Chairperson Greg Kopischke called the meeting to order at 6:45 p.m.
ITEM #2.
Approval of Agenda.
MOTION: by Tina Rankin, seconded by John DiRico to approve the
agenda as presented.

ITEM #3.
Approval of November 1996 Minutes.
MOTION: by Tina Rankin, seconded by John DiRico to approve the
November 1996 minutes as presented.

New Business - No new business to report.
ITEM #5.A.
Old Business - Bond Issue Discussion
The People for Parks volunteers are members of the community that are
not politically involved with the City. They will assist the City
Council appointed Park and Recreation Advisory Committee in their
pursuit of a successful bond referendum by getting the word out to the
general population. Introductions were made around the table.
Mr. Gurban presented a slide presentation on a successful bond campaign.
His information is based on what might work in the world in general and
the committee will be charged with customizing the information to make
it work for Apple Valley. Some of his main points were:
Get a cover story, have something popular in your referendum,
Develop all kinds of project lists, develop priorities,
Never go to a group for support before you ask for their input,
A referendum requires good strong leadership,
Referendum is a great opportunity to turn dreams into reality,
Involve many groups; i.e., youth athletic assoc., seniors, etc.
Go it alone, don’t hold a vote in conjunction with a national
election, let it stand on it’s own merit,
Four big factors are content, cost, timing and promotion.
Mr. Johnson asked the committees for input on other items that should be
included on the bond referendum list of items. The project should be
wrapped up by the end of May 1997. Anyone interested in volunteering to
join the People for Parks Committee should contact Mr. Johnson.
Committee members reviewed the draft list of 61 questions presented by
Decision Resources Research. The final 40 questions will be used in a
telephone survey conducted by Decision Resources Research at a cost of
approximately $4,000.
ITEM #6.A.
Other - Mighty Ducks Grant Award for Sports Arena Repairs -
$50,000.
The grant money will be used to defray the cost of repairing the
subsurface cooling system in the Sports Arena. Construction will be
done during the summer of 1997.
ITEM #6.B.
Other - Old Fashioned New Years Eve Celebration.
A invitation was extended to everyone present to join the Park and
Recreation Department in an old fashioned celebration to ring in the new

year at the Hayes Park and Apple Valley Community Center. Outdoor
skating, a bon fire, open gym, hot chocolate and popcorn will be some of
the attractions.
- The next Park and Recreation Advisory Committee meeting is scheduled
for Tuesday, January 21, 1997 at 6:30 p.m. at the Apple Valley Community
Center.

There being no further business, the Park and Recreation Advisory
Committee meeting was adjourned.
