CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE September 17, 1996 Minutes of the Apple Valley Parks and Recreation Advisory Committee held September 17, 1996 at the Apple Valley Community Center. PRESENT: Committee Members Charlie Maus, Royal Bakke, Andy Gustafson, and Tina Rankin; Park and Recreation Director Randy Johnson. ABSENT: Greg Kopischke, Russ DeFauw and John DiRico. ITEM #1. Acting Chairperson Tina Rankin called the meeting to order at 6:40 p.m. ITEM #2. Approval of Agenda. MOTION: by Charlie Maus, seconded by Andy Gustafson to approve the agenda as presented. VOTE: Yes - 4, No - 0 ITEM #3. Approval of June 1996 Minutes. MOTION: by Charlie, seconded by Andy Gustafson to approve the June 1996 minutes as presented. VOTE: Yes - 3, No - 0, Abstain - 1 (Rankin) 1 ITEM #4.A. New Business - Annual Budget/Park Dedication Fund Update. During the last several years, the park dedication fund has been accessed to provide park maintenance project funding such as repair of hockeyrink boards, blacktop, etc. Earlier this year, City Council suggested placing an account in the general fund budget for these kinds of items, leaving the park dedication fund for park acquisitions. City staff presented an amount of $100,000 in the proposed 1996 general fund budget. After the formal budget review process, final approval by City Council will be in December 1996. ITEM #5.A. Old Business - Central Athletic Complex/High School #4 (Eastview). Earlier this year, City Council authorized park dedication fund expenditures of approximately $218,000 to construct multi-use athletic fields at the Central Athletic Complex. In July, Park staff were instructed to proceed with the construction of these fields. Acknowledging that it would cost more than the $218,000 to complete the desired number of fields prior to the opening of the school in the fall of 1997, Independent School District #196 authorized an additional $218,0000 to assist with the construction of seven multi-use fields in the northern section of the site, with the understanding that the City of Apple Valley would reimburse the School District with the same amount at a later date, to fund construction of fields on the southern section of the site. The field construction process was expedited by attaching to the high school project with change orders, eliminating the need to acquire formal bids. The $436,000 will fund the grading, seeding, irrigation and backstops for these fields. Seeding to be completed in September of 1996. Theoretically, the fields should be playable in the fall of 1997. 2 ITEM #6.B. Other - Park Bond Issue Preliminary Discussion. City Council instructed Randy Johnson to start preliminary park bond issue discussions with the Park Advisory Committee - compiling a list of proposed projects that could be addressed with a park bond; how would leadership of the park bond drive be handled, i.e. by Committee members themselves or by a separate committee; a timeline for a bond referendum, etc. Randy Johnson agreed to submit a list of staff recommended projects, to include in a proposed bond referendum, to the Park and Recreation Advisory Committee within the next couple of weeks. One item that will be included on the staff list, will be the additional funding for completion of the Central Athletic Complex fields. Mr. Johnson also agreed to have available at the next Park and Recreation Advisory Committee meeting; a list of the current bond items that are nearing completion and those that have been recently completed, and information on some successful bond campaigns. ITEM #6.A. Other - Wallace Park Dedication - October 15. Staff proposed a dedication of the park at 138th Street and Pennock Avenue, prior to the next Park Advisory Committee meeting, as Wallace Park in honor of the former park maintenance employee, Keith Wallace. ITEM #6.A. Other - With the construction of the new Eastview High School in Apple Valley, the Valley Athletic Association and Rosemount Area Athletic Association participant boundaries could be affected. Preliminary discussions have been held between Park and Recreation staff and the local youth athletic association representatives. Next Meeting of the Park and Recreation Advisory Committee to be scheduled for Tuesday, October 15, 1996. 3 ITEM #7. Adjourn. There being no further business, the Park and Recreation Advisory Committee meeting was adjourned.
