golf Course Manager Rick Dodge. ABSENT: Committee Member Sarah Johnston. ITEM #1. Chair Greg Kopischke called the meeting to order at 6:30 p.m. ITEM #2. Approval of Agenda. Mr. Johnson requested the delay of the group photo until the January meeting. The photo is scheduled to be in the Apple Valley Parks and Recreation Spring 2002 brochure. MOTION: by Tina Rankin, seconded by Charlie Maus to approve the agenda with the deletion of Item 5.C. Group Photo. VOTE: Yes – 6, No – 0 ITEM #3. Approval of September 2001 Minutes. MOTION: by Tina Rankin, seconded by Charlie Maus to approve the minutes as presented. VOTE: Yes – 5, No – 0, Abstain – 1 (Kopischke) 1 ITEM #4.A. Arenas’ Proposed Fee Schedule for 2002. Mr. Pietig reviewed the proposed 2002 ice rental fees for the Sports Arena and Hayes Park Arena. The $5 increase per hour is comparable to other arenas in the area. Mr. Johnson stated that the fees are based on what is needed to cover the maintenance and increased energy costs. Non-prime time hours are considered anytime after 11:00 p.m. seven days per week. Typically, the Sports Arena is in use from 5:30 a.m. to 11:30 p.m. during the winter months. The Hayes Park Arena usage usually starts about 2:00 p.m. and runs until approximately 11:00 p.m. The Arena sells hours in the early morning to the high school. MOTION: by Greg Kopischke, seconded by Charlie Maus to recommend approval of the proposed 2002-2003 Sports Arena and Hayes Park Arena ice rental fees as presented. VOTE: Yes – 6, No – 0 ITEM 4.B . Valleywood’s Proposed Fee Schedule for 2002. Staff reported that next year’s proposed fees indicate an approximate increase of 3–4% over the 2001 fees. Most area courses have not set their 2002 fees yet, since they’re still open for the 2001 season. Mr. Dodge stated that for the first time, some courses are looking at no increase in fees or even reducing fees for the upcoming season. Golf fees reflect maintenance, personnel, and energy costs Valleywood Golf Course is an enterprise fund and must cover its costs with revenue produced. Mr. Hegland proposed no increase in daily fees for 2002. He said there would be some value to hold the cost and being able to explain that the fees were held to the 2001 rates. He suggested looking at the Fall rates, when golfers were able to use the senior rates, look at the number of people. He stated that it’s not because of the other courses closing, people are attracted by the Fall rates. Price affects where they go. Mr. Dodge told the Committee that there have been three or four new courses open in the area during the last couple of years. The weather factor tends to even out, but the additional courses deplete the number of players per course. Staff must be more creative in how they market. Mr. Dodge also stated that he believes the golf construction boom is over, and he doesn’t see many more courses being built in the near future. Mr. DeFauw questioned whether it is time to revisit the season pass issue. He stated that what has been done with the season pass (numbers and usage rates) has been phenomenal. He presented the idea of lowering the season pass rate, but make it valid weekdays only. Sharpen the mix to increase revenue. Discussion continued regarding the restriction of season pass days/hours, the cost per round, and the possible elimination of the season pass in the future. MOTION: by Russ DeFauw, seconded by Charlie Maus to recommend no increase in basic greens fee rates for 2002, and offering the 2 season pass, per existing policy of accepting the grandfathering of those non-resident season pass holders, at a reduced rate restricted to Monday through Thursday. Also, remove the early purchase option and offer the season pass at a flat rate. DISCUSSION: Mr. Hegland suggests that if the season pass is eventually eliminated, he would like to see a “resident” break on green fees in the future. Mr. DeFauw suggested looking at a patron card next fall as an option. Mr. Johnson mentioned that another factor in the determination of rates will be the clubhouse (possible) construction. VOTE: Yes – 6, No – 0 ITEM 5.A . Update on 2001 Projects: 1) Valley Middle Shelter The roof has been replaced and a snack bar area constructed. The project has been on budget and on time. 2) Regatta Park Construction photos were distributed for Committee review. The park includes a soccer/softball combination field. Staff reports already receiving calls from area residence thanking the city for a nice park. Staff thanked the Committee for their backing of these projects. ITEM 5.B Update on Cobblestone Lake Park. Staff took the Committee’s recommendation of endorsement on the Cobblestone Lake Park plan concept, with a proposed budget of $900,000, and staff pursuit of a joint powers agreement to City Council. The city attorney drew up a comprehensive agreement, and the agreement was signed at the last Council meeting. ITEM 6.A. Adjourn There being no further business, the Parks and Recreation Advisory Committee meeting was adjourned.
