Minutes of the Apple Valley Parks and Recreation Advisory Committee held
January 21, 1997.

Chairperson Greg Kopischke called the meeting to order at 6:35 p.m.
ITEM #2.
Approval of Agenda.
Keith Sterling, representing the Apple Valley Optimist Club, was
introduced. Request was made to add Mr. Sterling’s discussion topic
(potential teen center) to the agenda.
MOTION: by Tina Rankin, seconded by Charlie Maus to approve the
agenda with the addition.

ITEM #3.
Approval of January 21, 1997 Minutes.
MOTION: by Charlie Maus, seconded by Tina Rankin to approve the
January 1997 minutes as presented.

ITEM #4.A.
New Business - No new business to report.
ITEM #5.A.
Old Business - Continued discussion of park bond issue topics.
Suggestion was made to piggyback the referendum vote with the
Independent School District #196 school board elections on May 20, 1997.
Suggestion was made to have People for Parks representative, Kay Butler
make the formal request for a bond referendum vote at the February 13th
City Council meeting. Dennis Anderson volunteered to step in for her if
she is unable to attend. Park and Recreation Advisory Committee
Chairperson, Greg Kopischke stated that he would also be in attendance.
Notice was given that there may be some additional Parks and Recreation
Advisory Committee and People for Parks meetings between February 18th
and May 20th if Council gives approval to go ahead with the referendum.
Staff was approached by the Optimist Club to include a 3,000 sq. ft.
teen center in the list of potential items for the bond. (The Optimist
Club is two years old, with a membership of 35.) The Club backs the
option of a student directed/parent involvement program at a facility
specifically set aside for teens as a drop in center. Mr. Sterling has
spoken with, and received the support of, the Mayor and two of the City
Council members. He is asking for the Parks and Recreation Advisory
Committee support also. The Optimist Club is conducting an interest
survey of area highschool students. Results should be available in
March. Mr. Sterling stated that he feels the biggest hurdle is the
site. If they can get over that, he can almost guarantee full support
of the bond referendum by the Optimist Club.
Discussion continued as to possible locations, program funding with
concession revenues, staffing, cost, etc. Staff stated that teen
programming is the most difficult because of the inconsistency of
participation.
Discussion continued with the review of other potential items already
named: after staff and architectural review, it was determined that the
additional gymnasium should be full sized, and mainly for youth

organized activities; should an item be placed on the referendum for
the construction funding of the 38 acre parcel of land donated by the
County, earmarked as parkland (southern athletic complex); indoor
aquatic center versus outdoor aquatic center costs and revenues.
Staff foresees an approximately three year phased in process to complete
the referendum items. The initial focus would be the Eastview fields-
athletic complex, then infrastructure by outside contractors as time
permits, with the final phase being the aquatic center.
Results from the public opinion survey being conducted by Decision
Resources, should be available by February 12th.

The next Parks and Recreation Advisory Committee meeting is scheduled
for Tuesday, February 18, 1997 at 6:30 p.m. at the Apple Valley
Community Center.

There being no further business, the Park and Recreation Advisory
Committee meeting was adjourned.
