Minutes of the Apple Valley Parks and Recreation Advisory Committee held May
20, 1997.

Acting Chairperson Tina Rankin called the meeting to order at 8:10
p.m.
ITEM #2.
Approval of Agenda.
MOTION: by John DiRico, seconded by Charlie Maus to approve the
agenda as presented.

ITEM #3.
Approval of April 1997 Minutes.
MOTION: by Charlie Maus, seconded by John DiRico to approve the
minutes as presented.

ITEM #4.A.
New Business - Tousignants Prairie Crossing Subdivision.
City Planner Kathy Bodmer presented information on a proposed
subdivision on the far eastern side of Apple Valley, south of County
Road 42, north and west of Dodd Road. The City’s Comp Plan designates
the area at 3 to 6 units per acre, low density. The Developer proposes
changing the zoning to allow for smaller lots, streets, and set backs,
with detached townhomes, and small commercial in the eastern corner of
the development. The pond would be at the center of the development with
pathway connection to the convenience store. The developer proposes the
66 acre development would accommodate 290 dwelling units. The City
estimates that equates to about 669 people in the area.
Dodd is currently a County Road to be returned to the City of Apple
Valley. Realignment, widening from two lanes into 3 lanes, and
connection to 153rd Street will be done.
The Planning Commission has reviewed the development proposal at public
hearing and it has been okayed by the County Planning Department. The
item will be addressed by the Planning Commission Wednesday, May 21,
1997.
MOTION: by Charlie Maus, seconded by Russ DeFauw to recommend
park land dedication on the western side of the
development at 6.6 acres. And allow for future
expansion of park to the west.
Discussion: Recognized that significant roadway route is a concern
of the developer. Vehicle traffic is at a high level
and will not be conducive to pedestrian crossing. It’s
very important to designate park land in this
development, or in the development to the west in the
future. Committee does not have control of future
development. Proposed trail system is a plus. Staff
recommends no park land less than five acres as stated
in the Comp Plan - would like to see a 15 acres park
with multi-use field area. Committee members suggested
opening a strip to the west side to give potential area
connection to the next development. Recommend developer
return to the Park and Recreation Advisory Committee
with park land proposal.

Old Business - Continued discussion of park bond issue topics.
MOTION: by Russ DeFauw, seconded by Charlie Maus to thank Valley
Athletic Association for their financial support of the
bond referendum flyer printing and distribution.
VOTE: Yes - 6, No - 0

Recommendation was made by Committee to send thank you letters to the
volunteer organizations and individuals who helped get the information
out.

Other - Charlie Maus’ 10 year service award.
Councilmember Tom Goodwin presented Charlie Maus with the volunteer
service award for his involvement with the Park and Recreation Advisory
Committee.

The next Parks and Recreation Advisory Committee meeting is scheduled
for Tuesday, June 17, 1997 at 6:30 p.m. at the Apple Valley Community
Center.

Committee meeting was adjourned.
