CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE March 19, 1996 Minutes of the Apple Valley Parks and Recreation Advisory Committee held March 19, 1996 at the Apple Valley Senior Center. PRESENT: Chairperson Greg Kopischke; Committee Members Charlie Maus , Royal Bakke, John DiRico, Russ DeFauw, (arrived at 7:06 p.m.) and Andy Gustafson; Park and Recreation Director Randy Johnson; and Park Maintenance Superintendent Tom Adamini. ABSENT: Tina Rankin. ITEM #1. Chairperson Greg Kopischke called the meeting to order at 6:35 p.m. ITEM #2. Approval of Agenda. Request by Randy Johnson to add ITEM 5.B. Park and Recreation Advisory Committee Spring Photo. Request by Committee Members to move ITEMS 5.A. Tour of Senior Center and 5.B. Tour of Hayes Park Arena to the bottom of the agenda. MOTION: by Russ DeFauw, seconded by John DiRico to approve the agenda with the requested changes. VOTE: Yes - 5, No - 0 ITEM #3. Approval of February 1996 Minutes. MOTION: by Royal Bakke, seconded by Andy Gustafson to approve the February 1996 minutes as presented. 1 VOTE: Yes - 3, No - 0, Abstain - 2 (DiRico and DeFauw) TEM #4.C. New Business - Receive Lakeville Survey on Students’ Attitudes Towards Leisure Activities. The survey was presented as food for thought to the Committee Members. A key point is that at the middle school age group, activities should be for a target groups. General open programming doesn’t draw a big number of participants. ITEM #4.D. New Business - Park Dedication Expenditure Request for 1996. City Council has recently discussed tapping into the Park Dedication Fund to construct as many fields of the Central Athletic Complex as possible. Staff estimates the complete project would cost approximately $2 million. The depletion of the Fund would not allow for any park improvements above the General Fund allocation which would amount to approximately $30,000 to $40,000 each year. One big concern is the addition of the new park lands recently acquired were residents will soon be looking for amenities. The Committee was generally opposted to the idea of depleting the Park Dedication fund balance; however, if the City Council decides to take such action, the following suggestions were made: 1) City Council may want to consider this a loan with repayment from the General Fund over a period of time; 2) leaving $75,000 as a minimal balance base; 3) operate some assets such as the golf course and sports arenas at a profit to subsidize capital improvements that can’t be charged for. Committee received staff request for 1996 Park Dedication Funds of $96,000. Last year’s request was for $76,000 with a later request for an additional $23,000. The Committee felt that these are very reasonable “bare bones” requests to maintain a park system of Apple Valley’s size. 2 MOTION: by Greg Kopischke, seconded by John DiRico to approve the staff’s request for 1996 Park Dedication Expenditure Fund in the amount of $96,000, and recommend City Council approval. VOTE: Yes - 5, No - 0 ITEM #5.A. Old Business - Update on Central Athletic Complex. As previously discussed with Item 4.D. ITEM #4.A. Tour of Senior Center. The facility was constructed with $198,000 HRA funds and $50,00 of City Capital Improvement funds. Park Maintenance crews are currently renovating the connecting Hayes building. ITEM #5.B Tour of Hayes Park Arena set up for soccer/baseball/ softball/lacrosse. Turf installation was completed earlier today. Floor area measures 85’ x 200’. Batting cage and pitching machine will installed later. ITEM #6. Other Next Meeting: Scheduled to meet at the Apple Valley Community Center at 6:30 p.m. April 16, 1996. ITEM #7. Adjourn. There being no further business, the Park and Recreation Advisory Committee meeting was adjourned.
