PRESENT: Parks and Recreation Advisory Committee Chair Lee Strom; Committee Secretary Patrick Sullivan; Committee Members Noel Hammill, Cindy Hart, Darrell Retka, and Brenton Schulz; Parks and Recreation Director Barry Bernstein; Recreation Superintendent Scott Breuer; Arena Manager Gary Pietig; Golf Course Manager Jim Zinck; Department Assistant Dorene Perkins Morn; and seventeen members of the public. ABSENT: None ITEM 1. Committee Chair Strom called the meeting to order at 7:00 p.m. ITEM 2. Approval of Agenda MOTION: by Retka, seconded by Sullivan to approve the agenda as presented. VOTE: Yes—6, No—0 Audience— 10 Minutes Total Time Limit—For Items Not on the Agenda Chair Strom invited anyone present wishing to bring an item not on the agenda up for discussion to please step forward. No one came forward to speak. ITEM 4. Approval of the Minutes for August 2013, Minutes. MOTION: by Sullivan, seconded by Hammill, to approve the August 29, 2013, meeting minutes as presented. VOTE: Yes—6, No—0 ITEM 5. A.1. Agenda Items—Cobblestone Lake Park South—discussion —Basketball Court Location Director Bernstein presented. Cobblestone Lake's southern park previously approved plans include a half-court basketball court, unique play feature, and an open/informal play area. Staff reports general comments received list concerns the basketball court will create too much noise, be a teenager hangout, provides no parking. Options are to keep the court in the current location as shown on the park plan, putting up natural screening on three sides of the court, or looking at relocating the court to the Cobblestone Lake western park. Director Bernstein reported receiving several emails regarding the half-court basketball court. Summary information provided in to the Committee under separate cover. - lof4 - CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE November 14, 2013 Suzanne Nelson expressed her desire to have the half-court basketball court relocated to the Cobblestone Lake western park area. She noted the potential for noise and disruption. Supports a basketball court but ask the Committee to put it in the right location. Steve Swenson voiced his support of the half-court basketball court remaining in the southern park. Noted the proposed development plans showing an active play area have been available since 2007. Noted 40 families have expressed support via an on-line petition. Maddie Swenson expressed her support of the basketball court. Dan Wellcome noted noise is a part of a park with children. He is in favor of the park and strongly supports the half-court basketball court remaining in the southern park. Eric Schroeder spoke to the information availability to homebuyers. Suggested the court be located in the Cobblestone Lake western park area. Director Bernstein responded to the lack of parking issue. The calculated strategy by staff, along with the developer, was to remove the parking lot and have the southern park remain more of a neighborhood setting vs. a regional setting, as is proposed for the western park. He stated staff s intent is to have the western park plans evaluated by a professional landscape team for relevance in 2014. As originally presented by the developer many years ago, the park is to include an amphitheater, and the grading as it slopes down toward the water is conducive to a seating area for it. Other components planned are a larger picnic structure, parking area, and restroom facility. No timelines are available for development of the western park area at this time. Committee comments included; parks should include features for all ages, the play structure is designed for older children, potentially moving the court to another part of the park, natural screening of the park, and the designation of neighborhood park vs. community/regional park. Staff was directed by the Committee to bring this discussion item back to the January 2, 2014 Parks and Recreation Advisory Committee meeting, with options for screening, moving the court location within the park, and more information about the western park. ITEM 5. B. Agenda Items—Tintah Park Trail Installation—ISD 4196 property adjacent to the Park Director Bernstein presented information regarding the Independent School District 4196 proposed trail to be located to the west of the School District's new ECFE/ECSE/ABE Building and how it will connect to the current Barbara Savanick Trail. - 2of4 - CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE November 14, 2013 ITEM 5. C.1. Agenda Items—Fee Schedules—Aquatics—Apple Valley Family Aquatic Center and Redwood Pool Recreation Superintendent Breuer presented the 2013 aquatic season report and the 2014 fee proposal. Staff recommended the Apple Valley Family Aquatic Center's exclusive use rentals be adjusted, but all other fees would remain unchanged from 2013. MOTION: by Schulz, seconded by Retka, recommending City Council authorization of the 2014 Aquatic Fees as presented. VOTE: Yes—6, No—0 ITEM 5. C.2. Agenda Items—Fee Schedules—Arenas— Sports Arena and Hayes Park Arena Arena Manager Pietig presented the Sports Arena and Hayes Park Arena 2014-2015 fee proposal. Staff recommended increasing the 2014-2015 prime-time ice rental rates by$5 per hour,but maintaining the non-prime time rate at the 2013 level. MOTION: by Hart, seconded by Sullivan, recommending City Council authorization of the 2014-2015 Sports Arena and Hayes Park Arena Fees as presented. VOTE: Yes—6, No—0 ITEM 5. C.3. Agenda Items—Fee Schedules—Valleywood Golf Course Golf Course Manager Zinck presented the Valleywood Golf Course 2014 fees. Staff recommended maintaining the 2013 rates with no adjustments for 2014. MOTION: by Sullivan, seconded by Hammill, recommending City Council authorization of the 2014 Valleywood Golf Course Fees as presented and granting of the Parks and Recreation Director or designee the latitude to adjust golf course fees for promotions. VOTE: Yes—6, No—0 ITEM 5. D. Agenda Items—Approval of the 2014 Meeting Schedule MOTION: by Hammill, seconded by Sullivan, approving the 2014 Parks and Recreation Advisory Committee meeting schedule as presented. VOTE: Yes—6, No—0 ITEM 5. E. Other—Hockey Rink Replacement at Hagemeister Park—project review Director Bernstein presented photos of the replacement hockey rink construction recently completed internally by Park Maintenance at Hagemeister Park. - 3of4 - CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE November 14, 2013 ITEM 6. Adjourn Chair Strom recognized Committee member Retka's resignation from the Parks and Recreation Advisory Committee and thanked him for his time and committment on the Committee. There being no further business, the Parks and Recreation Advisory Committee meeting was adjourned.
