Call to Order The meeting was called to order at 7:00 p.m. by Arthur Zimmerman. Members Present: Linda Dolan, Nick Francis, Dave McKenzie, Matt Saam, Joe Shaw, Arthur Zimmerman Members Absent: Charles Grawe Consultants/Alternates Present: Brandon Anderson Others Present: Tom Keating 2. Approval of A eg nda MOTION: Mr. Saam moved, second by Ms. Dolan, to approve the agenda as presented. Motion passed 6-0. 3. Audience Items Mr. Keating expressed concern about bicycle safety. He has been struck several times by vehicles. He is promoting "Start Looking for Bicycles." He requested the Committee consider adding a rider sign under stop signs at intersections that have pathways as well. Engineering staff said there are State regulations about stop signs and staff would need to determine if rider signs are allowed. 4. Approval of September 14, 2022 Minutes MOTION: Mr. Saam moved, second by Mr. Francis, to approve the Minutes of September 14, 2022. Motion passed 5-0 (Mr. Shaw abstained). 5A. Review of Findings— 140'h and Drommond Trail Crosswalk Mr. Anderson provided a report on a mid-block crosswalk on 140d' Street between Drommond Trail and Erickson Park. A study showed relatively few pedestrian and bike crossings per hour and good site lines for motorists and pedestrians. 140d' Street is scheduled to be reconfigured into a three-lane roadway in the future. The crosswalk would meet warrants for enhancement at that time. 5B. Crosswalk Request at 142nd and Euclid Mr. Anderson said the crosswalk is located on the south end of the Scott Highland Middle School property. Traffic counts indicated about 35 students cross in the crosswalk in the morning and in the afternoon. Engineering staff identified a lighting inadequacy at the crosswalk. Many of the challenges to the crosswalk are created by the high volume of parent pick-up traffic, often parking along 142nd waiting for students. Mr. Anderson proposed a number of pavement marking, signage, and curb improvements to increase visibility of the crosswalk. MOTION: Mr. Saam moved, second by Mr. McKenzie, to recommend installation of the proposed improvements. Motion passed 6-0. 5C. Crosswalk Request at English & 157 h Street Mr. Anderson reviewed site and collected data. The data does not support a mid-block crosswalk at this location. MOTION: Ms. Dolan moved, second by Mr. Francis, to not recommend a mid-block crosswalk at this location. Motion passed 6-0. 5D. Review of Driver Feedback Sign Data Mr. Anderson presented data collected by signs on Pennock Avenue and Walnut Lane. The 85 h percentile speed on southbound Pennock Avenue was more than five miles above the 30 mile per hour speed limit, indicating a significant speeding issue. The 85 h percentile speeds on Walnut Lane were all below 25 miles per hour and well below the posted limit. 5E. Set 2023 Meeting Schedule MOTION: Mr. McKenzie moved, second by Mr. Francis, to approve a regular meeting schedule of January l Ph, March P, May I Oh, July 121" , September 13d', and November 8 h. Motion passed 6-0. 6A.Other Traffic Concerns Communicated to the City of Apple Valley Police Concerns There were no Police concerns. Public Works Concerns There were no Public Works concerns. 6B.Educational Issues 1. Ms. Dolan said there will be free webinars sponsored by the Minnesota Toward Zero Deaths group. 7. Adjourn MOTION: Ms. Dolan moved, second by Mr. McKenzie, to adjourn. Motion passed 6-0. Meeting was adjourned at 8:10 p.m.
