CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE June 17, 1997 Minutes of the Apple Valley Parks and Recreation Advisory Committee held June 17, 1997. PRESENT: Chairperson Greg Kopischke; Committee Members Charlie (left at 7:05 p.m.) Maus , Tina Rankin and John DiRico, Andy Gustafson, (arrived at 6:55 p.m.) Park and Recreation Director Randy Johnson; City Planner Tom Lovelace; Pulte Homes Representatives Dennis Griswold, Gary Grant and Mark Guenther. ABSENT: Royal Bakke and Russ DeFauw. ITEM #1. Chairperson Greg Kopischke called the meeting to order at 6:35 p.m. ITEM #2. Approval of Agenda. MOTION: by Tina Rankin, seconded by John DiRico to approve the agenda as presented. VOTE: Yes - 4, No - 0 ITEM #3. Approval of May 1997 Minutes. MOTION: by Tina Rankin, seconded by John DiRico to approve the minutes as presented. VOTE: Yes - 4, No - 0 ITEM #4.A. New Business - Regatta Subdivision. Randy Johnson introduced the discussion with a thank you to Pulte Homes for the large park land dedication proposal included with this Regatta subdivision located along 160th Street West, approximately 1/2 mile east of Galaxie Avenue. 10% land dedication valued at $20,000 per acre, the park land is located on the northeast corner of the property to take 1 advantage of the north tributary of the Vermillion River. The property diagram also shows two ponds. The Developer proposes a rezoning from agricultural to planned development. Walkways will be installed on one side of Rechtzigel Drive and on both sides of 157th Street. The development will be completed in two phases over a three year timespan. The first phase will be the east side, approximately 1/2 of the development, with the second phase being completed twelve months later. The ponds are designed to work with the tributary. Pulte Homes is flexible on the tributary assets, leaving that up to the City and DNR requirements. There is possibility of no change to the tributary to an enhancement to direct flow through the park. The Apple Valley Planning Commission is inclined to enhancing the tributary and ensuring that there is water in the tributary at all times. Mr. Grant gave a buyer profile for the planned development homes as  ½ single family detached dwelling having 1 children with an age range of 8 to 12 years old,  single family attached dwelling as townhouse association ½ governed, lifestyle buyer with 1 children per unit,  clubhome dwelling single level as typically active adults at 60 years of age, rare to see children in these units - maybe older/young adults living with their parents,  court home dwelling multiple level as typically young married, just out of college with .3 children per household. Unit breakdown = single detached at 53 single attached at 70 club homes at 116 (2 level) court homes at 248 total = 487 units Of the 169 estimated children in the development, approximately 1/3 will be in the age range of one to four years old. Mr. Kopischke recommended approval of the proposed park dedication. He stated that it appears to meet the needs of the City as park land and he likes the pedestrian traffic control, entrances to the streets. The development has logic. He also recommends that staff work with engineering for the ponding and future space needs for field development. Ms. Rankin also gave her support of the development design. “Of all the years (on the committee) this is one of the nicest (we’ve seen). Very much appreciated.” MOTION: by Greg Kopischke, seconded by Tina Rankin to recommend park land dedication in the proposed Regatta Subdivision as presented. VOTE: Yes - 4, No - 0 2 ITEM #5.A. Old Business - Continued discussion of park bond issue topics. Mr. Johnson thanked everyone for all the help during the park bond project. City Council received, at the last work session, a copy of the proposed work schedule for the bond projects. Committee reviewed the schedule and gave their approval. MOTION: by Charlie Maus, seconded by John DiRico to recommend approval of the park bond proposed work schedule as presented. VOTE: Yes - 4, No - 0 ITEM #6.A. Other - Apple Valley East Update. Planning Commission recommended proceeding with the subdivision and park dedication as presented by the developer. The City will receive a small park dedication and cash in lieu. The developer was asked to enhance the community square within the development. ITEM #7. Adjourn. There being no further business, the Park and Recreation Advisory Committee meeting was adjourned.
