Call to Order The meeting was called to order at 7:00 p.m. by Arthur Zimmerman. Members Present: Linda Dolan, Nick Francis, Charles Grawe, Dave McKenzie, Matt Saam, Arthur Zimmerman Members Absent: Joe Shaw Consultants/Alternates Present: Brandon Anderson Others Present: James MacGuffie, Martha-Jane MacGuffie 2. Approval of Agenda MOTION: Ms. Dolan moved, second by Mr. McKenzie, to approve the agenda as presented. Motion passed 6-0. 3. Audience Items There were no audience items. 4. Approval of July 13, 2022 Minutes MOTION: Mr. McKenzie moved, second by Mr. Francis, to approve the Minutes of July 13, 2022. Motion passed 5-0 (Mr. Saam abstained). 5A. Essex Avenue— 142nd and Pilot Knob Lane Stripier Mr. Anderson reported stacking problems in the area of the intersection of 142nd Street and Pilot Knob Road, near the Scott Highlands Middle School. The specific issue is that vehicles are using two separate lanes to cross Pilot Knob Road when the roadway is designed as a single lane crossing. City staff talked with Dakota County and agreed that a striping solution that creates a left turn lane and a combined through and right turn lane would best address the issue. There were some concerns about combining the through lane with either the left or right turn lane. The consensus of the Committee was for the City Engineer to evaluate the turning movements occurring at the intersection and add lane striping as appropriate. 5B. Crosswalk Study Findings —Garrett& Glazier Mr. Anderson said the Engineering Division reviewed and evaluated the possible crosswalk locations over the summer. A pedestrian count was conducted in which there were 61 pedestrians between 6:00 a.m. and 8:00 p.m. There were 14 pedestrians between 12:30 p.m. and 1:30 p.m. and there were three hours in which 10 or more pedestrians were crossing. An established crossing would require ADA compliant improvements, making the project much larger than just adding paint. Mr. Anderson does not recommend proceeding with a project at this time given the small number of conflicts identified in the study and to continue to monitor the situation. 5C. Review of Driver Feedback Sing Data. Mr. Anderson reviewed the collected data. Pennock Avenue remains a concern with 85Ih percentile speeds near 36 miles per hour in a 30 mile per hour zone. Ellice Trail westbound has an 85Ih percentile speed near 35 miles per hour, but the eastbound speed is under 30 miles per hour. Several residents in attendance speculated that Ellice might be a cut-through route for northbound traffic on Pilot Knob Road and for parents heading toward Falcon Ridge Middle School. Ellice Trail is scheduled for reconstruction in the relatively near future and will be changed significantly from its semi-rural current design. The 85Ih percentile speed on Garden View Drive was near 35 miles per hour. 6A.Other Traffic Concerns Communicated to the City of Apple Valley Police Concerns Mr. Francis noted the City continues to receive complaints about noisy trucks on 1601h Street and inquires about application of noise ordinances. He explained that there are no court-approved noise measuring devices that can be applied to vehicles in traffic, thus making noise ordinances unenforceable for traffic. Public Works Concerns Mr. Saam said the Public Works Department is reviewing a study of Diamond Path and 1401h Street. 6B.Educational Issues 1. Ms. Dolan said AAA is using a distracted driving truck for education. 2. Ms. Dolan said AAA will be launching a Move Over for Emergency Vehicles on the side of the road campaign in October and a Crash Responder Safety Week in November. 7. Adjourn MOTION: Mr. Grawe moved, second by Mr. Saam, to adjourn. Motion passed 6-0. Meeting was adjourned at 8:02 p.m.
