CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE October 15, 1996 Minutes of the Apple Valley Parks and Recreation Advisory Committee held October 15, 1996. Wallace Park dedication ceremony began on site at 5:00 p.m. with a picnic dinner, followed by presentation and unveiling of the official park sign. Several Wallace family members were present, along with City employees, City Council members and Park Advisory Committee members. Informal discussion by the Park and Recreation Advisory Committee was held at Wallace Park regarding a possible bond issue. Those present included: Greg Kopischke, John DiRico, Tina Rankin, and Charlie Maus. Discussion included a review of the list of items presented by the Park and Recreation Department staff as potential bond issue items; should a referendum be a single question or split into three or four questions; if a multi-question vote, what items to group together, i.e. central athletic complex, aquatic center, third skating arena, and all remaining items; organizational structure of a bond committee; and timelines for a vote. At 6:45 p.m. the Park and Recreation Advisory Committee moved to the Apple Valley Community Center for the official meeting. PRESENT: Committee Members Russ DeFauw, Charlie Maus, Andy Gustafson, and Tina Rankin; Park and Recreation Director Randy Johnson. ABSENT: Greg Kopischke, Royal Bakke and John DiRico. ITEM #1. Acting Chairperson Tina Rankin called the meeting to order at 7:00 p.m. ITEM #2. Approval of Agenda. 1 MOTION: by Russ DeFauw, seconded by Charlie Maus to approve the agenda as presented. VOTE: Yes - 4, No - 0 ITEM #3. Approval of September 1996 Minutes. MOTION: by Russ DeFauw, seconded by Charlie Maus to approve the September 1996 minutes as presented. VOTE: Yes - 4, No - 0 ITEM #4.A. New Business - 1996 Youth Athletics Report Serious consideration has been given to the effect the new Apple Valley high school will have on the area youth athletic organizations. The Park and Recreation Department takes great pains to ensure that a fair division is achieved for the field allocations between Valley Athletic Association (VAA) and Rosemount Area Athletic Association (RAAA) teams. Staff has evaluated the number of Apple Valley residents that participate in each organization, and come up with a 70% for VAA and 30% for RAAA split. Neighboring communities are also feeling the crunch of increasing youth athletic participants vs. the number of fields available and will be evaluating their field allocations in the future also. A meeting is scheduled for October 21, 1996 with the Recreation staff, Valley Athletic Association, Rosemount Area Athletic Association and Eagan Athletic Association to discuss the future structure/status of the youth organizations. ITEM #5.A. Old Business - Bond Issue Discussion. City Council has directed the Park and Recreation Advisory Committee to proceed with bond issue discussions and return to them with their findings and recommendations. Discussion continued as to what to include on a bond referendum; how many items/questions to include on a vote; the evaluation of some of the items in the Recreation staff’s list of potential park bond improvement items; the addition of Moeller Park to the parking lot overlays; fast track vote for Spring of 1997 vs. a Fall vote; and a promotional energizer from Jon Gurban of the Minnesota Recreation and Park Association. Committee members were also given a worksheet showing the tax increase of a $4 million/$6 million/$8 million bond on various priced Apple Valley homes. The Finance Department reports that the average priced home in the city is $110,000. 2 Randy Johnson was asked to bring the following items to the next Advisory Committee meeting: 1)additional information on aquatic centers, 2)progress report to further define priorities, 3)cost break-down of separate bond questions, 4)rough sketch of the Eastview High School new fields, 5)Park Department success track records for the last ten years. ITEM #6. Other Proposal was made to hold an additional Park and Recreation Advisory Committee meeting/worksession in November to discuss the bond referendum. Randy Johnson will notify the committee members of the date of such a meeting. ITEM #7. Adjourn. There being no further business, the Park and Recreation Advisory Committee meeting was adjourned.
