CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE February 18, 1997 Minutes of the Apple Valley Parks and Recreation Advisory Committee held February 18, 1997. PRESENT: Chairperson Greg Kopischke; Committee Members Royal Bakke, Charlie Maus, Tina Rankin and John DiRico; Park and Recreation Director Randy Johnson; Park Maintenance Superintendent Tom Adamini; Recreation Supervisor Sandy Wagner; People for Parks Volunteers Dennis Anderson, Laurie Anderson, Todd Bichsel, Kay Butler, Linda Crawford, Scott Gedlinski, Barbara Iantosca; and Rosemount Area Athletic Association Representative Steve Reischauer. ABSENT: Russ DeFauw and Andy Gustafson. ITEM #1. Chairperson Greg Kopischke called the meeting to order at 6:35 p.m. ITEM #2. Approval of Agenda. MOTION: by Charlie Maus, seconded by Royal Bakke to approve the agenda as presented. VOTE: Yes - 5, No - 0 ITEM #3. Approval of January 21, 1997 Minutes. MOTION: by Charlie Maus, seconded by Tina Rankin to approve the minutes as presented. VOTE: Yes - 5, No - 0 ITEM #4.A. New Business - No new business to report. 1 ITEM #5.A. Old Business - Continued discussion of park bond issue topics. Staff has received a list of potential candidates, from Lee Strom of the Eastview Athletic Association, for additional volunteers for the People For Parks committee. Staff and committee reviewed the conceptual drawing of the proposed water park, shelter building/teen center and playscapes; and also the agreement between the City and ISD #196 for construction and use of the athletic fields on the Eastview Highschool (Central Athletic Complex) site. Staff research shows that indoor aquatic centers at Maplewood and Shoreview require between $160,000 and $180,000 in subsidies to cover their operation costs: however, outdoor aquatic centers at Bloomington, Richfield and Edina do not require subsidies. The City of Burnsville will be host to a new YMCA, equipped with two indoor pools, very soon. Proposed playscape locations were determined by dividing the City into quadrants. ISD #196 borrowed the construction money to the City of Apple Valley in 1996 to allow grading, seeding and backstop installation on five fields. The money is to be repaid at a later undefined date. Committee was asked to review the survey and executive summary for their information. $4.38 seems to be the comfort level for a tax increase. Intense opposition appears equal to intense support. The survey reveals that residents narrowly support the $8 million bond referendum to fund park items. Staff reported that City Council would like to have two questions; aquatic center as one and all other items as the second question. Staff recommended dropping the Apple Valley Community Center expansion from the list of potential bond items. Committee also recommended eliminating the indoor aquatic center and County Road 46 & Pilot Knob Road future park funding. Steve Reischauer reported that there could be a big percentage of teams, as a result of the Rosemount/Eastview athletic association split, looking for field space in Apple Valley in 1997-98. Discussion continued as to eliminating the community center expansion and one question vs. multiple questions on a bond referendum. The group was polled for their ranking of the various bond issue items to determine the committee’s comfort level of support: Infrastucture repair/replacement = 76 points Central Athletic Complex = 75 points Teen center addition to shelter = 43 points Apple Valley Community Center expansion = 41 points Outdoor aquatic center (Family Water Center) = 38 points 2 Development and construction of new parks = 31 points By law, the City of Apple Valley can promote an election vote; but not for or against campaigns. Additional funds will need to be raised for People For Parks promotion of a campaign. Greg Kopischke and Kay Butler will make a presentation to City Council March 4, 1997 requesting that a bond referendum be put to a vote for the citizens of Apple Valley. Council will be asked to make a decision that evening or at the next City Council meeting, to allow for the posting of notices, etc. to meet the legal timeline requirements. Committee recommends going for the whole package with the thought of eliminating the Apple Valley Community Center expansion to influence Council to go to a single bond referendum question. If it goes to two questions, Committee recommends going for the whole package. ITEM #6. Other. City of Apple Valley Parks and Recreation summer employment flyer was distributed to those present. The next Parks and Recreation Advisory Committee meeting is scheduled for Tuesday, March 18, 1997 at 6:30 p.m. at the Apple Valley Community Center. ITEM #7. Adjourn. There being no further business, the Park and Recreation Advisory Committee meeting was adjourned.
