PRESENT: Parks and Recreation Advisory Committee Chair Brent Schulz; Committee Members Dave Freed, Mark Schori, Lisa Hiebert, Noel Hammill, and Craig Long; Parks and Recreation Director Eric Carlson; Parks Superintendent Mike Endres; Golf Course Manager Jim Zinck; and Administrative Coordinator Kayla Hechsel. ABSENT: Committee Member Matthew Hinrichs and Recreation Facilities Manager Brian Christianson ITEM 1. Call to Order Chair Schulz called the meeting to order at 7:00 p.m. Everyone took part in the Pledge of Allegiance. ITEM 2. Election of Officers — Chair and Secretary MOTION: by Hammill, seconded by Long, approving the election of Parks & Recreation Committee officers by nomination and approval as Chair Brent Schulz and Secretary Lisa Hiebert. Audience —10 Minutes Total Time Limit — For Items Not on the Agenda No one present to speak. CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE November 3, 2022 ITEM 5. Approval of the November 2022 and January 2023 Minutes. MOTION: by Freed, seconded by Schori, to approve the November 3, 2022, minutes as presented. VOTE: Yes — 6, No — 0 MOTION: by Freed, seconded by Long, to approve the January 5, 2023, minutes minus item 6, which is a duplicate from the November 3, 2022, minutes. VOTE: Yes — 6, No — 0 ITEM 6.A. Agenda Items — Acceptance of Committee's 2022 Annual Report By City ordinance, the Committee is required to provide an annual report to the City Council. A staff -prepared Parks & Recreation Advisory Committee's 2022 year-end report was discussed in the informal meeting held just before. MOTION: by Hammill, seconded by Schori, accepting the Parks & Recreation Advisory Committee 2022 annual report as presented. VOTE: Yes — 6, No — 0 ITEM 6.13. Agenda Items — Division Updates In addition to the annual report for the Parks & Recreation Advisory Committee, City Council requires the Parks & Recreation Department to also provide an annual report. The Department's report is filled more detail about all divisions of the Department, including the arenas, parks maintenance, Valleywood Golf Course, and the programs and events put on by recreation staff. Committee Member Hiebert encouraged the public to read through the report once it is posted on the City website. Parks Superintendent Endres gave an update on the Parks Maintenance division. He discussed snow removal statistics, transitioning equipment to summer operations, and performing annual staff evaluations. Committee Member Hiebert inquired if the lack of frost on the ground will damage the turf, and Superintendent Endres said he believes it will actually help the long-term health of the turf. Superintendent also discussed the outdoor skating season, which has concluded for the year. Due to weather conditions, it was one of the shortest outdoor skating seasons we've had. Golf Course Manager Zinck provided a recap of the 2022 season and a preview of the 2023 season. The 2022 season had record revenue, and staff are especially proud of the development and growth they've seen from their food and beverage staff. The 2023 season will be most affected by the renovation of the irrigation system, which will take place in late -2of3- CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE November 3, 2022 summer and will likely negatively impact revenue during the construction. The committee praised the new website. Committee Member Freed questioned the reconstruction of the green on Hole 3, which neighbors the new senior living complex that is currently in construction. Golf Course Manager Zinck explained that the architect and the staff are working to develop mitigation strategies, such as planting more trees along the border. The developer of the senior living complex is also looking into installing netting. MOTION: by Freed, seconded by Hammill, approving the Parks & Recreation Department 2022 annual report as presented. VOTE: Yes — 6, No — 0 ITEM 7. Agenda Items — Committee / Staff Communications Committee Member Freed requested to hear more about piping in music on the patio at Valleywood. Director Carlson highlighted that the statistically accurate community survey has begun and will be going through mid -March. The Morris Leatherman Company is using the survey to gather feedback on the potential parks bond referendum. ITEM 8. Summary April 6, 2023 Regular Included in the agenda packet, you will find written concept proposals and tentative plans for three different trailhead configurations at the Risor Apartments (15380 Garrett Ave). Background The Risor Apartments is a brand new 55+ apartment complex, located at 15380 Garrett Ave, just east of Goodwill. As part of the development agreement, Risor must develop a trailhead gathering place, and the City will maintain it. If a committee member wishes for additional details regarding a specific area, please feel free to discuss during the agenda item or contact Eric at eric.carlson(r&applevalleymn.gov or (952) 953-2310. He will reach out to Brandon on behalf of the Committee. Founder's Lane Trailhead Concepts Apple Valley, Minnesota April 6, 2023 The overall design intent for the Founders Lane Trailhead is to create a small pedestrian node and gathering area adjacent to the new City trail facility and existing sidewalks. Amenities such as seating benches, bike racks, waste and recycling bins, and landscaping create a welcoming place for people to begin their journey on the sidewalks and trails, or a stopping point along their way. Additionally, this is an opportunity to place a "red bench," which is a specially branded, red -colored bench that could be located at areas around the City of Apple Valley as a way -finding device. This trailhead location was formerly within the Southport Airport, and so signage or other design features may recall the history of the site. CONCEPT A Concept A features a concrete plaza at the northeast corner of the site, where the sidewalk on Founders Lane intersects with the new bituminous trail along the apartment driveway. There is an L-shaped concrete bench at the southwest end, with a triangular shade sail above. Bike racks are located on the corner. The concrete at the center of the plaza has a sandblasted pattern engraved into the pavement, showing airplane silhouettes and circular, curved lines representing the flight paths. Integral color in the concrete further divides the pavement between the seating area, main path, and bike parking area. Curved lines in the planting bed and concrete plaza reinforces the theme of flight and motion. CONCEPT B Concept B is comprised of a concrete plaza that is located toward the middle of the site. A concrete path connects the space to the sidewalk along Founders Lane and the new trail along the access driveway on the east. The paths have a geometric shape similar to the former Southport Airport that was located in the area, as depicted in the aerial photo. In contrast to the straight-line paths, the concrete plaza and landscape planting beds form an oval shape that wraps around the plaza and trailhead area. There is a 12' x 8' wood pergola on the west side of the plaza along with 2 benches that forms a small seating area. Bike racks, a fix -it station, waste and recycling receptacles and a red bench are located around the edges. Trees and landscaping form a buffer between the trailhead and the apartment building. CONCEPT C Concept C has a larger, contiguous concrete plaza area with a rectilinear shape. There is a small planting bed at the northeast corner, along with bike racks, a fixit station, and waste receptacles. On the west side of the plaza there are three unique shaped benches which resemble an airplane propeller shape. A large, off -set cantilevered umbrella provides shade for two of the benches. The metal finishes on the benches could be powder -coated red, with natural wood or recycled composite seating slats. At the north end of the plaza, along the Founders Lane sidewalk, there is a larger interpretive sign which could have information about the history of Southport Airport and park and trail way -finding information. Pedestrian Crossing and Rapid Response Flashing Beacon (RRFB) All of the concepts show an improved pedestrian crossing on Founders Lane with an RRFB that would be activated by a push button. A new accessible pedestrian ramp would be constructed on both sides of the crossing, and pavement markings for the crosswalk.
